MUKMakerere university administration has revoked the policy on payment of 60% of fees by the 6 week of semester and has instead introduced a commitment fee of 200,000 shillings which every student  will be required to pay with in the first two weeks of a semester to qualify for registration, if approved by the stakeholders committee that was
set up by the prime minister to review the fees policy.

The new draft policy was announced last week by the deputy vice chancellor of the university in charge of finance and administration Barnabas Nawangwe during news conference that was held at the university hall.

The new draft fees policy has three windows of payment including window one, were students will only be registered upon completion of payment of approved functional and tuition fees by the end of the 6th week of the semester.

The second mode of payment, students will be required to pay all functional and tuition fees as well as a late fees payment charge equivalent to 5% of all fees for the semester by the end of the 12th week of the semester. And the last payment mode is for the students who pay their school fees who will apply to the vice chancellor to pay under a monthly payment plan.

Makerere university authorities are not about to change their stand on the tuition payments system.

The students yesterday started a demonstration protesting a new requirement for private sponsored students to pay 60% of the tuition fees by the sixth week of the semester if they are to continue to attend classes.

University spokesperson, Ritah Namisango says that the decision to have such a system was reached by the university management, senate and council.

Namisanago however says that the vice chancellor has already requested student leaders to write a petition containing their grievances and their proposals for more scrutiny.

She maintains that after receiving the petition, a meeting will be convened involving both student leaders and university management for a way forward.

Police has fired teargas to disperse Makerere university students.

The Police Commandant Kampala Metropolitan Andrew Felix Kaweesi is now addressing the students after he made university administration.

He is calling for calm saying the vice chancellors needs more time to consult other stake holders like the university council before a decision can be made

The education minister Jesca Alupo has given assurance that teachers who missed out on their salaries are to be paid today.

Teachers have threatened to lay down tools if the ministry of public service does not clear their salary arrears.

Speaking to journalists at parliament, Alupo said that she had spoken to officials in the public service ministry who assured her that the money would be paid today.

She acknowledges the mistake and apologizes for the deletion of some of the teachers’ names from the pay role but adds that everything is being done to rectify the problem;

The ministry of public service has set strict guidelines and regulations to be followed by pensioners meant to receive funds this week.

The ministry has today started paying off pensioners with 3 billion shillings set aside for the exercise.

According to the ministry spokesman, Jonas Tumwine, all the recipients’  particulars have been checked thoroughly to avoid any financial losses through ghost payments.

Tumwine says that the payment process may be slow, calling for calm and patience among those who have not yet received their gratuity.

Some of the pensioners are already complaining over the delayed release of the said funds.

Some of them say they have waited too long for the money yet many are widows who badly need financial support.

The ministry had suspended payment of gratuity to the pensioners for two months over reported allegations of graft involving 10billion shillings lost to ghost pensioners.

The government has temporarily suspended payment of gratuity following alleged gross mismanagement of funds in the pensions sector.

The Deputy Secretary to the treasury Keith Muhakanazi says the suspension of payments is meant to help government clean up the system.

He expresses worry that if government continues releasing the funds without cleaning up the system; they may still go to the same ghost pensioners that are currently haunting the line ministries.

The suspicion follows the loss of over 63 billion pension money, which was paid to ghost pensioners.

Meanwhile, Police is currently investigating the matter and several suspects have been arrested from the ministry of public service, Cairo International Bank, and the latest batch is from the ministry of Finance are being quarried.

Five officials from the ministry of finance were today arrested in connection with the financial scandals in the Office of the Prime Minister and Public Service.

They are Josephine Adukut, Richard Deliga, Wycliff Mugume, Dickson Akony and Dick Twinomujuni, all from the internal audit department.

Value:

  • $6,000 Australian Dollars.
  • The award may be applied toward the cost of the successful applicant’s studies, but does not include travel expenses.
  • Payment will be made in two halves, subject to satisfactory progress by the candidate.

Fellowship Application Eligibility Criteria:

  • hold a degree from a recognised university.

Job seekers should now read this! Bank of Uganda has invited bids from bidders for the provision of Guard Services at headquarters, currency centres and regional branches.

According to the management of Bank of Uganda, a complete set of bidding documents in English may be purchased by interested bidders upon payment of a non refundable fee of 10,000 shillings at the counter in the banking hall of Bank of Uganda headquarters in Kampala. The bid documents are obtained up to 3pm of Monday 2nd April 2012.

The bids must be delivered to Bank of Uganda headquarters before 3pm on 13th April and late bids shall be rejected. The management of Bank of Uganda says that bids shall be opened in the presence of the bidders representatives on April 13th. The National Water and Sewerage Corporation (NWSC) has disconnected Kyambogo University leaving the toilets there to stink.

The students and some of the administrators of Kyambogo University allege that NWSC disconnected the institution of learning over non payment. Now over 20,000 people the university houses are fetching water from nearby wells and dirty water sources.

Now we are told that the university’s sanitation and health services are poor due to the shortage of water at Kyambogo University.

Kyambogo University has been failing to address water problems for over three times. The students at Kyambogo University are planning a violent strike if their university fails to address the water crisis.
