The government has earmarked 40 million British pounds (over 160 billion Uganda shillings) to up lift the plight of people living under chronic poverty in five districts of Uganda.

The minister for Gender Labor and social development, Syda Bumba says the program is targeting Elderly and venerable families living under chronic poverty.

The districts which will benefit from the intervention include Katakwi, Moroto,Apac, Nebbi and Nakapiripirit, with 600,000 elderly persons and vulnerable families targeted.

She says the program is a component of 160 billion shillings offered by the Irish government UNICEF, and the UK Department for international development.

Each of the beneficiaries will receive 220,000 shillings every month, to enable then access essential necessities.

Minister Syda Bumba says the program will soon be rolled out to other parts of the country where more vulnerable Ugandans will benefit.

The minister of gender labour and social development Hajjat Syda Bumba together with her junior ministers have been summoned to appear before the committee of gender, labour and social development in parliament on Tuesday next week.

According to the committee boss Nokrach William with the committee members, Bumba and her juniors should appear before the committee on Tuesday next week and clarify issues including the rampant creation of new cultural institutions.

The committee also wants the minister to explain where her ministry put the money allocated for constructing libraries across the country.

Members of the committee also vowed to grill gender ministry through its boss Bumba to explain to the committee where they put the money allocated to work on street children.

Bumba is also expected to tell MPs sitting on gender committee why there are very many vacant positions in the ministry yet many educated youth looking for jobs on streets and why the ministry don’t advertise those jobs.

The government has officially kick started a project under which it will provide monthly financial support to vulnerable families across the country.

The government on Friday through the Ministry of Gender, Labour and Social Development signed a memorandum of understanding with development partners, DFID and Irish government spelling the terms and conditions for utilizing the 40 million pounds availed to support the programme.

Speaking at the signing ceremony, Minister Syda Bbumba tasked all leaders at all levels to monitor the programmee to make it a success. She says that families to benefit have been scientifically selected and are to be receiving 22,000 per month via mobile money for the benefit of the identified elderly person.

 Florence Engwau the shadow minister for social development welcomed the new initiative but expressed concern over the channels via which money is going to be getting to the selected beneficiaries. She said the government must ensure the money is not stolen by corrupt officials or sent to people who are well off.

As Uganda joins the rest of the world to mark the day of the African child, the government has launched the national strategic programmee plan of interventions for orphans and vulnerable children that will run starting 2011 to 2016 geared at improving lives of street children.

Syda Bbumba now Minister of Gender, Labour and Social Development

Speaking at a function to mark the day in Kampala today, minister of gender, labour and social development, Syda Bbumba state, other intervention are yet to come to see that street children are looked after well just like other kids and its upon this matter that she called upon street kids across the country not to loose hope but only believe that time is coming for them to have a comfortable life.

The country representative, UNICEF, Sylvia Pasty challenges govt to use such programmee to transform society and desist from being over powered by challenges coming along as a result of implementing them.

The chairman, National Council for Children, Bwanbale is also urging NGOs, CBOs dealing on children related issues to righteously perform their duties but not using vulnerable children for selfish gains.

However, the kids, ministers and diplomats were lectured by local musician, Kyagulanyi Sentamu AKA Bobie Wine on how he transformed from a street kid to a very influencial person in this country before taking on the dance flow to entertain the kids.

Its through this programme that street kids, orphans will be taken to school, access health, judicial services among others.

The outgoing minister of Finance, Planning and Economic Development, Syda Bbumba has advised her successes Maria Kiwanuka or to put more effort in job creation as it is one of the key challenges of the country right now.

Bbumba formally handed over to Kiwanuka at the Ministry of Finance offices in Kampala. Bbumba said the budget that will be read on Wednesday has tried to provide for job creation incentives for the youth in order to curtail the rampant unemployment and under employment.

Bbumba said she is happy for being availed the opportunity to serve as Minister of finance, which she says has brought her several opportunities and milestones. She says one such milestone is being named the best Minister of Finance in Africa for 2010.

Bbumba says she has left the National Development Plan finalised to guide the budgeting and development policies of Uganda.

Maria Kiwanuka on her part thanked Bbumba for a job well done and promised to continue the good work she has left in progress. The function was witnessed by Fred Omach, the State Minister for Finance

The other two former state ministers for Finance Prof. Ephraim Kamuntu (Planning) and Ruth Nankabirwa (Microfinance) also handed over office to their successors.

The LC5 chairperson of Nakaseke district, Ignatius Koomu has described Uganda’s minister of Finance, Hajjiti Syda Bbumba as a blocked drinking straw.

This comes after Bbumba has declared to finance Koomu’s political rival, Edward Nsamba to unseat him. Bbumba was the first person to call Koomu a blocked straw who could no longer bring development in Nakaseke and therefore needed replacement.

Koomu says it is Bbumba who is a blocked straw and not him. Bbumba wants to replace Koomu with Nsamba, who is a primary two teacher from Bamunanika, Luweero district.

Koomu is a member of NRM but Bbumba also wants Nsamba to contest on the same party ticket.

Bbumba who has been MP for Nakaseke for three terms says Nsamba is a better replacement for Koomu. She alleges that Nakaseke performs poorly in PLE, O-Level and A-level exams because of Koomu. But Koomu is not the schools headmaster or a worker at Uganda National Examination Board.

The Uganda Member of Parliament for Kibaale County in Kamwenge district Frank Mwebaze has urged the Uganda government to inject more funds in agricultural value addition so that rural farmers standards can be uplifted inform of increased household incomes from sale of agricultural produce.

Tumwebaze who is also the former Chairman of Uganda National Farmer’s Association told journalists at Uganda Parliament that more government investments in agricultural extension will lead to more food production which pushes the agricultural prices down therefore causing losses to farmers.

Uganda government continues to invest billions of shillings in agricultural extension through the National Agricultural Advisory Services (NAADS).

Analysts believe that increased investments in agricultural processing will in addition to more incomes to rural farmers also help in the preservation of food which helps improve food security.

Agriculture remains one of Uganda’s major economic sectors employing over 80 percent of the population. However, draught, diseases affecting crops and animals, corruption in NAADS, poor road networks, and poor farming methods among others has not helped Uganda farmers reap big from farming.

To transform the Uganda agricultural sector, Uganda finance minister Syda Bumba recently allocated funds to set up agricultural processing plants in every sub county in the country during the reading of the 2010/11 Uganda National budget.

The Irish Foreign Affairs minister Michael Martin has appealed to the Uganda government to focus on providing quality education to in order to achieve the Millennium Development Goal (MDG) of Universal access to free education.

Martin was speaking at a ceremony to give the Uganda government 450 billion shillings donated by the Irish Government. The funding is aimed at fighting HIV/AIDS, improving education, ensuring better delivery of justice, promoting adult literacy, health services and Karamoja development among others.

The Irish Minister says that Uganda is on the right path to achieving the MDG goal of Universal access to free education because of the introduction of free Universal primary and secondary education.

Experts believe that Uganda free education doesn’t provide the necessary skills required in the Uganda job sector which leaves many unemployed. The Uganda Universal free education has been facing problems of inadequate funding to enable the setting up of better infrastructure and recruitment of more teachers making the provision of quality free education extremely hard.

The Private Sector Foundation of Uganda (PSFU) is set to review the Uganda 2010/11 budget speech to enable it take note of the concerns of the Uganda private sector.

The review conference dubbed ‘Post Budget Review Luncheon’ will take place on Friday June 11, 2010 at Uganda Manufacture’s Association (UMA) show grounds main exhibition hall.

The Uganda Budget Speech will be delivered by the Minister of Finance, Planning and Economic Development, Hon. Syda Bbumba on Thursday, June 10, 2010 at Uganda Parliament.

The Executive Director of the Private Sector Foundation, Ssemakula Kiwanuka told the press in Kampala, that PSFU has invited the Finance Minister to the Budget luncheon to enable the private sector point out areas, where her budget speech failed to incorporate the proposals of the Uganda private sector.

Kiwanuka says, PSFU will be glad if the chairpersons of the various business associations and corporate bodies along with their Chief Executives attend the luncheon because, they are big stakeholders in the private sector development and therefore, ought to participate.
