Cholesterol is a fatty substance that is a natural part of every cell in your body. Your body needs it for proper healing, brain function and nerve transmission.
Your liver produces cholesterol, but it is also a byproduct of the food that you eat.
Stress, injuries and other aspects that negatively affect the body produces excess cholesterol as a healing response.
Many chronic or long-term health conditions will spike cholesterol levels and put you at risk of heart disease and stroke.
There are two types of cholesterol i.e Low-density lipoproteins [LDL (bad fats) and high-density lipoprotein [HDL] (good fats).

 

To reduce on cholesterol one needs to reduce on meat and milk intake plus junk foods and drinks. The sources of cholesterol may include ground nuts and avocado.

The ministry of health has developed a response plan of 1.85 billion shillings to be used for handling the deadly Marburg outbreak in Kabale district.

The disease has so far killed  5 people and five others are still admitted in different health facilities.

The ministry’s public relations officer Rukia Nakamatte says the supplementary budget is expected to be forwarded to ministry of finance. She says if approved, the money   will be used to purchase drugs and protective gears.

Meanwhile, over 123 people are closely being monitored in the three districts of Kabale,Ibanda and Rukungiri.

Nakamatte adds in Kampala they are still closely monitoring 26 people suspected to have had direct contacts with suspected Marburg patients.

The ministry continues to urge  the public to avoid public gatherings and direct contact with body fluids of people suffering from the disease.

Many more people will survive and recover from emergencies such as earthquakes, floods and famines if international aid agencies boost local organisations’ ability to respond, a Christian Aid report says today.

‘One of the best ways to reduce the suffering and devastation caused by disasters in poor countries is to strengthen local people’s ability to prevent them in the first place – and respond quickly if the worst does happen,’ said Katherine Nightingale, the author of the new study and Humanitarian Policy Adviser at Christian Aid.

‘But that requires the international community to pay more than lip-service to the huge importance of national and local organisations in vulnerable countries which are the first on the scene to help people in the wake of catastrophes.

‘It means shifting money and power away from international aid agencies and the UN  towards local agencies and partnerships with national institutions, which are best placed to prevent and respond to disasters.

‘This absolutely isn’t a call for the international organisations to abandon their efforts but it is encouraging them to get better at working in genuine partnership with poor countries’ local and national organisations and governments, with all the shifts of power and resources that implies.’

The new report – Building the Future of Humanitarian Aid – notes that while the need for international humanitarian organisations to work more closely with national and local organisations is widely acknowledged, in practice there remains a long way to go.

‘The reality is that despite the policy commitments and growing evidence-base of the importance of local capacity and the need to work in genuine partnerships, there are some repeated and disheartening lessons that emerge from many humanitarian responses,’ it warns.

‘These indicate that local capacities are frequently undermined or excluded, often systematically…Southern partnerships are sometimes in name only and partners are treated as a pipeline for delivery, with little sense of sustainability of work.’

For instance after the Haitian earthquake of 2010, UN co-ordination work was criticised for excluding national and local organisations in favour of international NGOs, through the language that was used, the locations of meetings and other decisions.

However, there are also positive examples. In Ethiopia, training has enabled local organisations to have more access and influence in international emergency coordination meetings. And in Haiti, despite the exclusion difficulties, local and national organisations were able to deliver rapid emergency relief following the earthquake, with support and accompaniment from international NGOs, including Christian Aid.

Building the Future of Humanitarian Aid calls on UN Secretary-General Ban Ki-moon to set up a high level panel to review disaster prevention and response lessons from major emergencies such as the Haitian earthquake, Pakistan floods and Asian Tsunami. The review should lead to the inclusion of disaster prevention work in the framework which follows the Millennium Development Goals (MDGs) after 2015.

The report also argues for radical, urgent reforms to the funding of emergency prevention and response work. ‘Donors, UN co-ordination mechanisms and national government must fund, coordinate and deliver emergency responses as if local capacity mattered,’ it states.

One proposal is that the United Nations should move towards only funding emergency aid work if that work involves a local government or civil society organisation in a lead role. Another suggestion is that international alliances of aid organisations should try to prevent their members doing emergency response work in countries where they have no previous experience, and instead coordinate to channel funds through alliance members with history and experience in those countries.

News Release

1.       The Commonwealth Ministerial Action Group (CMAG) met in extraordinary session in London today to consider its response to the situation in Maldives.

 2.       The meeting was chaired by Hon Dr Surujrattan Rambachan, Minister for Foreign Affairs and Communications of Trinidad and Tobago. Other members of the Group who participated in the meeting were Hon Dr Dipu Moni, Minister for Foreign Affairs of Bangladesh; Hon John Baird, Minister for Foreign Affairs of Canada; Senator Hon Arnold J Nicholson, Minister for Foreign Affairs of Jamaica (by teleconference); Hon Joseph B Dauda, Minister for Foreign Affairs and International Co-operation of Sierra Leone, Hon Bernard K Membe, Minister of Foreign Affairs and International Co-operation of Tanzania, Mr Dennis Richardson, Secretary, Department of Foreign Affairs and Trade, Australia, and H E Roy Mickey Joy, High Commissioner of Vanuatu to the UK.

3.       CMAG received a report from the three-member ministerial mission that visited Maldives from 17-19 February 2012, to ascertain the facts surrounding the transfer of power and to promote adherence to Commonwealth values and principles. The mission was led by Foreign Minister Rambachan and also comprised Foreign Minister Moni and Mr Richardson. It met with a wide range of interlocutors during the visit.

 4.       In keeping with the Commonwealth’s well-established principles of inclusiveness and equity, the Group heard a statement from Dr Hassan Saeed, Adviser to the new President of Maldives, as well as from Dr Farahanaz Faizal, who represented the former President.

5.       CMAG thanked the members of the ministerial mission for their valuable work, which had greatly enhanced the Group’s understanding of the circumstances surrounding the transfer of power.

6       Having considered the report of the mission and reviewed all the information made available to it, CMAG agreed that it was not possible, in the allotted time, to determine

conclusively the constitutionality of the resignation of President Nasheed on 7 February 2012 The Group therefore agreed that an independent and impartial investigation of the events of 6-7 February should be completed in a transparent manner within a reasonable timeframe. It noted, in this context, the announcement by President Waheed, on 21 February, of a three-member commission of inquiry for this purpose. It strongly felt that there should be international participation in any investigative mechanism, as may be mutually agreed by political parties in Maldives.

7.       CMAG recognised the need for healing in Maldives. It called on all concerned to show restraint and mutual respect in their statements and actions, and to take immediate steps in the national interest to seek an inclusive agreement on the way forward. To this end, the Group urged President Waheed and former President Nasheed to commence an immediate dialogue, without preconditions, to agree on a date for early elections, which should take place within this calendar year.

8.       The Group was furthermore of the view that such a dialogue should facilitate the opening of the Majlis session as scheduled on 1 March 2012. This dialogue should lead to collaboration on the passage of the necessary constitutional amendment for the holding of early elections, as well as such legislation that needs to be passed to ensure peaceful, inclusive and credible elections.

9.       It also requested the Secretary-General to continue to deploy his good offices in Maldives. It also welcomed his intent to appoint a Special Envoy.

10.     CMAG noted the assurance by the new government that former President Nasheed would continue to receive the protection and privileges provided for under the Constitution. In this context, the Group expressed strong concern at the continuing impact of the warrant of arrest against him, and urged that this issue be addressed in order that his ability to participate fully in the electoral process is not prejudiced.

11.     The Group further agreed that, in line with the agreed parliamentary agenda and matters emerging from the dialogue, the Commonwealth should enhance its technical assistance to Maldives to help build capacity in such areas as the Judiciary and the Parliament, and that of the Elections Commission, as well as to promote adherence to democratic values and principles. In particular, it urged the Commonwealth to support the Elections Commission as well as to engage with all stakeholders towards ensuring the credibility and peaceful conduct of the next elections. It recommended the expeditious development of a code of conduct for political parties in the lead-up to the elections.

12.     Given the questions that remain about the precise circumstances of the change of government, as well as the fragility of the situation in Maldives, CMAG decided that Maldives should be placed on its formal agenda.

13.     The Group further agreed that, in situations where a member of CMAG was under scrutiny by the Group itself, its CMAG membership should be placed in abeyance as long as it remained on the formal agenda of CMAG. It decided, accordingly, that Maldives should not participate in CMAG during this time.

14.     CMAG decided to convene again via teleconference in March 2012 to review progress in Maldives, and to consider at its next scheduled meeting in April 2012 any further measures that may be warranted.

The Chairman of Kampala City Traders’ Association Everest Kayondo says they are not satisfied with the out come of their recent strike.

Kayondo says that despite having resumed business, the traders still need to put more pressure on the government to put a ceiling on the interest rates commercial banks charge on loans.

The traders went on a three day sit down strike last week demanding that the commercial banks withdraw the increased interest rates on new and old loans. Kayondo says that even though they have opened their shops the government still needs to come out and protect the interests of traders. He was addressing journalists inKampalatoday.

Kayondo says the traders are still waiting for the government’s response on the issue of high interest rates. He says that the moment the government fails to solve the problem the traders will definitely sue the commercial banks.

Human Rights Network for Journalists-Uganda (HRNJUganda) is dismayed with the unfair treatment from Uganda Police against families and friends of late Charles Ingabire who wanted to express grief and solidarity against the brutal killing of Charles and other Rwandese who have succumbed to this kind of gruesome treatment.

Charles IngabireRIP, the editor of the Kinyarwanda Online media Inyenyeri magazine was gunned down by unidentified assailants on the 30th of November 2010 in the gardens of Makies 2 Bar along Sir Apollo Kaggwa, a Kampala suburb.

However, fear has mounted onto both Rwandan community and journalists in Uganda over the increased operatives spying on their work. Ingabire is suspected to have been killed because of his journalistic work.

The 1951 Refugee Convention and its 1967 additional Protocols are the cornerstones of modern refugee protection wherein government guarantees the basic Human Rights and physical security of the refugees.

 

Therefore, the government of Uganda bears the prime responsibility  for protecting refugees within its territory and this includes promoting and providing legal and physical protection, and minimizing the threat of violence including deaths which many Rwandan refugees are prone to.

The committee set up by the community of Rwandan Refugees and Asylum seekers in Uganda had sought protection while holding a peaceful demonstration on 8th of December between 10:00 am to 12:00pm en-route from Kisementi roundabout, through Kanjokya Street to Prince Charles drive where they would petition the UN Office of the High Commissioner for Refugees to look into their grievances.

A letter dated 6th/Dec/2011  was written to the Inspector General of Police, Major General Kale Kaihura seeking for protection while peacefully demonstrating against the alarmingly rampant activities of intelligences that spy on their work in Uganda and the killings of Rwandan Refugees and Asylum Seekers.

The assassination of CHARLES INGABIRA epitomizes several other killings and security threats to the Rwandese community. The demonstration further sought to call on the International Community, especially UNHCR, the United Nations body in charge of protection of refugees and human rights defenders and the Government of the Republic of Uganda, the host country to take effective measures in ensuring the safety and protection of Rwandese refugees, journalists and other human rights defenders.  The demonstrators also wanted UNHCR to desist from riding roughshod to serious concerns of security threats and death of Rwandan refugees.

Also, the demo ultimately calls for vigilance, independence and thorough investigations by police and all other relevant security agencies into mishaps against Rwandese. These investigations should ensure that the cases are handled to their logical conclusions with the perpetrators being brought to book.

HRNJUganda was reliably informed that Ugandan police force dilly-dallied with the leaders who had gone to police headquarters on 7th/Dec/2011 to secure protection.

One of the leaders told HRNJUganda that they reportedly went to police four times and appeared before different offices as they were being asked to go back after every three hours.

“Whenever we would go to police headquarters, officers there were telling us that nothing has matured and that’s how the day went without getting protection” said one leader whose name is withheld for security purposes.

Sources told HRNJUganda that by 18:00 local time on 7th/Dec/2011, there was still no response until the Inspector General of Police intervened, made a private call to the Rwandese leaders and managed to coerce them to postpone their intentions for a few days as they partake investigations into the matter in a meeting that lasted up to 21:00 o’clock. The IGP asked them to be patient and promised to grant permission at a future date.

“We were not surprised to hear that police blocked the demo. From our experiences with the Uganda Police Force, this is a normal routine! It was a hectic wild goose chase that yielded no result. Former energy minister Hillary Onek was thrown out of the adhoc committee investigating the oil sector after he failed to provide a presentation on his case of alleged bribery.

Onek is accused, together with Prime Minister Amama Mbabazi and foreign affairs minister Sam Kuteesa of taking bribes from oil companies.

The committee, chaired by Michael Werikhe said they could not proceed without documented presentations from Onek, who is the current minister of Internal Affairs.

Onek said he did not possess a written submission of his response to the legislators concerns and had failed to get some information from the ministry of energy.

He asked for more time up to Tuesday next week to ensure the needed information and documents are given to be able to present his case.

The issue of resignation also came up after Makindye West MP; Hussein Kyanjo questioned his refusal to step aside while the committee investigates the bribery claims as well as the Rules and Privileges which is handling the issue of contempt of Parliament on the part of the ministers.

Kyanjo expressed fear that the committee could be wasting time if it did not first get guidance from the Speaker on how to proceed.
