The Government has failed to release 6.5 billion shillings for the recruitment of 6,172 health workers due to problems in budget cash flow caused by the suspension of donor aid.

Minister Fred Omach

This was disclosed by the minister of state for Finance Fred Omach while appearing before the Health committee chaired by the workers

Omach said that the delay to release the health budget is attributed to the suspension of financial support to government due to abuse of funds in the office of the prime minister.

Omach says that they received the recruitment plan from the ministry of health but acknowledges that government has delayed to fund the implementation of such a plan.

The state minister for northern Uganda Rebecca Atengo has appealed to the donor community to reconsider its decision on suspending funding to the country.

This follows the suspension of funds from UK and Ireland among other countries as a result of the mismanagement of funds by the office of the prime minister.

Speaking to journalists at parliament, Atengo said that the cuts will impact negatively on the people of Northern Uganda who have been benefitting.

She however says that negotiations are already underway to convince the donors reverse their decision.

She further expresses government’s commitment to ensure the recovery of the stolen money.

We have been told that president Museveni has suspended his special assistant for political affairs, Jacob Asiimwe over his failure to campaign for NRM candidate in the recently concluded Luweero district woman MP race, Rebecca Nalwanga.

The race was won by DP’s Brenda Nabukenya. It is said that Jacob Asiimwe got 900 million shillings from statehouse to be used in parliamentary by election campaigns. But instead he turned the money to fund the parliamentary campaigns of his wife, Ms Asiimwe, who was the third runner up in the polls.

A source says that Museveni is furious because if Jacob had persuaded his wife to quit the polls, may be Nalwanga wouldn’t have lost the polls to DP’s Nabukenya.

Jacob Asiimwe has been suspended indefinitely until the president will decide to forgive him.  During his suspension, he will not be accepted to earn salary from statehouse.

The motion seeking  the suspension of the Prime Minister Amama Mbabazi and Internal Affairs minister Hillary Onek from the house has dominated the debate in parliament this afternoon.

According to the motion moved by Kween county MP Chemaswet Kisosi, the MPs want the two to step down pending investigations into allegations to taking massive bribes from oil companies.

The motion was seconded by MP Vincent Kyamadidi and Theodore Sekikubo.

 

The Prime Minister and minister Onek have insisted on their innocence and refused to step aside ahead of the said investigations.

While Mps insisted that the Ministers respect the house’s resolutions and step aside, the attorney general Peter Nyombi has maintained that parliament has no powers to suspend the ministers
