The government of Uganda, represented by the office of the prime minister has received financing from the World Bank towards the cost of the second Northern Uganda Social Action (NUSAF2) project. The permanent secretary of the prime minister’s office Pius Birigimana says that the government intends to apply part of the proceeds for the consultant services for carrying out annual tracking studies under the public works programme (PWP) of NUSAF2 project.

He says that the activities are aimed at assessing how income earned through PWP impacted on the participants’ livelihoods, particularly on education, health, agriculture, water, sanitation, nutrition, and care for vulnerable people.

Pius says that the consultant shall carry out assessment in selected districts of Uganda that will be agreed upon by the prime minister’s office, prepare and submit the report of its findings as its major out put.

A baseline survey made in 2009 by the Uganda Debt Network (UDN) has indicated that failure to involve the population in the planning process is the cause of poor implementation of government programs.

The survey says that failure to involve the population in the planning process makes proper accountability almost impossible because the population is not empowered with information to demand for accountability.

The Uganda Debt Network Executive Director Patrick Tumwebaze told a post budget public dialogue meeting at Imperial Royale Hotel in Kampala that leaders to should be involved to enhance the capacity of their communities to follow up on the implementation of government programs like training community members in writing assessment reports regarding the success and failures of the project.

The report adds that people should be equipped with more knowledge to enable proper implementation of government programs through sensitisation.

The major government programs include NAADS, NUSAF, Universal primary and secondary education and road construction projects among others but their implementation are widely marred by corruption leading to less than expected benefits to the target population.

Corruption remains one of the biggest problems facing Uganda leading to poor delivery of government services and increased poverty. According to a recent World Bank report, Uganda losses 500billion shillings a year as a result of corruption.
