Hearing of Mukula’s appeal has been pushed to next week.

High Court Judge David Wangututsi has adjourned hearing to Feb 11th when the state will respond to the defence submissions.

Former health state minister Mike Mukula is challenging both his conviction and four year jail sentence.

Earlier, one of his lawyers David Mpanga submitted to court that his client was erroneously convicted for embezzlement.

He argued that ministers are not government employees, but rather political heads.

He says the magistrate was wrong to order defense accountability yet Mukula was not the Permanent Secretary to the ministry of Health.

As the country prepares to mark the international aviation week, the Civil Aviation Authority is urging government to expedite the processes of purchasing a state-owned airline.

Government promised to buy another airline after the sale of Uganda Airlines, a move that was strongly opposed by various stake holders at the time.

Uganda Airlines ceased operations in 2001 after numerous attempts were made by the Government of Uganda to privatize the company, but all potential bidders pulled out, eventually leading to the liquidation of Uganda Airlines Corporation.

Government however expresses commitment to reviving the national carrier.

The Civil Aviation Authority has often blamed the absence of a national carrier for the slow development in the country’s aviation sector.

Addressing a press conference ahead of the aviation week, the authority’s deputy managing director, David Mpango Kakuba said that a home based airline will help increase profits and restore national pride.

The aviation week that kicks off on December 14th looks at businesses involved in the aviation world.

The coming week will involve free public leisure flights this December and The civil aviation authority says it has injected 200million for the event.

The Uganda Parliament is to hold a special sitting to pay tribute to the former Erute South Member of Parliament John Odit.

The body of the former legislator will lay in state at Parliament on Wednesday morning ahead of a special sitting to honor him in the afternoon.

The Deputy Speaker of Parliament Jacob Oulanya announced this during a sitting of Parliament today morning

Odit served in the 6th, 7th and the 8th Parliament where he also served as the chairperson of committee on commissions, statutory authorities and state enterprises committee.

He suffered a stroke early this year and was immediately admitted in Kampala International Hospital where he stayed for four months before being transferred to Mulago hospital, Kampala.

He later died on Friday at Mulago Hospital.

The 2014 Diversity Visa Program (DV-2014) will open at noon, Eastern Daylight Time (EDT) (GMT-4), Tuesday, October 2, 2012, and will close at noon, EDT, Saturday, November 3, 2012. Applicants must submit entries electronically during this registration period using the electronic DV entry form (E-DV) at www.dvlottery.state.gov. Paper entries will not be accepted. We strongly encourage applicants not to wait until the last week of the registration period to enter. Heavy demand may result in website delays. No entries will be accepted after noon, EDT, on November 3, 2012.

The congressionally mandated Diversity Immigrant Visa Program is administered on an annual basis by the Department of State and conducted under the terms of Section 203(c) of the Immigration and Nationality Act (INA). Section 131 of the Immigration Act of 1990 (Pub. L. 101-649) amended INA 203 and provides for a class of immigrants known as “diversity immigrants.” Section 203(c) of the INA provides a maximum of 55,000 Diversity Visas each fiscal year to be made available to persons from countries with low rates of immigration to the United States. Fifty-five thousand immigrant visas are set aside for DV immigrants; however, since DV-1999, Congress has reserved 5,000 visas from this annual allocation to be made available for use under the Nicaraguan and Central American Relief Act (NACARA).

The annual DV program makes visas available to persons meeting the simple, but strict, eligibility requirements. A computer-generated, random drawing chooses selectees for Diversity Visas. The visas are distributed among six geographic regions, with a greater number of visas going to regions with lower rates of immigration, and with no visas going to nationals of countries sending more than 50,000 immigrants to the United States over the period of the past five years. No single country may receive more than seven percent of the available Diversity Visas in any one year.

For DV-2014, natives of Guatemala are now eligible to enter the program.

For DV-2014, natives of the following countries are not eligible to apply because the countries sent more than 50,000 immigrants to the United States in the previous five years:

Bangladesh, Brazil, Canada, China (mainland-born), Colombia, Dominican Republic, Ecuador, El Salvador, Haiti, India, Jamaica, Mexico, Pakistan, Peru, Philippines, South Korea, United Kingdom (except Northern Ireland) and its dependent territories, and Vietnam.

A “native” ordinarily means someone born within a particular country, regardless of the individual’s current country of residence or nationality. Persons born in Hong Kong SAR, Macau SAR, and Taiwan are eligible.

The Department of State implemented the electronic registration system beginning with DV-2005 in order to make the Diversity Visa process more efficient and secure. We utilize special technology and other means to identify those who commit fraud for the purposes of illegal immigration or those who submit multiple entries.

For DV-2014, the Department of State will once again implement an online process to notify entrants of their selection, and to provide information about the immigrant visa application and interview. Beginning May 1, 2013, DV-2014 entrants will be able to use their unique confirmation number provided at registration to check online through Entry Status Check at http://www.dvlottery.state.gov to see if their entry was selected. Successful entrants will receive instructions for how to apply for immigrant visas for themselves and their eligible family members. Confirmation of visa interview appointments will also be made through Entry Status Check.

At least 15 Heads of state from Africa have confirmed their attendance of the 50 years of independence cerebrations on 9th October.

The delegates include Dr Boni Yayi from Benin, Joyce Banda of Malawi, Rwanda’s Paul Kagame, South Sudan’s Salva Kiir and Tanzania’s Jakaya kikwete.

Minister mary Karoro Okurut

The others are Pierre Nkurunziza of Burundi, DR Congo’s Joseph Kabila, Kenya’s Mwai Kibaki and Somalia’s newly elected Hassan Sheikh Mohamud.

The information and National guidance minister Mary Karoro Okurut says other delegates include those from the office of Queen Elizabeth the second, the deputy speaker of the Chinese parliament Hu Jintao, senior government officials from South Africa, United States, Nigeria and Sudan.

Okurut says all preparations at Kololo ceremonial grounds where the cerebrations are to take place are in the final stages.

She adds that religious and international organisations that have confirmed their attendance include the AGA Khan Development Network, the Commonwealth, The East African Community, World Bank and the European Union among others.

Epilepsy is also called a seizure in the medical language. It is caused by abnormal and excessive electrical activity within a human brain cells.

Medical doctors say that epilepsy can lead to sudden change in brain function resulting as a physical convulsion, and altered mental state.

The signs, disturbance and symptoms of epilepsy depend on which part of the brain has been affected. Dr. Edward Ddumba, a Senior consultant neurologist at  Nsambya Hospital  defines epilepsy as a state of recurrent seizures.

There are three main classification of epilepsy: simple partial, complex partial and generalized epilepsy. Simple partial epilepsy is defined as consciousness where a patient exhibits abnormal motor, sensory or autonomic abnormalities.

Complex partial epilepsy is impaired consciousness is impaired where a patient develops abnormal movements and behaviour. The epileptics with this type of disease experiences tonic-clonic movements of the limbs, tongue biting and incontinence of urine.

The members of the Democratic Party (DP) considered late Andrew Lutaakome Kayiira as their martyr because he was killed on June 6th, 1987 three days after Uganda’s Martyrs’ day and three days to Uganda’s hero day.

Kayiira was also a member of the defunct Uganda Freedom Movement and a Democratic party stalwart. He was gunned down and his murder has never been satisfactorily investigated.

Kayiira held a doctorate in Criminology and in his life he committed only two main crimes against the state. The first crime was that he committed treason by forming a rebel organization to oust the then Uganda government of Field Marshal, Chancellor, DC, Conqueror of the British Empire, Life President, Alhaji  idi Amin Dada.

The second crime was when Kayiira was suspected of attempting to overthrow the NRM government of President Museveni by force of arms. He and DP and UPC high profile politicians were arrested in 1986 and charged with treason. Kayiira was acquitted and released in February 1987, and later he was shot dead by men who were reportedly dressed in official Uganda military uniform.

Dr. Kayiira had kept a number of times dodging murderous state security operatives and government soldiers but when luck run out of him he was killed.

Police are hunting for a notorious thief who has thrived for a long time on corrupting the police and judicial officials in perpetuating his criminal escapades. He is famously known in different parts of the country as Haruna (his other names are not known). Many Ugandans have suffered his wrath with impunity making them think that he is very dangerous and invincible to contend with.

The police say that he recently stole a family’s plough and it was recovered at his premise and many times he uses his “influence” to distort evidence. It is said that whenever he is arrested he uses some of the staff in the DPP’s office to withhold the file.

When people vigorously take on the state attorney to establish the whereabouts of the files, if the file is in Gulu the state attorney claims it is in Kampala.

It is said that when the DPP’s office is pressurized to produce the file on several occasions it is found out that the state attorney had stated in the file that the case in question has no merit even when there was strong evidence to support the claim because the exhibit was recovered.

When the cases against Haruna appear in court sometimes it is said that the files are still missing. But one wonders how can the state explain to court the circumstances under which an exhibit can be tendered in court while the file is missing?

The sources in Uganda police say that Haruna is currently missing and a big reward waits the person who will help detectives in his arrest, prosecution and the incarceration of this “hoodlum” who had for a long time benefited from “impunity.”
