He told court that the normal procedure is that the papers then go through the permanent secretary Pius Bigirimana’s office since he is a principle signatory to the accounts.

Onyo also said there was no cash withdrawal made without verification from Bigirimana and consultation with Bank of Uganda.

He also added that the interdicted principal accountant Geoffrey Kazinda always reported to the undersecretary finance and administration.

However Kazinda’s lawyer Macdusman Kabega says the witness should be the one who should have been jailed after accepting to have forged Bigirimana’s signature in the charge and caution statement he made at police.

In the statement, Onyo was charged with embezzlement, abuse of office and causing financial loss.

He appeared at the Anti-corruption court before High Court Judge David Wangututsi who adjourned the case to Feb 6^th for further hearing.

Kazinda is alleged to have forged the signature of Pius Bigirimana the permanent secretary in Office of the Prime Minister and making documents without authority.

He faces separate charges of embezzlement, false accounting, forgery, conspiracy to commit a felony and causing financial loss amounting to Shs 316m.

While appearing before the public accounts committee of parliament that is investigating financial mismanagement in the office of the Prime Minister Bigirimana said that it was the decision of the ministry of finance to transfer Wejula.

He however admitted that he reported the matter to the former prime minister who advised that the matter should be referred to the ministry of finance.

He says that it’s him that reported to the ministry of finance for action but not the former prime minister as it has been claimed.

Last week the deputy secretary to the treasury Keith Muhakanizi while appearing before the committee said that the decision to transfer Wejula came as a result of constant phone calls that he received from the Bigirimana and Apollo Nsibambi.

Kazinda and four others are being investigated over an alleged fraud scandal in the prime minister’s office.

Kazinda was recently released on police bond but the police say investigations into the matter revealed fresh incriminating evidence leading to his re-arrest over the weekend.

Kazinda however was not detained due to his poor health and was instead admitted to case clinic from where he was produced by his lawyer Mcdusmand Kabega this morning.

The CID director Grace Akulo says it is unusual that a suspect reports for questioning without summons.

She has now decided that Kazinda be taken back Case clinic where he will be examined by the police doctor to ascertain his health status.

Kazinda and his co accused were earlier charged with embezzlement, causing financial loss of over Shillings 316 million, forgery, causing financial loss and false accounting.

They are also alleged to have forged fuel vouchers, falsely claiming that vehicles from the Prime Minister’s office were fueled at Total Petrol station Ntinda.

Kyambogo University will reopen in November 2012 after the police are through with its investigations.

The university will reopen after a probe into the university teaching staff strike that last week resulted into the institution’s closure.

Sources privy to this information told our informers in the field that Kyambogo University will reopen after the probe committee finalises with all its inquiries into the gross mismanagement and abuse of office at the university.

Sources told us that after the police is complete with its investigations, the IGG will also have to first come in before the university is reopened.

The chairman of Kyambogo University, Prof. John Okedi also confirms that their university will reopen in two months time. He says that even embattled Kyambogo University chancellor prof. Isaiah Ndiege will remain in office.

Many Ugandans have been raising cries over reported corruption at the Administrator General’s office. The office in charge of fighting corruption in Uganda, the Inspector General of Government’s office confirms that it is receiving reports that some of the officials at the Administrator General’s office demand bribes from clients.

But the IGG spokesperson Ali Munira says that their detectives have been dispersed to the administrator general’s office to nab people demanding for bribes from people.

The development comes days after the IGG’s office had just arrested an official at the administrator General’s office for demanding a bribe from one of the persons seeking services from the Administrators General’s office.

Munira says the official who was arrested is still in custody at Kampala Central Police station. The spokesperson argues Ugandans to report to the IGG’s office all officials at the Administrator General’s office who demand for bribes.

The Inspector General Police, Kale Kayihura on Thursday saved policemen and KCCA councilors from killing themselves when he ordered the reopening of the Kampala District Land Board office which had been sealed off for more than two months over alleged fraud.

Before Kayihura saved the situation from turning from bad to worse, the Police sprayed teargas to disperse the KCCA councilors, the Lord Mayor, Erias Lukwago and the city land board chairperson, Yusuf Nsibambi from forcing their way into the office. The office being talked about is situated at the KCCA head offices in Kampala.

During the scuffle, the Lord Mayor Erias Lukwago was roughed up by police but he managed to overpower the police forcing Kayihura to order for the reopening of the office.

The constitutional court last week ruled that police vacates these land board offices to let the officials in charge of the offices to resume with their normal operations.

But Kayihura’s men instead claimed that the office was still a scene of crime and nobody was allowed to access it.

Tamale Mirundi became the press secretary to the president of Uganda six years back. But we now hear that his term of office expired last year but since that time he is still holding office and receiving the taxpayers’ money.
