The Electoral Commission (EC) has rejected the Democratic Party demands to extend the number of days for campaigns in the Butambala parliamentary by-elections.

Addressing a press conference on Wednesday in Kampala, the party DP Secretary general Mathias Nsubuga demanded the commission to extend the period saying that the time allocated for the exercise is too little for their candidate Muwanga Kivumbi to travel all the villages in the constituency.

Nsubuga said that Butambala has eight sub counties divided into 25 parishes with over 174 villages- an area which is too big to cover in a short period of time.

But the deputy spokesperson of the electoral commission, Paul Bukenya says that it is impossible to extend the time because the law provides that for every by-election at the Parliamentary level it should be conducted within 60 days of the falling vacant of a seat.

“The electoral commission is on time and it has sent a list of different programmes that would be run in that period to all registered political parties in Uganda.

The campaigns for Butambala parliamentary by elections would start on 28th August 2012 and the elections would take place on 12 September. The nominations are set on the 20th of August. The seat fell vacant after the Court of Appeal nullified the election of the Butambala County MP, the NRM’s Faizal Kikulukunyu over voter bribery. Kikulukunyu was dragged to court by his political rival, the DP’s Muwanga Kivumbi.

Master of Physical Land Resources Scholarships: The main subject in Land Resources Engineering offers training in non-agricultural use and application of soil, and includes geotechnical aspects (use of soil as building material or for foundations, slope stability and stability of excavations), the role of soil water and groundwater for water management and supply, and soil management in relation to environment and land use (erosion, sediment transport, coastal development and protection).

It offers a fixed package of courses, all organised at Vrije Universiteit Brussel. All courses have a theoretical and a practical part. Some courses include fieldwork and may be supplemented with excursions.

The first year programme provides for informative and interdisciplinary seminars that allow students to participate actively and work independently. The thesis (second year) must be defended orally, in public before a jury.

Admission requirements:

  • Must be proficient in the language of the course or training programme, i.e. English. With the exception of those who have a diploma (Secondary Education, Academic Bachelor Degree, Master Degree) issued by an institution officially recognized by the Flemish Government, applicants must be able to prove their proficiency in English.
  • Have a basic science training in (1) Mathematics or Statistics and (2) Chemistry or Biochemistry, and an overall academic education background in a relevant discipline like Agriculture, Biology, Forestry, Environment, Land and Water Management, Physical Geography, Geology or Civil Engineering.
  • Relevant research or working experience of about 2 years is recommended but not a prerequisite, unless the former field of study (degree obtained) was not directly relevant for or pertaining to soil science or land resources engineering.

Each application will be evaluated by a board of admission of the specific programme and has to be approved by the Faculty Council and by the Rector’s office.

“Get on the Bus” Scholarships: The Get on the Bus scholarship programme sponsors 25 students each from Kenya, Uganda and Tanzania through an initiative supported by the Nation Media Group (NMG) company staff.

The scheme takes on a school bus icon to signify transition to excellence.

The programme enables top performers from primary schools who cannot pay the requisite school fees an opportunity to further their education by offering them a full scholarship that caters for their four years of secondary school education.

A large number of the scholarship beneficiaries are orphans and vulnerable children who have excelled, and are nationally in the top tire.

The project seeks to improve the quality of future leaders and scholars by encouraging excellent performance.

The programme provides both scholarships for secondary education as well as a formal mentorship opportunity by experts and NMG staff.

Identified as part of the scholarship scheme, the mentorship includes career guidance, imparting life skills and job placement for students during the holidays, equipping them with exposure to the work environment.

Additionally, it also provides opportunities for staff members to be part and parcel of the excellence programme by ‘adopting’ a student.

Research Grants for Doctoral Candidates and Young Scientists and Academics: Research grants provide young foreign academics and scientists with an opportunity to carry out a research project or a course of continuing education and training at a German state (public) or state-recognised higher education institution or non-university research institute.

Research grants can be used to carry out:

  • Research projects at a German higher education institution for the purpose of gaining a doctorate in the home country (this includes the doctoral programmes offered for developing and transformation countries under the “DAAD Sandwich Model”
  • Research projects at a German university for the purpose of gaining a doctorate in Germany;
  • Research projects or continuing education and training, but without aiming for a formal degree/qualification.

The length of the grant is set by the grant committee at the selection session.

Depending on the project in question and on the applicant’s work schedule, grants can be paid generally for between one and ten months, in the case of full doctoral programmes in Germany for up to three years, and in exceptions for up to a maximum of four years.

Support can only be provided for the completion of a full doctoral programme in Germany when special support policy reasons exist.

Support for full doctoral programmes in Germany is based on a programme length of three years; if foreign graduates first have to qualify for admission to a doctoral programme, then grants can be awarded for a period of four years.

Even when support has been awarded for a full doctoral programme, that award will initially be limited to a maximum of one year.

Extensions then depend on whether or not the evaluation finds the previous award period to have been successfully completed.

Value:

  • Depending on the award holder’s academic level, the DAAD will pay a monthly award of 1000 euros (doctoral candidates).
  • As a rule, the scholarship additionally includes certain payments towards health insurance cover in Germany.
  • Furthermore, the DAAD generally will pay an appropriate flat-rate travel allowance, unless these costs are covered by the home country or by another funding source.

Deadline: 30 September each year.

The Joint Master’s Degree (MSc) Programme on Integrated Dry lands Management brings together different expertise and scientific resources of the partner institutes to build advanced human capital, generate and adapt global knowledge for local solutions in dry lands.

The programme provides young professionals and scientists an international perspective on integrated resources management approaches in dry lands and allows them to gain practical experience in different dry land countries.

The MSc Programme will offer two components:

1) a short intensive course

2) field research leading to the development of a Master’s thesis.

Throughout the programme, a strong emphasis will be placed on multidisciplinary approaches.

The four weeks course work will focus on the international dimension of dry land management and a range of research methods.

An international team of selected experts from all partners and their networks will provide a balanced mix of lectures and seminars.

The six month field and laboratory research will be conducted under the supervision of one of the programme partners.

Upon completion of the MS Programme, students will receive a Master’s Degree from their home university and a Certificate from UNU.

Typically, the graduates from the MS Programme serve in government departments and agencies (e.g., those dealing with agriculture, forestry, natural resources management, and combating desertification), teaching positions in institutions of higher learning, research institutions and doctoral research programmes.

A limited number of Fellowships will be provided to qualified candidates from developing countries on a competitive basis.

These fellowships will cover the travel costs between the country of origin and IRA, CAREERI, ICARDA and TU, as needed.
