 The Attorney General Peter Nyombi has run out of the Adhoc committee investigating oil sector to attend to president Museveni’s oil meeting at Entebbe state house with Tullow Oil Company executive and left members on this oil Adhoc committee furious.

The Attorney General peter Nyombi had been summoned by the oil Adhoc committee chaired by Michael Werikhe to explain oil company agreements and contracts signed with government and whether there is oil policy and regulations which can be used to manage oil.

Furious members of parliament who included Michael Werikhe , Hussein Kyanjo and Cecilia Ogwal told the minister to leave the committee for the president meeting in Entebe after the Attorney General Peter Nyombi insisted that he was supposed to be in the president meeting however much he wanted to be in the oil Adhoc committee proceedings as requested .

The committee chairperson Michael Werikhe said that they are disappointed with the executive for not taking the oil committee investigations serious.

The Member of Parliament Makindye West Hussein Kyanjo had wanted the Attorney General to call the president  and inform him that he is busy with parliament work because the president can be seen any time but the committee has time frame to produce its report .

The attorney general, Peter Nyombi and the energy minister, Irene Muloni have insisted that the oil pacts are not for public consumption since they contain confidential clauses.

Addressing press conference today in Kampala, the attorney general, Peter Nyombi advised MPs to follow the correct procedures if they need to take a detailed look at the oil pacts between the government and exploration companies, Tullow and Heritage oil.

Nyombi also advises the public to go slow on the oil deal since the matter is before court but also reveals that local lawyers can not be allowed to execute their duties in international court which prompted the government to hire an international law firms to work together with the local based legal team in the case filed against the government by heritage oil.

But the energy minister, Irene Muloni insists that the pacts were presented before the 8th parliament and that parliament has copies of the agreements. She says at the appropriate time, the public will get to know what’s contained in the agreements of the oil resource they are about to benefit from.

Meanwhile, URA boss, Allen Kagina confirms that that the government will accrue a 30% of revenue (USD 1.45Bn) in the capital gains dispute case resulting from Heritage Oil sale of its assets to Tullow Oil Uganda.

She says the government has budgeted 11.9 billion shillings for senior international lawyers who will argue Uganda’s case, with each lawyer set to earn 747 US dollars per hour.

A proposal by President Yoweri Museveni to amend the constitution to deny bail to rioters, rapists, murderers and economic sub tours needs further consultations.

This is according to the new Attorney General Peter Nyombi who was vetted by parliament appointments committee on Tuesday.

Nyombi says the public and other stake holders need to put in their input before the final decision is made since such law may be misused for personal reasons by others.

While some sections of the public like women activists have welcomed the President’s proposal, some have criticized it as aimed at easily detaining opposition supporters for long periods of time.

The Member of Parliament for Ndorwa East constituency, Wilfred Nuwagaba has declared his candidature for the office of Deputy Speaker of the 9th parliament.

Nuwagaba said that he has adequate reasonable qualifications and experience required for leading the parliament.

He says that he has been in parliament and has been forced to stand in order to correct the mistakes that have been realized in the 8th parliament.

He says that he wants to emphasize the issue of independence of parliament and giving issues of public interest first priority.

Nuwagaba also noted the need to change the style of voting in parliament on matters of public interest from voice voting to another style of voting that will be agreed upon.

He warned NRM party leaders to give the members opportunity to choose their leaders through voting rather than just designating the leaders.

Other legislators who are eyeing the Deputy Speaker post include Peter Nyombi (Nakasongola), Jacob Oulannya (Omoro), Fox Odoi (West Budama North) and Odonga Otto (Aruu County).
