Police have increased deployment in Kiruhura, Mbarara, Bushenyi, Kabale and Rukungiri after the outlawed For God and my Country (4GC) pressure group launched its new phase of activities in the above mentioned districts.

The 4GC formerly A4C (activists for change) have camped in westernUganda with the purpose of holding rallies in western Uganda for a full week. The police leadership has confirmed the deployment and its readiness to disperse the organisers of these illegal rallies.

According to the 4GC coordinator, Mathias Mpuuga (Masaka Municipality MP), the rallies will move to other districts of western Uganda.

Mpuuga says that 4GC is not only bent on Kampala but it wants to reach out to people of western Uganda and tell them how their NRM government has failed in its duties to serve all Ugandans equally. From western Uganda, Mpuuga says that the members of 4GC will move its rallies to the eastern regions of Teso, where a number of rallies will be held before moving to the north.

However, the inspector general of police, Lt. Kale Kayihura says that the 4GC rallies will not be allowed since the group was outlawed in April by the Attorney General and the appeal case that the leaders of 4GC filed in court is yet to be heard and decided upon.

The A4C and consequently 4GC was banned by the Attorney General a couple of months back and as such no activities are allowed to be carried out by the group.

The 4GC has not made official communication to police that it is set to conduct 4GC rallies in western Uganda, Eastern Uganda and Northern Ugandarespectively.

The members of the External Security Organisation (ESO) have reported to the statehouse in Kampala that the FDC members in the diaspora and party donors sent money to FDC leadership in Kampala for staging anti government rallies.

But the Police have warned people in FDC who are plotting to hold demonstrations to drop the programme because it is unconstitutional and the police have not been informed.

The Metropolitan Police spokesman Iddi Ibin Ssenkumbi says that the FDC members led by the FDC women’s league Chairperson Ingrid Tulinawe is planning to demonstrate at the City Square one of these days yet they haven’t informed the Police. Ssenkumbi says that demonstrations were banned from City Square and above it all the government already banned the activities of the Activists for Change (A4C).

Senkumbi therefore warns the members of the public against attending A4C rallies because all those found there will be arrested as criminals.

Members of Activists for Change (A4C) are nonviolent. So we condemn all violence and perpetrators of violence in the country.

Those policemen and army men in police uniform who attack unarmed civilians during A4C rallies and provoke violence are strongly condemned by the A4C leaders.

Anne Mugisha, one of the A4C leaders says that the Police should act responsibly and exercise restraint when controlling crowds of people tired of Museveni’s rule.

She says for police to beat up unarmed civilians with batons and sticks and violent arrests of popular opposition leaders do not promote peace in Uganda.

Violence begets violence and A4C condemns it in the strongest terms. Anne Mugisha says Police should act fast to arrest its violent officials instead of arresting nonviolent peace loving activists.

The President of Forum for Democratic Change (FDC) Col Kiiza Besigye has said that Ugandans need to rise up against President Museveni.

Speaking in an interview with our informer Besigye said “Ugandans need to come to a consensus and get ride of a thieving NRM government.” He says for him he has a belief that Ugandans can use Activists for Change (A4C) rallies to over throw President Museveni and his government.

Besigye repeats that NRM regime will not last up to 2016. President Museveni’s fourth term as president of Uganda expires in 2016.

Besigye says that he is currently lying strategies for the over throw of President Museveni. He says the time is near when he will call upon all Ugandans to demonstrate at police stations, military barracks and at the homes of government officials and see whether the government will kill all people.

Besigye again asked the members of the public to resist fear saying that for him he has been arrested for over 20 times and taken to court but have never regretted having joined the liberation struggle.

Activists for change (A4C) rallies in Mbarara and Ntungamo district have left hundreds of people there excited and anticipating that president Museveni’s regime would end before 2016.

The A4C rallies were addressed by MP Mathias Mpuuga, Semujju Ibrahim, and political activists Ingrid Turinawe, Kazoora John, Jack Sabiiti and MP Roland Kaginda among others.

But the people at the rally were equally disappointed because Col. Kiiza Besigye was not at the A4C rallies in both Ntungamo and Mbarara. Besigye is currently in theUSAwhere he went to mobilize more funds to run A4C and FDC activities.

We have also learnt that Besigye has already met with key people in Barack Obama’s government, a move which has given the government officials inUgandasleepless nights.

The members of opposition are complaining that the ruling party, the National Resistance Movement (NRM) has created a ‘stone throwing group’ with a purpose of discrediting the rallies of action for change (A4C).

The coordinator of A4C Mathias Mpuuga says that the group is planted in opposition to throw stones at the police such that the force gets a chance to ban the A4C rallies.

The police last week warned to ban A4C rallies on grounds that the leaders of A4C have failed to control their members from being violent.

The Inspector General of Police Kale Kayihura last week warned A4C to stop holding rallies without police permission. However Mathias Mpuuga says the government created the stone throwing group to discredit opposition.

Mpuuga says that the government and the Police own these stone-throwing men who disguise as opposition activists and throw stones at police and innocent citizens.

The Inspector General of Police Gen. Kale Kayihura has issued a statement in denial of receiveing a communicaton from Activists for Change in relation to the planned rally in Makindye tomorrow.

The denial follows A4C’s pronouncement this week at their Katonga road headquarters in Kampala that they had launched a fresh move to walk to work again as a means of holding the Government accountable by holding rallies nationwide beginning with the one in Makindye west constituency.

The Police spokesperson Asuman Mugyenyi says the IGP wants the force to be informed as the normal procedure ahead of time if any proposed demonstration is to take place so that there is sufficient security to the organizers.

He also says the Police are ready to work in cooperation with anyone who wants to exercise their constitutional rights without any hindrance.
