The traditional adage in Luganda says that when people are advising the children from well to do families, the children of the poor have to keep listening.

The president of Uganda Peoples Congress Dr. Olara Otunu has advised supporters of the ruling political party in Uganda to stop mistreating people. He says that when the big thugs and politicians in government are out of Uganda and have fled to Burundi or Rwanda or US, the small people they have been using to persecute people will remain behind.

He says that when President Museveni and his family members will flee the country, the policemen and soldiers who are persecuting civilians will claim they were obeying orders of their masters from statehouse.
Otunnu says that the people reportedly committing atrocities in president Museveni’s government are adults with brains and they will be held criminally liable.

So Otunnu advises president Museveni’s cohorts, allies, and government officials to keep the diary of the events they do and those that have violated people’s rights to remember that the date and time of occurrence is at their door posts.

Intelligence network in Uganda has started investigating claims that some Ugandans sell guns and ammunitions to Kenya. Sources in Uganda’s security told our informer that some of the people involved in illegal firearms trade include policemen and members of other security organs. It is said that the armed officers in the army, and police collude with civilians in both Kenya and Uganda in selling ammunitions to wrong hands in Kenya.

The Uganda government last week arrested four people including a police officer who allegedly murdered a Belgian tourist at the slops of Mount Elgon in Kapchorwa district while they were smuggling guns to Kenya. The suspects were identified as Fred Kipsang, a special police constable attached to Kapchorwa police station, his brother Patrick Chebules, Kenneth Chepkurui and Moses Chemutai.

The commissioner for political education in Uganda police, Christopher Kwerit, confirms that some of the police officers are involved in arms trade in Uganda and Kenya.

Members of Activists for Change (A4C) are nonviolent. So we condemn all violence and perpetrators of violence in the country.

Those policemen and army men in police uniform who attack unarmed civilians during A4C rallies and provoke violence are strongly condemned by the A4C leaders.

Anne Mugisha, one of the A4C leaders says that the Police should act responsibly and exercise restraint when controlling crowds of people tired of Museveni’s rule.

She says for police to beat up unarmed civilians with batons and sticks and violent arrests of popular opposition leaders do not promote peace in Uganda.

Violence begets violence and A4C condemns it in the strongest terms. Anne Mugisha says Police should act fast to arrest its violent officials instead of arresting nonviolent peace loving activists.

Uganda’s leading opposition leader, Dr. Col. Kiiza Besigye is again under preventive arrest at his home in Kasangati on Kampala Gayaza road. His home is surrounded by dozens of policemen and army soldiers in police uniform.

Besigye, also a member of Activists for Change (A4c) was suspected by the government to have had plans of addressing a press conference on police brutality at his offices on Katonga Road in Kampala.

The sources in police told journalists that the force feared that Besigye and his cohorts were going to expose cases of police brutality in which tens of Ugandans reportedly lost their lives. The sources said exposing such information to the public raises peoples’ emotions. However, the police worked on wrong information because the said press conference was set to be addressed by the A4C coordinator MP Mathias Mpuuga but not Besigye.

Cardinal Emmanuel Wamala has asked the members of the police force to respect the uniform they put on and the civilians whose tax the government uses to buy policemen uniforms.

Preaching in the morning mass at Rubaga Catholic Cathedral in Kampala today, the cardinal told the policemen to respect the constitution of Uganda, other laws of Uganda, inherent human rights, Police ethics and the pips on their shoulders.

The Cardinal says that it is unholy for police offices to receive bribes, mistreat suspects, and grab peoples’ property. He says it bad for the police to put allegence to president Museveni.

Cardinal Wamala says it is better for the police to remember that allegiance is to Ugandans and not president Museveni.

On Thursday I was with colleagues from Kampala Capital City Authority and we decided to join the fun fare in the Pioneer Easy Buses.

I jumped to one going to Entebbe International Airport. The passengers in the bus were shouting and scorning the taxis they passed by.

They started saying that change always benefits the common people. The passengers told the policemen in the bus to go tell the inspector General of Police Lt. Gen. Kale Kayihura to let Co. Kiiza Besigye usher to Ugandans the long awaited change. The journey was to cost me 2,500 but I paid only 800/= shillings.

Violet groups of Makerere University students on Monday staged a fight with the police and in the process four police men were injured and dozens of students arrested.

The police had gone to Makerere University to curb the students strike at the university’s main campus. The students were protesting against a new internship policy.

The Police used tear gas, batons and rubber bullets to disperse the students who had started destroying university property.

The students staged the fourth strike in a period of less than two weeks after the university Deputy Vice Chancellor (Academic Affairs), Prof. Lillian Tibatemwa failed to address the students about the new policy.

The students attempted to burn the university’s main building. This is when the police swung into action and fired tear gas and rubber bullets. The students responded to the police brutality by throwing stones and in the process some policemen were injured.

The policemen who work with opposition face to lose their jobs. A source in Uganda police have told us this evening that the inspector general of police, Kale Kayihura in a radio call message today warned that its illegal for civil servants to work with opposition members.

The source quoted Kayihura as saying that there are some police officers who leak our secrets to the members of opposition. But we are told the police’s disciplinary team is investigating the reports and the officers who would be found guilty shall lose their jobs or be demoted.

Recently the police reshuffled the policemen who were working at parliament following allegations that they were working closely with the leader of opposition Nathan Nandala Mafabi and with other opposition MPs.

It seems policemen in Uganda have been terrified after section of motorcycle riders threatened to kill them over arrests. The motorcycle riders locally known as boda bodas complain that the police over arrests them and impounds their motorcycles.

One of the boda boda operators who preferred not to be named in this report in order to talk freely said that the police officers ask them money while they are on road and when they don’t give them bribes they end up being arrested.

The police officer in charge of Old Kampala police station, Dominic Okello however says that the motorcycle riders are arrested for disregarding traffic regulations and added that the  cyclists had caused many accidents within the city due to none compliance to traffic rules amd regulations.

Police have blocked the supporters of opposition parties from entering Katwe play grounds where an opposition rally was due to take place.
The rally was being organised by the Activists for Change (A4C) members. The venue where the rally was meant to take place is surrounded by soldiers and policemen.

The coordinator of A4C, Mathias Mpuuga has told journalists that the police told them that it cancelled the rally due to security reasons.

Our reporters in the area report that   there is heavy deployment in Katwe and the nearby areas. The spokesperson of police Asuman Mugyenyi says that they have intelligence information that some elements of opposition leaders were planning to use the rally to disrupt peace.
