The Amnesty commission plead to parliament to amend the law that established this commission so as there is no uncertainty of its existence. This was disclosed by the chairperson of the Amnesty commission Peter Onega while the commission members were meeting the deputy speaker of parliament Jacob Oulanyah  at parliament over the issues affecting the Amnesty commission.

Justice Onega says that the commission faces a challenge about the life span of the amnesty process since its existence depends on extension by parliament. He says that since the current two year term of office extension of the Amnesty Act will end on 24th  May 2017, he fears that the amendment process is slow and likely to take a long time yet the commission’s existence will end in May 2017.

However, Justice Onega has revealed that new rebel groups have risen citing one in Kapchorwa known as Uganda saving force. He said that the commission plans to reintegrate 6000 former rebels who surrendered to the commission and victims at a cost 4.5 billion shilling and despite this Amnesty commission cry of under funding.

The Amnesty commission has since demobilized 27000 former rebels, 13100 from Lord’s Resistance Army and 2553 from ADF. 21213 rebels resettled and 8182 have been reintegrated through skill training and project undertaking.

The deputy speaker of parliament Jacob Oulanyah observed the need for government to give enough funds to the Amnesty to avoid causing temptation among the returning rebels going back to rebel activities  due lack of funds for their resettling package.

We are told that hundreds of refugees are flocking into Uganda from the Democratic Republic of Congo (DRC) following heavy fighting there since last Friday. Sources in DRC also tell us that some DRC soldiers threw their guns to the rebels and ran away for their dear lives.

One of the groups giving Joseph Kabila’s soldiers sleepless nights is called the Mai Mai rebels. The Mai Mai fighters attacked the Congolese towns of Lubiriha and Kasindi last Thursday night and the fighting has gone on till now.

Reports from DRC indicate that the Mai Mai rebels who attacked the border towns of Lubiriha and Kasindi have a bigger supporter in eastern DR Congo.

As the rebels entrench themselves into most strategic areas of the Democratic Republic of Congo, seized towns there notably Nyamirima Town in Rutshuru area, the same rebels have also reportedly entered Uganda.

These rebels which also locally known as ‘Interahamwe’ reportedly entered Uganda through   the Uganda border of Ishasha in Kanungu District on Wednesday according to sources in Uganda’s security network. We are told that these Interahamwes have no intention of fighting with the Uganda government but to use it as its fall back position in case the Congolese troops repulses them.

The soldiers of the Democratic Republic of Congo government have since Thursday last week fled most parts of the eastern region of Congo, leaving a security vacuum for the Interahamwes.

The Interahamwes is an anti-Rwanda government force which has an estimated 6,000 fighters whose base is in North Kivu, in the Democratic Republic of Congo.

Rwanda government is also accused by the international community and DR Congo of backing the Interahamwe rebels, which Kigali denies. The invasion of the Interahamwe rebels on the Democratic Republic of Congo has led to suffering of thousands of Congolese. Some of the suffering Congolese have crossed into Uganda while others remain trapped in the war zone without humanitarian assistance. The Democratic Republic of Congo’s efforts to talk peace with the Interahamwes are still under way. The Interahamwes reportedly entered Uganda, through Ishasha in Kanungu District, camouflaging as refugees.

The leaders in Northern Sudan have insisted that Uganda is training the Justice and equality rebels in a bid to overthrow the government in Khartoum.

The Khartoum government also alleges that Uganda was behind the formation of the Sudanese Peoples’ Liberation Movement-North (SPLM-N). This SPLM-N is reportedly working closely with the Justice and Equality Movement rebels to kick out president Omar Bashir’s government in Khartoum.

A source in Khartoum government told our reporters that there is no way Northern Sudan can not believe that Uganda is not behind the rebels fighting Bashir’s government when Museveni has been behind the rebellions which have been taking place in some African countries in the recent past.

The source alleges that the rebels that invaded Rwanda, Democratic Republic of Congo, Burundi, Somalia among other countries all had routes in Kampala government.

However Uganda army spokesman, Felix Kulayigye dismisses the allegations by Northern Sudan and calls the allegations as a deliberate ploy by Khartoum to deflect attention from the daunting challenges Northern Sudan is facing.

 President Museveni and his government are to build a new prison meant to decongest Luzira Prison in Mityana district. The sources in government tell us that the new prison will cost President Museveni and his government over 8 million shillings.

Uganda Prison’s boss, Johnson Byabashaija says that the new prison will address the issue of over congestion at Luzira prison and asked the citizens to support the programme.

According to the sources in the ministry of Justice, the new prison will accommodate hardcore criminals, rebels, and capital offenders. He says that the government is also planning to build other prisons in Kasanje and Kigo.

We have been told that the government is planning to work with donors and the private sector in constructing these prisons.

The new leadership in Libya has announced that stamps on official and consular documents bearing the symbols of the regime of late Col. Muammar Gadaffi ‘the great’ as null and void.

The statement the new leaders of Libya sent to all African presidents reads, “the Libyan government announces the cancellation of all official and consular stamps bearing the names of the, “Great socialist Peoples Libyan Arab Jamahiriya” and “the Libyan Arab Peoples’ bureau.”

However it has been also cleared that the new changes will not affect the Libyan documents in the hands of world governments. Any document signed prior to the new leadership in Libya remains valid because the defunct government of Gadaffi was then recognized worldwide. The people travelling to Libya must have documents bearing the new stamps. Gadaffi’s leadership collapsed in August when the former rebels of the Libyan Transitional National Council over throw the old regime.

Foreign troops are reportedly fighting each other over control of Somali cities and major towns. The garrisons under the command of the African Union are fighting to replace Ethiopian forces fighting the Al Shabaab rebels in the two Somali cities of Baidoa and Beledweyne.

We have been told that African Union wants its soldiers to be the only ones with full control of all the Somali cities. Although Ethiopian army is part of African troops, its not part of the African Union armies in Somalia.

The foreign troops in Somalia on a peace keeping mission under the command of African Union are from Djiboutian, Burundi, Kenya and Uganda.

A source in African Union says that Ethiopian troops are not needed anymore in Baidoa and Beledweyne. The Ethiopian troops are also in Somalia to support the Somali transitional government in its fight against the al-Qaeda-linked Islamist militants, called the Al Shabaab.

The commanders of the Ethiopian troops say that they will leave Somalia only when stability is established. But the Ethiopian army accepts to allow the African Union troops to take control of Baidoa and Beledweyne.

The Omara Bashir government in Northern Sudan is in trouble after intelligence reports indicated that the major rebel groups there are planning to carry out massive attacks onKhartoum.

The main rebel forces in Northern include the Sudanese Armed Forces (SAF), the Sudan People’s Liberation Movement North (SPLM-N), the Sudanese Armed Forces (SAF)  and the Sudan Revolutionary Front (SRF).

Latest intelligence reports in East African country of Uganda indicate that the blood thirsty Al Shabaab rebels of Somalia are planning to bomb Old and New taxi parks in Uganda’s capital city Kampala.

The Uganda Government is already prepared for Al Shabaab. Uganda’s security agencies are all on high security alert. A source in the Military told us that Uganda’s army, the UPDF has already passed out 180 crime preventers to beef up the security in taxi and bus terminals.

Kampala Metropolitan Police commander, Andrew Kaweesi says that the police working with other security agencies have beefed up security at bus terminals and taxi parks.

The managers of taxi and bus parks have been instructed by the police to conduct compulsory security checks on travelers before them board buses and taxis. Suspected Al Shabaab fighters last attacked Uganda on July 11th 2010.
