ParliamentThe Parliamentary Appointments committee has approved the state minister for International Affairs Okello Oryem while the other appointed ministers  Ismael Orot  designated for minister of state for works  and Harriet Ntabazi  who was designated as the minister of state for industry still have their fate unknown since the committee did not interface with them though they were invited.

Sources reveal that Harriet Ntabazi and Ismael Orot only submitted their academic papers and birth certificates to the appointment committee chaired by the speaker of parliament Rebecca Kadaga but their fate was not decided on.

Orot said that he submitted his academic papers in their order as required by the committee and he is waiting the appointments committee decision.

The designated minister of state for international Affairs Okello Oryem then warned Ugandans not to attempt going  to the middle East countries for jobs which are not professional in nature. Soon after been vetted by the parliamentary appointments committee Oryem  said they have discovered that the manner in which Ugandan girls and boys are treated in the countries is not conducive.  He says that government will communicate if the working environment for workers like maids and cleaners improve in the Middle East Countries.

On Ugandan embassies and missions abroad Oryem says that they are now in better conditions than before since most of them were renovated. He however, stated that those embassies will continue to be with few staff due to small resource envelop the ministry of foreign Affairs is facing. Oryem further says that Ugandan troops will not return to South Sudan for peace keeping despite new fresh fighting in this country and added that the force can only be sent if there is a genocide.

UNRAFormer Terego county MP Kasiano Wadri denied claims that he received a bribe from the Uganda national roads authority-UNRA to cover up the Institution corruption scandal while he was a chairperson of the parliamentary public accounts committee since June 2011 to 2013. The commission of inquiry into mismanagement of the Uganda National Roads Authority (UNRA) in its report  directed police to investigate Budadiri West MP Nandala Mafabi and former Terego County MP Kassiano Wadri for alleged bribe-taking to protect implicated thieving UNRA officials.
Kasiano wadri says that at no time did he handle issues concerning UNRA case when was still the committee chairperson. He adds that by that time the auditor general had unearthed loss of billions of shilling by UNRA nobody could tamper with the issue.

Kasino confirms that he was asked by the commission of inquiry to appear before it however he did not appear because they did not pass through a right channel to make a member of parliament to be before any probe. He says that he is ready to be probed over the matter.

After a six-month probe on UNRA activities by Justice Catherine Bamugemereire, it was discovered that at least 4 Trillion shillings was misappropriated by the old UNRA structure whereas 9 Trillion shillings was used to construct 1500km of roads in 7 years yet these funds were enough to cover 5147km.

The public accounts committee of parliament has discovered that Uganda prison Authority inflated food cost for inmates and added 4.5 billion shillings which they failed to explain before the committee. Members of Parliament on the committee chaired by Alice Alaso, while meeting the officials from prison authority led by the Uganda prison service undersecretary Simon Kimono, noted that the prison authority continued to incur arrears in terms of payables for inmates food.
The woman member of parliament for Gomba district Nakato Kyabangi  said that the increase in payables for inmates food  by the  prison authority could have been deliberate  since  prisons are growing food for inmates.
She said that there could be some people benefiting from delayed clearance of food suppliers to prison for inmates.
 
MPs observed that inmates take two meals a day yet  they are supposed to have three meals; they also doubted the hygiene of the place where part of the food is kept .
The under secretary in the Uganda prison service Simon Kimono said that the increase in payables was a result of demand for food items among others. Uganda prison has 45000 inmates which require 50 billion shillings  for food but for this financial year only 32billion was released and 3000 shillings is spent on the meals of each inmate.
