The body of the late Hon. Stanley Omwonya, MP Okoro County will lie here. In set the late Omwonya

Parliament called a special sitting to pay tribute to the late Omwonya Oribdhogu Stanley who has been the Member of Parliament for Okoro County in Zombo district. The special sitting is scheduled for today Wednesday at 2:00pm.
The clerk to parliament says that the body of late Omwonya Oribdhogu Stanley will arrive at parliament at 10:00am for public viewing. The 64-year-old legislator collapsed before being rushed to hospital where he was pronounced dead. The deceased had been at Namboole attending the NRM national delegates’ conference before his death and had won the NRM primaries  to run for the newly created Oraa County seat.
He has been serving on the Parliamentary Committees on Foreign Affairs and Local Government Accounts.
Late Omwonya was born on May 23, 1951.

Parliament resumes work in a special sitting today as the opposition members of parliament complain about the recall. Parliament was recalled from recess for a second time to handle important and pending urgent business from 1st – 3rd September 2015.

Among the business on order paper to be handled included the NGO Bill, Creation of districts, Loan requests, the Lotteries, Gaming Bill and the Supplementary Schedules 1, 2 and 3 for FY 2014/2015.

The Member of Parliament for Busiro East Merdad Segona said that it is unfortunate that parliament is summoned to legislate on the NGOs bill after government realizing that some of the individuals supporting the opposition work in NGOs. He said that parliament should always reject influence of the executive and not recall MPS for unnecessary issues, adding that the summon should have been for debating of the disputed sale of Namulonge Research Institute land .

Kyadondo East Member of Parliament Ibrahim Semujju Nganda said that parliament should always stick to work agreed upon by the parliament’s business committee instead of calling parliament at any time as if there is no program is followed.

The Forum for Democratic  change  members  are reportedly not attending these  sitting  because the dates clash with the FDC Delegates’ Conference scheduled and gazetted months ago to elect the party Presidential flag bearer. The FDC’s delegates is scheduled for 2nd September at Namboole stadium

The Government Chief whip Ruth Nakabirwa Sentamu has called on members of parliament to adhere to Speaker’s summon for a special sitting next week. Nankabirwa said that she targets 200 MPs who are already using the parliamentary recess to do political campaigns to return and finish pending work required urgently. She said that the rules for creation of new district boundaries requires a quorum of 185 Members of parliament.

Some of the issues to be handled include debating the motion to create new districts; passing of the Non-Governmental Organization Bill 2015 and approval of several loan requests. Nankabirwa says whereas incumbent MPs consolidate their political support in their respective constituencies, it is more important for them to return to parliament to execute their National duty.

Meanwhile Nankabirwa defended the creation of new districts and said that the new district units facilitate smooth service delivery even in areas there seems to be no structures. She says critics to the creation of new districts should give the newly established units more time to allow development.

She said that as MPS have to pass the NGOs bill so as the mushrooming NGOs are regulated to force them ensure accountability and stop them from working in areas where they do not have jurisdiction.
