Dr. Ruhakana Rugunda (Centere) Represented the president at the consecration of Rev. Canon George Turyasingura as the 2nd Bishop of East Ruwenzori Dioecese at St. Stephen’s Cathedral

Rt Reverend George Turyasingura has been consecrated as the 2nd Bishop of East Rwenzori replacing the Rt. Reverend Edward Bamucwanira who has been at the helm of the diocese since 2009 when East Rwenzori Diocese was curved from Rwenzori Diocese.

The installation ceremony was presided over by the Archbishop Church of Uganda, Stanley Ntangali, at St. Steven’s Cathedral in Kamwenge.

The House of Bishops elected Reverend Canon Turyasingura as 2nd Bishop of East Ruwenzori on July 11, 2017, at Lweza Training and Conference Centre.

At the time of his election, he was the Diocesan Secretary of East Ruwenzori Diocese. He was also doing research for his Master of Arts Degree in Theology and Development at Bishop Barham University College, Kabale.

The function was which was attended by the Prime Minister Dr. Ruhakana Rugunda early Sunday morning in Kamwenge district also focused on building strong family values to uphold moral standards.

Chwa West County Member of Parliament in Kitgum district, Okin Ojara has appealed to Parliament to protect them from prostitutes who he said have brought their business closer to the August house.

Ojara who was raising the matter on the floor of Parliament during the Prime Minsiter’s question time said he recently found naked ladies standing at the gate of Parliament.

“I had just got into my car to drive home and while I was driving out, I was being beckoned by these same naked ladies just right at the gate of Parliament,” Ojara said sending boots of laughter among the legislators.

He said these prostitutes have started chasing after MPs and wanted to know whether it was legal for them to do so.

Other MPs were also in support of Ojara’s querries and sought an explanation from government on the matter.

The Prime Minister, Ruhakana Rugunda, however, denied any knowledge he was not aware of such kind of trade near Parliament.

Members of Parliament are furious over what they say is government’s move to send a team of climate change experts in their constituencies without their knowledge.

The matter was raised by the Speaker of Parliament, Rebecca Kadaga, with backing of MPs who included that for:Kawempe North, Latif Sebaggala and the Adjumani district Woman MP, Jessica Ababiku.

Kadaga, told Parliament that the group that was sent in the various constituencies de-campaigned them and questioned why government left them out of this programme yet they should have been important in monitoring its progress.

The Speaker who raised this recently also asked the prime minister’s office  to order the climate change team to concentrate on issues of climate change other than making it political.

However, the first Prime Minister, General Moses Ali, apologized over this omission of the MPs on list of persons supposed to be part of the climate change team saying it was an oversight on their part.

He said that government sent this team because it   was concerned that some part of the population is facing famine due to climate change.

However, section of the MPs were visibly angered when Ali told them that even if they were to be told, they could not have reached  in time given that the  programme for this particular assignment was done hurriedly.

“How can he say that a programme was done hurriedly yet such tours have to be planned in advance? Does he want to tell us that this is the way they have always be operating without planning and giving proper accountability to tax payer’s money?,” wondered, Moses Kasibante, the MP for Rubaga North in Kampala.

Ssemujju Nganda the Opposition Chief Whip.

The Kasese Members of Parliament led by the Opposition Chief Whip, Ibrahim Ssemujju Nganda, insist that the attack and killing of civilians by UPDF and police officers was unnecessary and avoidable and that such incidences should not ever happen again in the near future.

The MPs who included: Bukonjo East Halord Muhindo, Kasese Municipality MP, Robert Centenary,Bukonzo West MP, Atkins Katusabe and Busongola East MP, William Nzoughu told journalists at Parliament that if government security officers had not attack Mumbere’s palace, there would have been no senseless killings like it was.

The MPs are not sure whether the security officers were killed by the civilians since there were uncoordinated security movements during their shooting.

MP Katusabe who witnessed the killings said that the order from the President overtaken the negotiation between the Army commander, Prime Minister and King Mumbere to resolve the matter peacefully.

They demand the President to prevail over security to stop killing people in Kasese, calling for independent probe into this perceived massacre and Genocide and vowed to report the matter to international criminal court so as the individuals perpetrators are charged against Humanity.

President Yoweri Museveni has encouraged farmers in the country, who are engaged in crop production, to instill in their minds the culture and practice of growing crops all year around using any improvised means of irrigation scheme to combat drought spells.

“The science of pumping water from a water source to a reservoir at a higher altitude, then pump it to the farm and irrigate the crops with help of solar powered water pump is the way forward for Uganda,” he said.

He observed that once the system is installed, it only requires more solar panels to increase the capacity for extension use to more users.

“The dry season is no longer a problem. Free water is available and people cry over drought season. The dry season is for those who are not enlightened and the uninformed. Even developed countries, which receive minimal level of rain level, have their agricultural practice on irrigation,” he added.

The President was today commissioning a solar water pumping irrigation system at Kyerero village, Nyamihanda Parish near Muhanga Township in Bukinda, Rubanda county, in Kabale district. The system was installed on the farm of Mr. Charles Kwehangaana Rutaro following the President’s pledge in 2010. Farmer Kwehangaana Rutaro grows apples, a variety of passion fruits and other crops on a two-acre piece of land. The enterprise earns him Shs.43 million per year.

The purpose of the installation was to demonstrate applications of solar water pumping as an economical and sustainable option for irrigated agricultural production.

While inspecting the project, President Museveni said that the purpose of his visit to the farm was to assess the effectiveness of solar water pumping irrigation scheme. He, therefore, tasked the Ministry of Agriculture, Animal Industry and Fisheries, former NAADS and the Ministry of Water and Environment, to install in the districts of Kabale, Kiryandongo, Masindi, Kaberamaido, Soroti, Katakwi, Kumi, Mukono and Luuka solar water pumping irrigation schemes. He reiterated government’s commitment to distributing more solar water pumps to the people.

“What I wanted to prove was the science behind the cost of locally established irrigation scheme”, he said.

Addressing rally following the tour, the President told the people of Rukiga County that a good leader is one who guides people to shift away from mass eradication of poverty through modern methods of farming with accountability in mind. He, however, strongly warned them against agricultural practices in wetlands.

He commended the people of Rukiga County for voting the Movement overwhelmingly during the 2016 Presidential, Parliamentary and council level elections saying that this symbolized massive politically uprooting of the opposition from the area.

The Prime Minister, Dr. Ruhakana Rugunda, the Minister of Agriculture, Animal Industry and Fisheries, Hon. Vincent Ssempija, State Minister for Planning, Hon. David Bahati and State Minister for Labour, Employment and Industrial Relations and area MP, Hon. Herbert Kabafunzaki, accompanied the President.

Parliament is under pressure over the delayed granting of vehicles to the  members of parliament.

The Speaker of Parliament, Rebecca Kadaga, had promised MPs that they would get their vehicles by October but they have not got them to date.

Kaliro district woman MP, Margaret Mbeiza, who wants government and parliamentary commission to give members of parliament their vehicles urgently, said the legislator risk getting into accidents with the current vehicles which are mostly worn out.

Mbeiza raised the concern in parliament during the Prime Minister’s question and answer time for members of parliament.

She says that MPs risk their lives using boda bodas to carry them when they are entitled to vehicles.

However, when the Prime Minister, Dr.Ruhakana Rugunda questioned why MPs are not getting their vehicles, Deputy Speaker, Jacob Oulanyah ,said that the issue of vehicles for Parliamentarians will be addressed by the Parliamentary Commission .

A total of 431 members of parliament want each vehicle  at a cost of 200 million shillings.

Prime Minister Ruhakana Rugunda.

The Prime Minister, Rt.Hon. Ruhakana Rugunda, on Monday launched the Uganda National Housing Policy which replaces the National Shelter Strategy which was adopted in 1992 as a policy framework to guide housing development in the country.

The national housing policy is intended to address various critical issues and challenges facing the housing sector which include, inadequate housing and housing backlog arising from the fast ever growing population in the country.

Speaking at the launch of the policy, Rugunda said it’s a petty for national housing to be putting a minimal number of houses in the country yet it’s the leading national constructor. He urged them to up their game to be able to meet the national expectations in setting up thousands of houses especially to benefit the poor and reduce on the deficit housing in the country.

Rugunda said government is aware of the importance of housing to national development and that it was ready to support the policy fully.

He further called for planned and organized ways of building houses across the country as this will also move a long way to solving the issues of growing slums especially in cities.

The Minister for Urban Development, Hon. Isaac Musumba and the junior minister for housing, Chris Baryomunsi, noted that there are a number of strategies in the pipeline laid by government to solve some of the tough processes faced by Ugandans who intend to start house construction.

They mentioned them to include; setting up incentives for companies that manufacture construction materials among others strategies coupled with a number of new policies and laws to govern the sector so as to make it more active.

Prime Minister, Ruhakana Rugunda, has assured donors that government is doing all that is possible to streamline the operations of its departments in handling project funds intended for development.

Rugunda,who was on Thursday 22, September addressing the 3rd national partnership forum 2016, maintains that sometimes they are challenged with poor corporation in project implementation with citizens, contract challenges among others that will soon be out of the way as the country strives to attain her target of a middle income status by 2020.

The assurance follows the resent World Bank directive recalling requested funds from the body by government which it failed to utilize in the specified time period.

“We are fully away of the challenges and I assure you that we are now working round the clock to rectify challenges and bottle necks that have for long been hindering government departments and agencies from expeditiously absorbing the requested funds,” Rugunda said

However, the chairperson local development partners group that comprises of ambassadors and donor agencies urged government t to exhibit the highest levels of transparency and accountability to citizens as this is the only way Uganda will be able to attain faster social, economic growth but also castigates the poor and low implementation of programmes by government agencies and departments saying this has dragged development in Uganda.

Prime Minister, Ruhakana Rugunda has said  government departments must base their strength on the  execution of work on the evidence based funds.

While opening a five day retreat for the assessment of government performance report for the financial year 2015-2016, the Prime Minister Dr. Ruhakana Rugunda on behalf of the vice president underscored the need to scrutinize the performance of all sectors.

He explained that government has been moving in circles in trying to find solutions for economic challenges this year, but this must stop if such annual reviews are to be of use.

This year’s review mainly focused on externally funded projects under theme: Realising results on public finance I investment, opportunities and challenges.

As the country moves to achieve the sustainable development goals by 2040 and clean water availability being among them, National Water and Sewerage Corporation is in advance stages of kick starting a mult-billion project of 160 million liters of water running from Katosi to Kampala through Mukono.

According to the corporation boss, Sylver Mugisha, they are soon putting up adverts calling for potential bidders for the project with the scrutinizing exercise expected to take three months before they can award contracts to those capable companies that will do the exact work of laying pipes among other necessary machines that will see water run all that distance to Kampala.

The project is aimed at serving water to areas of Kampala, Mukono, Sonde, Kawempe and Naguru.

The Parliamentary Committee on Natural Resources has started a probe into the alleged extracting of sand from wetlands and illegal fishing on the country’s waters bodies by investors.

The allegations were brought before the house on Thursday afternoon by 2 MPs who included; Hon.Agaba Abasi the Kitagwenda County MP and Florence Namayanja,the Bukoto East MP who said that many of wetlands are being  depleted while government is looking on. They said these unchecked practices from the said investors need to be protested because such activities were degrading the environment.

The MPs did not however, mention where the degradation was particularly taking place.

Mukono Municipality MP, Betty Nambooze Bakireke, said that these investors came as water transport investors but only to get into sand mining. She also alleged that some of them were involved in exporting Uganda’s soil abroad.

However, Prime Minister, Dr. Ruhakana Rugunda while responding to the allegations said that government is not aware of any body authorized to export soil.

This prompted the Speaker of Parliament, Rebecca Kadaga, and asked the committee to investigate this matter and report to Parliament in October.
