President Museveni yesterday released a statement condemning in the strongest terms the shooting and beating of civilians by the Police.

The president questioned as to why police fired tear gas and live bullets during the Monday demonstrations that saw the rioters, section of the public, and journalists brutally beaten and arrested.

“Youth groups of Monday were more of a nuisance and psychological warfare than a menace, unless I get new facts. Why then, shoot at them, why fire tear-gas, why fire bullets?” he wondered advising the Police to use other means.

“Those mobile, tyre burning groups, who are not attacking anybody, should simply be chased on foot, identified from light helicopters (206- Agusto type) or UAUs, arrested and be charged with appropriate offences,” he continued.

In the same statement, Museveni condemned beating up of journalists and advised the police to rather arrest and charge them lawfully in case of disobedience. He informed the security forces that they don’t have the power to beat up people.

“I condemn, again, in the strongest terms the beating of journalists by elements of the security forces. It is true that the journalists working for foreign interests or for our own local parasites tell lies, they do not do balanced reporting,”

“On account of that you can block them because sometimes they interfere with the scene of crime. If they refuse, you arrest them and charge them with disobeying lawful command

“Beating is wrong because the Security forces do not have that power. People should not be beaten even as a punishment. They can be imprisoned, fined, or hanged according to the law,” he advised.

This follows the recent riots and wave of demonstrations that have arisen from the brutal arrest of four MPs and over 30 other civilians on the eve of the ARUA municipality by-election. The MPs include MP Robert Kyagulanyi commonly known as Bobi Wine, Kasiano Wadri who won the by-election, Gerald Karuhanga and Francis Zaake whose where abouts have been unknown until of recent when he was “dumped” at Rubaga hospital where he is currently undergoing treatment.

The 36th Kabaka of Buganda Ronald Muwenda Mutebi II has welcomed back the patriotic people of Buganda who on Monday went to visit the Buganda riots suspects at Luzira prison and those who contributed a lot as a sign of solidarity, restoring hope, re-energizing and above all cementing and strengthening the kingdom’s tie towards the struggle for liberation of the suspects of Buganda riots.

These 25 suspects have been in prison without trial for over two years. Under Ugandan law it is illegal for suspects to stay in prison without trial for over 120 days. ButBugandariots suspects have spent in prison over two years. They were arrested in September 2009.

We are told the Kabaka has met with some of the people who visited the suspects at his palace inKampalaand thanked them so much. The people who visited the Buganda riots suspects at Luzira prison were led by Nkobazambogo chairman, Kigoye Francis Mukasa, leaders of Baganda Ngabo workers Association (BANGAWA), former Lubaga MP aspirant Moses Kasibante, Sekubulwa Edwin Bruno Lukanaso, Youth presentatives in Buganda Lukiiko led by Elijah Kyobe and Buganda kingdom Ministers Florence Bagunywa Nkalubo (Youth minister) and Namudala Kabuuza Mukasa (Minister in charge of royal travels).

Inmates at Luzira prison have petitioned UN to register their claims which involve the long detention in prison without trial. Some of the prisoners who have petitioned UN include those who were arrested during theBugandakingdom riots in 2009.

The inmates in their petition indicated that many prisoners are languishing at Luzira prison and other unknown places after theBugandakingdom riots when President Museveni’s security agents blocked the Katikkiro of Buganda Eng. JB Walusimbi from visiting Kayunga ahead of Kabaka Ronald Muwenda Mutebi’s visit in the area.

The Kabaka was scheduled to visit Kayunga to openBugandakingdom youths day cerebrations. A number of the suspects were reportedly picked from their homes, places of work and places of worship. Painfully to note, the whereabouts of some of the suspects ofBugandariots is not started. The inmates want UN to assist them to urgeUgandagovernment and security agents to release them.

Col. Kiiza Besigye says he has heard of calls from NRM government supporters to the effect that the members of Activists for Change (A4C) should be condemned for the killing of a police man on Wednesday.

Besigye however says that he has not heard any supporter of President Museveni saying that the criminal acts of police should be condemned or investigated.

“In professional investigations, we look at the act and the circumstances under which an incidence occurred. NRM supporters should be asking themselves why citizens are reacting to police in such a manner. Why now? And what has gone wrong?

Besigye further says that NRM supporters did not condemn police for the lives that got lost during walk to work I and walk to work phase II, Kasubi tombs firing incident or the Buganda riots of 2009 in which over 27 people died and scores injured.

Being in power, the ruling government is not taking Col. Kiiza Besigye and his FDC activities and support lightly.

We have been told that the National Resistance Movement (NRM) working hand in hand with intelligence networks have embarked on conventions in Ntungamo and western Uganda in general aiming at sensitizing the people there not to join riots and anti government activities organised by FDC. This comes after a CIM report indicated that some FDC members were secretly mobilizing the people of western Ugandan to rise up and vividly oppose Museveni’s 26 year old rule.

We hear that the conventions organisers have been fully facilitated and the attendance wherever they go is promising. A source in CIM has told this journalist that NRM has already mobilized the people of Rukungiri, Bushenyi, Ntungamo and Kanungu districts among others not to oppose the government.

Another source at the NRM head offices in Kampala tells us that they have mainly targeted LCI chairpersons, NRM mobilizers and opinion leaders to help the ruling party curb the anti government influence being spearheaded by Besigye and his FDC activists in western region.

The people who Activists for change (A4C) activities in Kampala and across the country will soon be named and arrested by the police.

Intelligence reports indicate that many rich people in Kampala are secretly funding the activities of A4C.

The latest CID report our writer has seen indicates that the organisers of A4C are using the money they collect from donors and tycoons in town to recruit hooligans who participate in riots.

According to security sources, the people who will be arrested will be charged in courts of law. Recently the inspector general of police Maj. Gen. Kale Kayihura said that many thugs hide under the umbrella of A4C and snatch peoples property and phones.

Security sources say that they have heard that A4C has recruited many people who they pay 50,000 shillings every month on assignment of spreading information about the intentions of A4C.
