Rebecca Kadaga the Speaker of the Ugandan parliament.

Speaker of Parliament, Rebecca Alitwala Kadaga, has said that the National Planning Authority (NPA) has to come up with stringent mechanisms if the country is to realize the middle income status by 2020.

Kadaga said this while officiated at the orientation meeting for the Members of the Uganda Parliamentary Forum on food security, population and development as they converged to elect their new leadership at Parliament.

Kadaga says the country cannot realize development that is yearned for if its population is not the right human resource that is prepared to take it to development through focusing on the right areas and quality of services.

Meanwhile, the outgoing Chairperson of the Forum also minister of state for housing, Chris Baryomunsi, says whereas Uganda’s biggest population are the youth, legislators need to think on how to turn the huge number of the young population into a productive force before they can turn into a problem to the country.

He says this can be achieved through putting in place policies and programs that can help improve the quality of the population in the country.
