The days the suspects in John Bosco Ariong’s death stayed in Luzira Upper Prison looked shorter than those I spent with Dr. Col. Kiiza Besigye in Nakasongola Prison because from day one prison official in Nakasongola switched off the electricity and Water.

We would spend the nights on the watch therefore not sleep because we would hear people moving around our ward. We were not allowed to interact with other inmates in Nakasongola prison.

In Luzira prison, there was no space for sleeping because of the over congestion, there were no drugs in Luzra prison ” hospital’’, homosexuality because of sex starvation is rampant and poverty.

While were in Luzira, we would be locked in at 4:00PM which was too much for me.  Poison scare was all over. What surprised me was the number of PGB boys in jail charged with deserting and robbery.

You would rub shoulders with former Arua Municipality MP Akbar Godi, LRA’s Koyelo, Kamdulu, ADF’s Benz, WBS’s TV presenter of the Oldies show, Kaka who was remanded over defilement many high profile criminals. The most popular case at Luzira prison is defilement where one is sentenced for not less than 20 years.  Many people are convicted innocently because they do not have lawyers. You find some one at Luzira Prison with a sentence of up to 310 years. Most of the people at Luzira prison who are serving long sentences are politicians like former MP Godi who were opposing president Museveni’s leadership.

Dryness makes women fail to lubricate during sex intercourse. The women who have this problem many times find sex boring and less pleasant.

Dryness is the main cause of pain during sex and the female private parts may feel itchy. Dr. Samuel Matovu of Ndejje health IV says that dryness is sometimes a symptom of virginal illness, irritation, and wounds inside the woman’s parts. He says that the woman’s private parts may become dry when she is tired, bored, on tension, and when she is over stressed.

Stress among other issues raised makes women private parts thinner and less elastic. Dr. Matovu also says that the use of contraceptives also weaken the cells that are responsible for producing fluids in the woman’s private parts. Genital damage that could be caused by childbirth is another reason that sometimes causes dryness. Dr. Matovu says that other factors that cause dryness could be candida, virginal surgery, diabetes dehydration and gastric ulcers. Watch this space for solutions soon.

Civil society organizations have asked parliament to clean the proposed public order management bill which was tabled before parliament because in its present form is intended to violate people’s rights.

The civil society organizations made the demand a head of parliament public hearing on the public order management by the legal and parliamentary affairs committee this week.

Addressing a joint news conference at hotel Africana in Kampala CSOs which include Action Aid, HURINET and Centre For constitutional Governance said that the bill was brought in bad faith to restrict the content of political discussions and space.

The Executive Director Centre for constitutional Governance Major Okwiri Rabwoni said that the public order management bill should be regulatory but not prohibitive as it is in the current form.

Kampala Capital City Authority has said that the plans to redevelop the main Taxi Parks in Kampala are on halt due to a suit in court filed by deleopers who were given plots to develop in the park.

The revelation follows the pressure by the Uganda Taxi Operators and Drivers Association (UTODA) asking KCCA to repair the parks, which it said are in a miserable state.

The Kampala Capital City Authority Executive Director, Jennifer Musisi says that the former KCC leadership sold a number of plots around the parks and the current leadership doesn’t know exactly the space remaining to operate the taxi park.

She says that KCCA shall start redeveloping the Taxis Parks after the cases in court are disposed of.

Musisi says that it is not good to spend billions of shillings on repairing the parks and all over sudden the ruling coming out that KCCA has developed the parts which do not belong to it.

She however says that KCCA will do some simple repair on the Taxi Parks to save the passengers and taxis of the mud during the rain seasons.

The Police have been named as the most corrupt government institution in Uganda.

This is contained in the Annual Corruption report released today by the Inspectorate of Government in collaboration with the Economic policy research center of Makerere University.

The report indicates that bribery within the force shot up to 79%, up from 53% in a space of a year.

The judiciary followed suit at 59% with its officials accused of corruption.

The other institutions also mentioned are the medical services and education institutions.

The senior researcher in the Economic Policy Research Center Xzania Mugisha who has presented the report says the country is still behind in good governance and accountability.

Mugisha adds that Anti corruption Agencies have a weakness of collecting data without clear evidence

Speaking on the launch the inspector general of Government Repheal Bakku says despite efforts to drastically reduce graft some sectors continue to involve in it.
