The Ministry of works has started partnering with private companies in repairing roads around the country.

This is to attract more private participation in implementing government projects.

The state minister for works, John Byabagambi says that the strategy will also help ensure that people protect the various infrastructures set up by government.

Byabagambi adds that the ministry is pushing for a public private partnership bill to provide a formal basis for such cooperation.

Health experts have raised concern over the effect of limited funding to the health sector on monitoring of service delivery.

Kumi district director health services Dr John Opolot says monitoring is not effective because of the limited resource envelop.

He says the district has 17 health units but the limited funds challenge has undermined the proper monitoring of the same.

He says unless this is addressed, it will be hard for the officials to effectively monitor services in the health sector.

Members of Parliament are planning embark on the process of amending the constitution to make access to health a human right.

Members of parliament under their umbrella body the Network for African Women Ministers and Parliamentarians-Uganda chapter say that the right to health is not well stipulated in the constitution of Uganda which may be affecting the funding of the sector.

The chairperson of the Network for African Women Ministers and Parliamentarians-Uganda Chapter Slyvia Namabidde says that they are waiting upon the Attorney General to introduce the constitutional amendment bill to entrench the Right to health in the country’s supreme law.

Namabidde is optimistic that if the constitution clearly stipulates the right to Health for access, this would motivate government to consider the health sector one of its priorities.

Kenya’s Energy minister, Kiraitu Murungi on Wednesday last week launched the East Africa Oil and Gas Summit (EAOG) at the Serena Hotel Nairobi. As if this was not enough, the same minister says that the 21st century is extremely exciting times for the oil and gas production throughout East Africa’s countries of Burundi, Rwanda, Tanzania, Kenya and Uganda both in terms of realization and huge potential.

He says the discovery of oil will bring together all the leading players involved in oil production throughout the world, representing governments and private sectors. The minister also says that EAOG will hold a two-day strategic conference in Nairobi in November this year in order to provide a platform for the East African oil exploration.

Oil and gas discoveries are also so many in Mozambique, Democratic Republic of and South Sudan. The Kenyan minister says that the November summit will unite regional and international investors and industry experts. The Summit comes at a perfect time when the world eyes East Africa in terms of oil exploration and possible export.

The US deputy Ambassador to Uganda Madam Virginia Blaser has criticized the government of Uganda for reducing budget allocation to the health sector at the time when HIV/AIDS prevalence is reported to on the increase.
Blaser notes that that government action is contrary to the Abuja declaration requiring government to commit 15% of its budget to build health sector.
She asserts that Uganda needs to be more proactive about the countries health problems and allocate more funds to the sector.
Speaking in Kampala today, Blaser announced that the US government has resolved to invest 400 million US dollars to improve Uganda’s health sector.
She was speaking during celebration to mark the United States 236 independence anniversary at the American Embassy in Nsambya, Kampala.

The scarcity of qualified pharmacists in Uganda is constraining the growth of ventures in the health sector in Uganda and African continent in general.

The Secretary of the Pharmaceutical Society of Uganda (PSU), Opio Samuel says that Uganda produces 60 pharmacists per year; against the 4,000 desired every year.

He says that lack of enough pharmacists puts Uganda in a critical health position. Uganda has a pharmacist to patients’ ration of 1:100,000; against the 1:1,000 recommended by the World Health Organization (WHO).

Opio was speaking at a function in which Abacus Pharma, a regional distributor of pharmaceutical products in Uganda handed over 80 million shillings to PSU to support the organization’s Needy Pharmacy Students scheme.

He says that encouraging investors to join the health sector would avail facilities like modern teaching laboratories, industrial training centres as well as the reagents necessary to facilitate pharmacy courses at tertiary education levels.

By providing people with the knowledge and skills to promote development in their home country, the ADS scheme aims to reduce poverty, promote good governance, and contribute to the human resource base of targeted countries and complement other Australian development projects.

Australian Development Scholarship Benefits:

Scholarships are offered for the minimum period necessary for the individual to complete the academic program specified by the institution, including any preparatory training.

 President Museveni and his government are to build a new prison meant to decongest Luzira Prison in Mityana district. The sources in government tell us that the new prison will cost President Museveni and his government over 8 million shillings.

Uganda Prison’s boss, Johnson Byabashaija says that the new prison will address the issue of over congestion at Luzira prison and asked the citizens to support the programme.

According to the sources in the ministry of Justice, the new prison will accommodate hardcore criminals, rebels, and capital offenders. He says that the government is also planning to build other prisons in Kasanje and Kigo.

We have been told that the government is planning to work with donors and the private sector in constructing these prisons.
