In Uganda there is an organization called IF Child Help Uganda. It is a branch office of the International Federation for Spina Bifida and Hydrocephalus. IF Child Uganda works together with hospitals and rehabilitation centers to provide interdisciplinary care for persons with spina bifida and hydrocephalus.

Specialized neurosurgical care for children with spina bifida and hydrocephalus in Uganda is offered by CURE children’s hospital in Mbale. Since its opening in 2000, CURE has become a center of excellence for neurosurgery and has developed a multidisciplinary approach for the care of children with spina bifida and for prevention efforts.

After neurosurgery, children receive medical review, rehabilitation and social support services through a follow-up system of clinics in Gulu (AVSI Foundation/ Gulu Regional Rehabilitation Center), Regional Referral Hospitals, Katalemwa Cheshire  Home (Kampala), Lira Regional Referral Hospital, and Our Useful Rehabilitation Services for Persons with Disabilities (OURS-in Mbarara).

Rehabilitation activities include physiotherapy, occupational therapy, provision of appliances, clean intermittent catheterization and bowel management, and community based rehabilitation. Social support is provided through parent support groups, self-help groups of parent with children with spina bifida and hydrocephalus, counseling, and lobbying at schools to promote inclusive education.

President Museveni has grilled his ministers over the declining support of the ruling party, the National Resistance Movement (NRM). Museveni sounded bitterness before his ministers over the lost support of NRM to an extent that winning a single election is almost a tag of war.

Museveni met his ministers on Thursday at a retreat in Kampala. The purpose of the retreat originally was to review the performance of their ministries over the last six months.

The retreat was attended by almost all ministers and the permanent secretaries of their respective ministries. They briefed Museveni on the performance of their sectors, covering half the period of the financial year 2012/2013.

The performance review came after three months to the next reading of the 2013/2014 budget which is expected to outline the priorities for the country’s development. Museveni reportedly told the ministers to improve their service delivery in order to restore the declining support of government among members of the public.

The government of Uganda says it is constrained by the ever increasing number of refugees that continue to flock the country.

The state minister for refugees and disaster preparedness Musa Ecweru says over 300,000 refugees have crossed into the country from neighboring DR Congo since July.

Echweu says the refugees have not only constrained government in terms of limited resources but also the land for their settlement.

He particularly notes the growing number of child refugees who require a lot of support and specialized care.

The minister is appealing to international aid agencies to increase their support to the government to cope with the needs of the increasing number of refugees in Uganda.

Quota Scholarship Scheme for Developing Countries: The goal of the Norwegian government quota scholarships scheme is to give students from developing countries relevant education that would benefit their home countries when they return after graduation.

The programme also contributes to strengthen Norwegian institutions of higher education’s participation in global knowledge cooperation.

The overall objective of the Quota Scheme is to promote the internationalisation of higher education.

Each year universities and university colleges in Norway are allocated a certain number of quota students.

Most of the universities and university colleges in Norway offer courses and educational programmes in English.

The scheme normally includes supports courses at Master’s and PhD level in addition to certain professional/Bachelor’s degrees.

Scholarships

The Norwegian State Educational Loan Fund (Statens Lånekasse) is responsible for managing the financial support provided for the Quota students.

Each student receives the same amount of money as a Norwegian student would do in an equivalent educational programme.

About 30 per cent of the amount is given as a grant and 70 per cent as a loan. However, the loan portion is waived when the student returns to his/her home country after completing the course of study.

Normally, the financial support will not not exceed a time span of four years for one definite study plan, or a combination of two programmes.

Travelling Expenses & Additional Funding

Travelling expenses for entry into Norway can be reimbursed.

Students can apply for one annual home visit if the educational programme lasts more than one year, as well as financial support for travelling expenses for field work during the course of study.

When the student returns home within 3 months after finishing the course, the cost of travelling home is covered by the Norwegian State Educational Loan Fund.
