The Nakawa Magistrate court has dismissed all charges against the people who have been on remand in connection to the murder of the former inspector of Police, John Bosco Ariongo. Ariongo was hit with an object along William Street in Kampala and died on spot during a peaceful protest that was organised by the now banned Activists for Change (A4C).

The suspects who have been set free are Kaija Harod, Robert Kavuma, and Kintu Yoweri.

Others are Sharifa Nakitende, Mutwalib Abdul, Malik Nsubuga and Muhammad Sebuggwawo.

The DPP in his submission argued that the state has lost interest in the case so the dismissal.

The Ministry of Gender, Labour and Social Development has received funds to be used for the acquisition of Consultancy services for training national youth in entrepreneurship skills development. The ministry now invites sealed bids from eligible organisations/institutions for provision of Consultancy services for training national youth in entrepreneurship skills development. 

We have been told that the bidding will be conducted in accordance with the open domestic bidding procedures contained in the Government of Uganda’s Public Procurement and Disposal of Public Assets Act, 2003, and it is open to all bidders from eligible source countries.  Sources in the ministry tell us that interested bidders may obtain more information from the Ministry of Gender, Labour and Social Development.

Also a complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below at 7(b) and upon payment of a non-refundable fee of 100,000/= .

The method of payment is by bank .The document will be handpicked by the provider. No liability will be accepted for loss or late delivery, the sources said.

ANSTI Conference Grants: Academic staff of African Network of Scientific and Technological Institutions (ANSTI) member institutions can also benefit from conference grants (a maximum amount of award being $2,500) to attend international meetings where they will present papers.

Applicants for the conference grant must send the following to us when applying for this grant: –

  • A curriculum Vitae (C.V)
  • An abstract of the paper one is going to present
  • The invitation letter to the conference you intend to attend which also will include the acceptance of the paper for presentation in the conference.
  • The application letter for the conference grant.

Method of Application:

There are no special application forms for these fellowships.

All such application letters have to indicate that the conditions of the award mentioned above have been fulfilled. ANSTI does not take responsibility for the identification of conferences for the applicant.

Deadline: There is no deadline for submission of applications. Each application is acted upon as soon as it is received subject only to the availability of funds at the time.

The Attorney general, ministry of internal affairs and the Uganda Police have defended the public order management bill calling for its enactment amid protests from the public.

Appearing before the legal and Parliamentary affairs committee of Parliament, Peter Nyombi the attorney general says there is a lacuna in the existing laws of the land that the bill seeks to fill.

The minister of state for internal affairs James Baba in his submission underscores the fact that the demonstrators have changed the manner in which they conduct their demonstrations requiring for a law to protect other people not interested in demonstrations.

The Inspector General of Police Gen. Kale Kayihura has appealed to the committee to pass the bill into an act saying the Police have become a punching bag of the Politicians who have failed to iron out their differences, with the spills falling into the hands of the Police.

The deputy chairperson of the committee Bakka Stephen Mugabi has tasked the Inspector General of Police, the Attorney General and the minister of internal affairs to explain why they are insisting on a bill that was not consultative in development, subsequently being rejected by all stake holders.

The committee members seem to agree with the need for a legislation to regulate public gatherings following a series of peacefully turned riotous gatherings although they don’t agree with the bill in its present state.

A number of other stakeholders who have appeared before the committee on the same issue have warned Parliament against passing such a bill as it may turn out a recipe for disaster.

 The Uganda law society has quashed the public order management bill currently before the committee on legal and Parliamentary affairs, saying its’ not good in its current form.

Making a submission on behalf of the society, the President of the society James Mukasa Ssebugenyi says if the bill is passed into an act in its present state, it can successfully be challenged in the constitutional court.

He also says a big number of articles of the bill contravene and gag the fundamental rights as enshrined in article 29 of the constitution.

Ssebugenyi also says the bill is more prohibitive that regulatory.

He notes that the powers given to the Police to the extent of using fire arms in quelling such unlawful gatherings expose the lives of Ugandans to risk and give the Police so much power which may easily be misused.

He has advised the committee and Government to adopt a bill and include ideas forwarded and reflective of all issues raised by Ugandans so that it’s accommodative to all people.

Former energy minister Hillary Onek was thrown out of the adhoc committee investigating the oil sector after he failed to provide a presentation on his case of alleged bribery.

Onek is accused, together with Prime Minister Amama Mbabazi and foreign affairs minister Sam Kuteesa of taking bribes from oil companies.

The committee, chaired by Michael Werikhe said they could not proceed without documented presentations from Onek, who is the current minister of Internal Affairs.

Onek said he did not possess a written submission of his response to the legislators concerns and had failed to get some information from the ministry of energy.

He asked for more time up to Tuesday next week to ensure the needed information and documents are given to be able to present his case.

The issue of resignation also came up after Makindye West MP; Hussein Kyanjo questioned his refusal to step aside while the committee investigates the bribery claims as well as the Rules and Privileges which is handling the issue of contempt of Parliament on the part of the ministers.

Kyanjo expressed fear that the committee could be wasting time if it did not first get guidance from the Speaker on how to proceed.
