Parliament has conducted an oath ceremony for the newly-elected Jinja East Member of Parliament Paul Mwiru.

Mwiru, the Forum for Democratic Change candidate, defeated NRM’s Nathan Igime Nabeta in last week’s by-election in Jinja. Mwiru bagged 6,758 votes against Nabeta’s 6,057. The second runner up in the race was DP’s Alex Waiswa Mufumbiro.

Mwiru, a third time contestant in the race, stood on the floor of parliament with only five people as he sworn in.

Outside parliament, hundreds of supporters of FDC chanted anti government and pro FDC songs. The speaker of parliament Rebecca Kadaga welcomed Mwiru to the 9th parliament and wished him a nice stay in August house.

Former Clerk to parliament Aeneas Tandekwire has been replaced by the parliamentary deputy clerk in charge of administration and services Mr. Chris Kijja and his second deputy Paul Wabwire.

The two will run the parliamentary affairs in an acting capacity as the house awaits the official appointment of a substantive clerk to parliament by president Museveni.

Kijja and Wabwire are now the new accounting officers of Ugandaparliament. Article 87 of theUganda constitution provides that it is the president who appoints the Clerk to parliament in consultation with the public service commission. Tandekwire retired public service last week. Tandekwire has been the clerk to parliament since 1986.

The speaker of parliament, Ms Rebecca Kadaga has confrmed that Chris Kijja and Paul Wabwire are the new parliament accounting officers working in an acting capacity. Sources from the president‘s office tell us that the president is likely to delay the appointment so Wabwire is likely to enjoy the post for some time.

The Parliament of Uganda will host the 126th Inter Parliamentary Union meeting from March 31 to April 4th, 2012 in Kampala.

Uganda Speaker of Parliament Rebecca Kadaga tells us that Uganda Parliament is ready to receive the over 1500 delegates from 160 countries during the inter parliament union.

Ms Kadaga says that even all Ugandans are happy and are ready to receive the delegates from the 160 countries.
The inter– parliamentary union chose Uganda last October to host this international conference. Uganda beat off stiff competition from many European countries which also wanted to host the inter parliament union.

This is the first time for an East African country to host inter parliament union. The inter parliament union was established in 1889 and it is a focal point for world-wide parliamentary dialogue.

We have been told that president Museveni has suspended his special assistant for political affairs, Jacob Asiimwe over his failure to campaign for NRM candidate in the recently concluded Luweero district woman MP race, Rebecca Nalwanga.

The race was won by DP’s Brenda Nabukenya. It is said that Jacob Asiimwe got 900 million shillings from statehouse to be used in parliamentary by election campaigns. But instead he turned the money to fund the parliamentary campaigns of his wife, Ms Asiimwe, who was the third runner up in the polls.

A source says that Museveni is furious because if Jacob had persuaded his wife to quit the polls, may be Nalwanga wouldn’t have lost the polls to DP’s Nabukenya.

Jacob Asiimwe has been suspended indefinitely until the president will decide to forgive him.  During his suspension, he will not be accepted to earn salary from statehouse.

The electoral commission recently reinstated the Democratic Party’s Brenda Nabukenya as the genuine woman MP for Luweero district. Nabukenya had been declared the winner of the polls after the commission cancelled its earlier call for vote recount.

The National Resistance Movement candidate who was the first runner up, Rebecca Nalwanga in her application, had earlier contested the results declared by the district returning officer, Mr Peter Kasozi.

The district returning officer, Mr. Kasozi says that the vote recount was canceled because some of the ballot boxes were tampered with.

 

Kasozi says that Section 54 of the Parliamentary Elections Act of 2005 provides for a mandatory vote recount if the number of votes cast of the winning candidate and any other is not above 50.
