  A formerUSmarine soldier, Nix Bongomin who was arrested by Uganda Peoples Defence Forces yesterday in northernUgandaover recruiting rebels into the ‘Peoples Patriotic Front’ has denied the charges. He has told UPDF detectives in Pader today that theUgandasoldiers picked him on Monday under pretext that he was a rebel. Bongomin says that he is a law abiding citizen who can not engage in rebel activities.

 But the UPDF 5th division Army spokesman, Ceaser Olweny confirms that Bongomin has been recruiting people to join rebel activities and the evidence to prove this is already in the army hands. The army spokesman says that Bongomin was arrested from a village called Lacili in LakulSubCountyin Pader district with a pistol and 30 rounds of ammunition after he sneaked into Ugandafrom the Democratic Republic of Congo. Other intelligence reports indicate that Bongomin sneaked into Ugandafrom NairobiKenyaon January 3rd this year.

 Bongomin has been on the wanted list Uganda Peoples’ Defence Forces 2007. Bongomin served in American marine and retired in 2003. He later joined LRA fighters between 2006 and 2007 and broke away after the LRA leader Joseph Kony plotted to kill him.

The army and police are probing reports that FDC and other opposition parties are secretly recruiting people into rebel activities. This follows intelligence reports last week that led to arrest of two opposition cadres in Nansana who had been reportedly recruited into rebel activities.

Sources in CMI have told us that they have recruited some leaders of these opposition parties to be the ones giving security reports about formation of rebel groups. A source says that most of the youth being recruited into rebel activities are in FDC, JEEMA, and SDP among others.

We have also been told that the opposition elements are being financed by western powers to get the youth engages in rebellions. A source says that the security has got all the names of people who have been recruited and so they will soon be arrested. We have not identified the names of the people being followed due to security reasons.

Former Lord’s Resistance Army rebel commander, Thomas Kwoyelo has been remanded to Luzira prison, a day after the High court issued a directive for his release.

Yesterday, a panel of three Constitutional Court justices led by Constance Byamugisha dismissed an application filed by government seeking to block Kwoyelo’s official release Friday.

The government had filed a constitutional application seeking to stay the court’s earlier decision that it had ordered the International Crimes Division of the high court to sit and officially release Kwoyelo. Government cited grounds that Kwoyelo is entitled to amnesty just like other ex-rebels who had renounced rebel activities.

Kwoyelo was expected to be released today but the panel of Judges at the International Crimes Division of the High Court in Gulu, led by Justice Owiny Dolo has argued that Kwoyelo must acquire a certificate from the Amnesty Commission like the other former rebels before he can be released.

One of the lawyers representing Kwoyelo, Samuel Muyizi says Kwoyelo who was transported to Gulu yesterday, will be brought back to Luzira prison later today.

He adds that their next move is to pursue the issuance of the certificate and wait for the court’s decision.

Kwoyelo was battling over 53 charges of murder, willful killing and kidnap with intent to kill, aggravated robbery, and destruction of property during the two decade war in Northern Uganda led by Joseph Kony.
