South Sudan’s President Salva Kiir and his former deputy as well as the country’s main rebel group leader Riek Machar have signed a ceasefire and power-sharing agreement puting an end to a prolonged civil war.

“I call on everyone as a leader of South Sudan that this agreement which we have signed today should be the end of the war and the conflict in our country,” President Salva Kiir said on Sunday.(news.com)

After the signing of the deal, the two parties; president and senior rebel stated, “Today we celebrate, not just in South Sudan, but throughout the world.”

South Sudan fought extensively and managed to secede from Sudan in 2011. However, the anticipated peace and harmony was only shortlived when, after two years, the country was once again gripped with clashes between Kiir’s government and a rebel movement led by Machar.

The rebellion led to deaths of thousands of people while others were left displaced as many run for their lives as refugees in the neighboring countries.

“There is no option but peace … we have to focus after this stage on implementing the agreement that if we don’t implement, we will all be failures.” Machar said.

Al-Dirdiri Mohamed ,the foreign minister of neighbouring Sudan, that witnessed the signing said that the agreement expresses the commitment of all parties to a ceasefire.

Although several previous agreements that were signed between the two parties were futile, Kiir blames it on foreign influence which made reconciliation hard.

“We must accept that the internal war has no meaning and has imposed suffering on us and our families and has killed hundreds of our young men and women, destroyed our economy, and left us divided,” he added.

The Speaker of Parliament Rebecca Kadaga, has called for more collaboration between Members of Parliament from Netherlands and Uganda so as to strengthen relations between the two countries.
“We can consider arranging for a memorandum of understanding and identify areas where we can collaborate as Parliaments,” Kadaga said.

She made the call while meeting Members of Parliament from Netherlands on the Committee on Foreign Trade and Cooperation, who paid a courtesy call on her Thursday, 12 July 2018.
The visiting MPs discussed with the Speaker issues relating to legislative support to foreign investors, economic relations with Dutch companies in Uganda, and Uganda’s position in the African Union.
Kadaga noted that Uganda was one of the most prominent Pan African countries that have supported many liberation struggles of African nations including South Africa and Liberia among others.
“One of our proudest achievements as a small country is the pacification of Somalia. We have also done some work in the Central African Republic and our President has worked on the conflict between President Salva Kiir and Riek Machar,” Kadaga said.

She also said that amendments to improve the country’s investment climate were in the offing, including incentives for investors such as free trade zones and industrial parks under the investment code.
Kadaga noted that Uganda was the second largest refugee hosting country in the world with an open door policy and called for support to handle the situation.
“We need support for infrastructure rehabilitation in host communities because trucks that take relief food to villages damage the roads because such roads are meant for small cars,” Kadaga added.
Asked about her take on the immigration policy of Europe, the Speaker said that it was in the interest of European legislators and leaders to improve orderly access to Europe, and that “…it is important for you to invest in Africa so that we can stay here.”

 

Hon. Raymond de Roon (Party for Freedom) said they would visit refugee camps including the Kiryandongo refugee settlement project to assess the situation and take a report back to Parliament in the Netherlands.
The meeting was also attended by the Dutch Ambassador to Uganda; the Leader of the Opposition Winfred Kiiza, Parliamentary Commissioners and the Clerk to Parliament.

Presidents Yoweri Museveni of Uganda, Omar el Bashir of Sudan and Salva Kiir of South Sudan  held talks at State House, Entebbe regarding the peace process in South Sudan. The leader of Sudanese People’s Liberation Movement in Opposition, Mr. Riek Machar, also attended the talks.

In comments after the talks ended this evening, the Minister of Foreign Affairs, Mr. Sam Kuteesa, revealed that the meeting had recorded progress and that proposals have been made on the way forward.

Mr. Kuteesa added that more meetings will take place soon

Obongi County Member of Parliament Hassan Kaps Fungaroo has said that the peace agreement which South Sudan President Salva Kiir signed with the rebels this week will not yield any results unless the factors that failed the implementation of the previous agreement get solved.

Fungaroo said that the key players in the peace deal should be left to build trust in each other for the negotiations to take place rather than external forces forcing them to sign the agreement. The agreement aims at ending a war in which tens of thousands of people have been killed.  

On the other hand, Kapelebyong County Member of Parliament Julius Ochen said that the United Nations also needs to appoint a competent panel of experts to help the South Sudan Institutions sieve the interest of foreign countries that are involved.

He said that Uganda has an interest in the cease fire agreement adding that south sudan instability directly affects the economy of Uganda by the virtue of its geographical position as neighbors.

South Sudanese President Salva Kiir and Sudan People’s Liberation Movement-in-Opposition (SPLM-IO) leader Riek Machar recently signed an agreement providing to implement a comprehensive and lasting ceasefire in the country ahead of the formation of an inclusive transitional cabinet.

South Sudan former Vice President, Riek Machar has been warned by IPU-IGAD member states to stop disrupting peace in that Country.

This came after the delegation from South Sudan notifying members at a regional meeting of IGAD Speakers in Kamuli that ever since Machar fled the country peace has been restored and there’s fear once he returns violence may reface.

They further appealed to IGAD to pass a resolution banning Machar from returning in the country which the chair of IPU-IGAD Rebecca Kadaga rejected saying they can’t rule upon other countries independency.

However, the summit has appealed to Machar on return to focus on restoration of peace and reconciliation.

Furthermore the summit while closing today has passes resolutions to implement before the sitting of other summit that will be in Sudan.

On reading the resolutions by IPU-IGAD secretary general, the summit has further resolved that Somalia and Kenya should ensure peace in the next year’s elections, recognize women and youth rights, member states to contribute their fee on time, honor of IPU-IGAD objectives among others.
