Intelligence network in Uganda has started investigating claims that some Ugandans sell guns and ammunitions to Kenya. Sources in Uganda’s security told our informer that some of the people involved in illegal firearms trade include policemen and members of other security organs. It is said that the armed officers in the army, and police collude with civilians in both Kenya and Uganda in selling ammunitions to wrong hands in Kenya.

The Uganda government last week arrested four people including a police officer who allegedly murdered a Belgian tourist at the slops of Mount Elgon in Kapchorwa district while they were smuggling guns to Kenya. The suspects were identified as Fred Kipsang, a special police constable attached to Kapchorwa police station, his brother Patrick Chebules, Kenneth Chepkurui and Moses Chemutai.

The commissioner for political education in Uganda police, Christopher Kwerit, confirms that some of the police officers are involved in arms trade in Uganda and Kenya.

The government of Uganda is in final stages of drafting a bill that will regulate the possession and use of guns in Uganda.

The Firearms, Ammunition and Related Materials Bill is expected to harmonize and regulate use of guns in Uganda once passed into an act. In Uganda guns are accessed mostly by security organs.

The government is also planning to recall all guns from people who will have to reapply for new guns once the bill is passed into an act of parliament. The number of guns in Uganda is not known.

The Director of legal affairs in the internal affairs ministry Lt .Col Godard Busingye says that the government is ready to check on misuse of guns in Uganda. He has also asked Ugandans to support the bill when it comes on the floor of parliament.

Uganda’s leading and renowned scholar professor Mohmood Mamdani has said Ugandan opposition is too weak and it cannot takeover poor from the ruling government. The scholar says that for any meaningful change of government to take place inUgandathe people need to be willing to go on the streets in large numbers on a daily basis and demonstrate.

The professor however says this cannot happen because most Ugandans are after making money. He says that Ugandans, especially the middle class cannot leave their businesses and demonstrate on daily basis.

Mamdani also says thatUganda’s opposition cannot use protests to take over power because the sitting government doesn’t respect the right of people to protest and it is not resorting to dialogue.

Ugandapolice and other security organs many times use live bullets, tear gas and torture to break down protests. In the process many unarmed protesters have been shot dead and scores of others wounded.
