The constitution of Uganda guides all development partners including the Government of Uganda to address the needs of all people including women, children and people with disabilities.

The MP for PWDs Hajjat Sofia Nalule says that when the government empowers people they are in essence putting them in a position where they can identify and prioritize their needs and lobby the Government and civil society for support in addressing their needs.

The MP Sofia Nalule also decried the Government’s failure to make its buildings and services accessible to all people including the disabled persons.

She pointed out the Ministry of Education headquarters, hospitals, and roads punctuated by numerous potholes. She added that many people also can’t access ATMs , taxis and buses.

Nalule urged concerned people to demonstrate the need to have all public places accessible by refusing to attend meetings organised in inaccessible places or going to places that are inaccessible.

Nalule also called on persons with physical disability to emulate the deaf and the blind who celebrate their national days that attract influential people who advance their causes. Several stakeholders including PWDs, MPs, and representatives of the ministries of Education and Gender, among others attended the conference in Kampala where Nalule reveled his heart.

The Executive Director of Kampala Capital City Authority Jennifer Musisi has said that the bureaucratic tendencies under the Procurement law are frustrating its operations aimed at making Kampala a better city.

She was responding to concerns that KCCA is doing little to solve the situation of big potholes and water logged ditches in the old taxi park.

Musisi says that the past regime at City hall had given out contracts to developers to build buildings in most of what makes up the Old Taxi park.

She also says that whereas the Authority has tried to execute its plans and programs of ensuring the city is kept clean and well managed, it is limited by the strict provisions of the Procurement law.

She said that the authority cannot easily access spare parts for the road maintenance equipments or buy the necessarily material to fix the potholes within a short period of time as many people would like.

Musisi also added that KCCA is facing a challenge of inadequate staff to efficiently execute its programs.
