UNRAFormer Terego county MP Kasiano Wadri denied claims that he received a bribe from the Uganda national roads authority-UNRA to cover up the Institution corruption scandal while he was a chairperson of the parliamentary public accounts committee since June 2011 to 2013. The commission of inquiry into mismanagement of the Uganda National Roads Authority (UNRA) in its report  directed police to investigate Budadiri West MP Nandala Mafabi and former Terego County MP Kassiano Wadri for alleged bribe-taking to protect implicated thieving UNRA officials.
Kasiano wadri says that at no time did he handle issues concerning UNRA case when was still the committee chairperson. He adds that by that time the auditor general had unearthed loss of billions of shilling by UNRA nobody could tamper with the issue.

Kasino confirms that he was asked by the commission of inquiry to appear before it however he did not appear because they did not pass through a right channel to make a member of parliament to be before any probe. He says that he is ready to be probed over the matter.

After a six-month probe on UNRA activities by Justice Catherine Bamugemereire, it was discovered that at least 4 Trillion shillings was misappropriated by the old UNRA structure whereas 9 Trillion shillings was used to construct 1500km of roads in 7 years yet these funds were enough to cover 5147km.

Kyambogo University will reopen in November 2012 after the police are through with its investigations.

The university will reopen after a probe into the university teaching staff strike that last week resulted into the institution’s closure.

Sources privy to this information told our informers in the field that Kyambogo University will reopen after the probe committee finalises with all its inquiries into the gross mismanagement and abuse of office at the university.

Sources told us that after the police is complete with its investigations, the IGG will also have to first come in before the university is reopened.

The chairman of Kyambogo University, Prof. John Okedi also confirms that their university will reopen in two months time. He says that even embattled Kyambogo University chancellor prof. Isaiah Ndiege will remain in office.

Uganda Airlines commenced operations in 1977 and in 1998 MPs accused the then State Minister for Finance, Sam Kuteesa, of five counts of abuse of office and influence peddling.

The allegations related to the divestiture of the lucrative Entebbe Air Handling Services from the main bulk of the publicly-owned Uganda Airline Corporation. So the legislators used Article 118 of Uganda’s 1995 constitution to disgracefully censure Minister Sam Kutesa from parliament.

The airlines later collapsed after its cash cow “cargo and passenger handling enterprise,” a key income section of an airline business, was improperly taken up by a senior government official, Kutesa.

It is said that Sam Kutesa unscrupulously took over the most profitable arm of Uganda Airlines Corporation, where every Ugandan person had a stake, and not long the Uganda national airline had to collapse.

So to date no single police action has ever taken place against Minister Sam Kutesa. And this has made many people to wonder why police hunts for petty thieves and conmen and leaves out people like Sam Kutesa.

Members of Parliament have asked the electricity Regulatory Authority to withdraw the statement issued yesterday, defying an order to halt the charging of new tariffs.

The board of the Electricity Regulatory is appearing before the probe committee into the energy sector that has been overshadowed by reports of corruption.

Members of the committee yesterday questioned the authority’s management over why new electricity tariffs were announced before they could be approved by the board.

The MPs demanded for a copy of the approved minutes which the management failed to produce.

Though the committee directed that the implementation of new tariffs be halted, the regulatory authority hit back, saying Parliament does not have powers to determine electricity tariffs.

The committee chairperson Jacob Oboth Oboth has tasked the ERA authorities to explain the statement issued, which he says belittled the oversight role of Parliament.

MPs Elijah Okupa and Reagan Okumu are demanding a clear explanation and extraction of the statement.

Rukungiri Municipality MP Roland Mugume says Parliament has the right to protect the interests of citizens and warns that the hiking of tariffs could spark protests.

The authority’s Chief Executive Officer Dr. Benon Mutambi denies defying the committee, saying he only implied that retracting implementation of the new tariffs might be difficult.

The ad hoc committee investigating the alleged bribery in the oil sector has said that President Museveni is frustrating its activities.

The remark follows the yesterday’s incident when the Attorney General, Peter Nyombi jumped the committee meeting to meet President Museveni at State House in Entebbe

The committee’s chairman Hon. Warikhe while talking to the journalists in Kampala said that he no longer trusts the behaviors of the Attorney General.

Warikhe says that on several occasions when they call the Attorney General he tends to be busy with other government commitments.

He says that yesterday the committee was dismayed with Nyombi’s act of suddenly telling them that he had a meeting with the President.

Warikhe says that the government is taking the committee’s work optional.
