The Parliamentary Committee on Legal and Parliamentary Affairs has grilled officials from Electoral Commission over the decision to  abandon the national voters’ register and opt for data collected during the National Identification project.
According to the committee chaired by Stephen Tashobya, the Electoral Commission was given money and is legally mandated to collect data to form the voters’ register but it decided to copy and paste data from the National ID project done by Ministry of Internal Affairs.
The Chairperson of the Electoral Badru Kiggundu told the committee that commission had already extracted the data to form a Voters’ register and that the ‘register’ is now being updated at parish level across the country.

This revelation however, attracted furry from members who protested that the National ID data is full of mistakes and not everyone was captured during that exercise.

The members who included among others Kabakumba Matsiko, Medard Sseggona, Abdu Katuntu and Yona Musinguzi want the EC to explain why it abandoned its original register to adopt data obtained during the National Identification Project.

Irene MulyagonjaMembers of Parliament on the Parliamentary committee on Legal and Parliamentary Affairs have quizzed the Inspector General of Government(IGG) Justice Irene Mulyagonja over her failure to catch what they called the big fish stealing public funds and goes for  chicken thieves .
Mulyagonja was appearing before the legal committee to defend the IGG’s budget of 34.2 billion shillings for the financial 2015/16 which was chaired by the UPDF representative Sarah Mpabwa .
The legislators who included the Member of Parliament for Bugweri county Abdul Katuntu, Theodore Sekikubo and Medard Segona  are concerned that the office of the IGG only prosecutes cases of little signifcance and ignores high-profile cases .
The Members of Parliament claim that a lot funds are lost in projects of the Uganda National Roads Authority (UNRA) and Public Procurement and Disposal of Assets Authority(PPDA) yet such cases remain un-prosecuted.

However Justice Irene Mulyagonja still insisted that people implicated in corruption scandals have been prosecuted regardless of their status.

The National Youth Member of Parliament Monica Amoding asked the IGG to investigate the stinking corruption in judiciary which is causing public hopelessness in this institution.

The Uganda Human Rights commission is to purchase a boat to monitor human rights violations on islands in the country.

The commission in its bid to acquire the boat has submitted to parliament a budget of 120 million shillings for the project.
Appearing before the Parliamentary Committee on Legal and Parliamentary Affairs chaired by Baka Mugabi ,the Secretary to the Commission Gordon Mwesigye and the Commission’s Commissioner Amooti kabalirye said that they want a boat to help them move on all islands to investigate cases of human rights abuses and carrying out civic education so as people know their rights.
Members of Parliament who include Jova Kamateka and Paul Mwiru querried the cost of the boat, arguing that it’s too expensive for tax payers.
Meanwhile, the Commission and Members  of the Legal Committee agreed to push government to create a victim’s compensation fund so that the commission can have money to pay victims in time whose rights will be found violated.
The legislators noted that many victims and their family members die before get their compensation because the funds allocated for this matter are minimal.
The Uganda Human Rights Commission, usually underfunded by government, has cited always cited funding as a factor that prevents it from fulfilling its mandate under the 1995 Constitution of the Republic of Uganda. For instance whereas the Commission wants 5 billion shillings for civic education and monitoring human rights violation in the upcoming general elections in 2016, it has only 300 million shillings.
