Eastern Uganda is among the worst performing regions in terms of education according to a new report released by the Equal Opportunities Commission in Uganda.

The findings are contained in a 2015/16 report that was handed over to Speaker of Parliament, Rebecca Kadaga at the Parliamentary building by the Chairperson Equal Opportunities Commission, Sylivia Muwebwa Ntambi on Wednesday.

Kadaga later lamented that the report was a total embarrassment to the eastern region where she also hails from.

“This is the reason I have started giving text books to schools in Busoga to narrow the gap. We need to bring on board all stakeholders so that we reverse this trend. Children need to get quality education throughout Uganda and we need to see good results,”Kadaga said.

According to the report, the worst performing sub region primary education include Busoga, Teso and Bukedi and these are followed by West Nile, Lango and Acholi. The report mentions the best performing regions in Primary Education as those in Buganda, Ankole, Kigezi, Toro and Bunyoro.
The report further shows that the Eastern region contributes 73% of the poor performing districts of which six are in Busoga  and these include kaliro,Iganga,,Luuka ,Bugiri ,mayuge and Buyende.

It indicates that schools in municipalities perform better than those in main district local governments with performance disparity of 21% for male against 22% of female students.

The findings also reveal that districts within the northern, eastern and West Nile regions are trailing in terms of primary education performance as the chairperson Equal opportunities explains

Ntambi attributed the performance disparities in schools to  poor school inspections by districts education officials, lack of head teacher commitment ,high pupil text book ratio ,poor relationship between the school and the community and refusal of parents and the community to execute their roles in the process of educating a child.

Environmental NGOs have launched the report showing the progress of the implementation of the national adaptation programmes of action (NAPA) towards climate change mitigation and adaptation, calling for more and serious work to be done by government for the targets to be realized, in a bid for Uganda to cope up with climate change effects.

While releasing the report the lead researcher for the NAPA, Dr. Justine Jjumba says that the focus  should be on tree planting, water source management and restoration, land degradation management, water for production, drought adaptation, community water and sanitation, strengthening meteorological services, climate change and development planning among others, and should be implemented by the relevant government agencies and departments as well as the NGOs to address issues of adverse climate change that the experts say have for long been neglected. The report continues to highlight areas in the country that are greatly affected by climate change effects and among them include the Karamoja, Teso, elgon, Rwenzori and cattle corridor regions. The report further notes that if Uganda can fully implement the finding key points then climate change issues will be addressed.

However launching the report, the chairman NAPA, Dr. Kisamba Mugerwa advised the relevant agencies of government and NGOs to help move down the messages developed in the NAPA to the grass root since the masses there are directly affected and are the same people who manage the natural resources the NAPA is trying to protect.

A few years back people in Teso sub district and Kayunga were feeding on mangoes and jack fruits to survive, but as you read this, people in Luwero, Nakasongola and adjacent districts are living on jackfruit (ffene) to be able to survive.

A couple of years back I witnessed a very sorry scene near the road branching off to Kiruhura where cows, humans and Impalas were sharing very dirty brown water at different ends of a small pond!

Then president Museveni is bent on selling off Mabira forest even without any attempts at re-forestation anywhere in the country. It seems generations to come they will say that our generation was Uganda’s Amageddon!!!!

The district LC 5 chairman of Luweero district, Hajji Lt. Abudul Nadduli attributes poverty and hunger in Luweero to laziness in some peoples’ homes. He says some of the area residents don’t want to work.

This is to refute information by some circles of the media that “a new rebel group has been formed up in areas of Teso to distablise Teso and Lango areas”. The information purportedly released by the deputy RDC Soroti Mr Osoto Opio Joseph was merely blown out of proportion after he issued an alertness message to the public due to an influx of many people from outside his district who turned up for Christmas and new year celebrations.

We have no such information in our archives neither is it in other sister forces. The people of Teso and Lango have hard a bad experience of rebellions and should not be put to Punic over such allegations. We need to assure the public that security of Ugandans, their property and boarders are fully protected and any attempt by whichever group to destabilize any part of the country using unconstitutional means will not be tolerated and will be dealt with unfalteringly by both the people ofUgandaand UPDF.

We are aware some private security firms have been doing recruitment of security guards in areas of Teso and Lango but these shouldn’t be mistaken,  Their procedures of recruitment are well stipulated and authority letters always issued by the Inspector General of Police authorizing them to do so.

Operation restore hope is still ongoing in areas of Teso to get rid of any illegal arms in illegal hands. Since june last year 24 serviceable smgs and 769 rounds of ammunitions plus 10 bombs and grenades have been recovered in Teso region and we appeal for more cooperation in this operation.

Karamoja disarmament exercise is already a success story which everybody can see with his or her naked eyes. What remains is curbing out a bad habit of stealing and hitting hard on a few hardcore warriors who thing minus a gun they can’t survive. UPDF is determined to reach to the apex of this exercise too and it’s a matter of time.

This is the time to focus on development and not war, therefore anybody who sounds war drums should be resisted.

The public should be on watch out for anybody who overtly or covertly tries to sneak in new weapons or ammunitions either in Karamoja, teso or any other part of this country. We are on ground and will verify and always inform the public of any matter that concerns their security. All of us should remain vigilant to continue enjoying the prevailing peace in our country. Let’s work together for sustaining the peace this country has achieved through a lot of sacrifices. As we celebrate liberation day on the 26th of this month lets reflect on peace, security and development

 We have received with shock reports from Teso that the area cultural leader Emorimor Papa Augustine Osuban is facing forceful removal from his throne.

The plan to oust him is being championed by his very archival, Paphrous Imodot Edimu who is backed by a group of some royals in Teso. Edimu has told journalists in Teso that they have been forced to fight Emorimor because of his reported refusal to organise polls and pave way for his successor. Edimu says that the post of Emorimor is elective and that the current Emorimor has over stayed on the chair.

The term of office for the current Emorimor expired in 2009. The term of office for the Emorimors lasts for only five years. Edimu says that whenever they attempt to organise fresh elections, the current Emorimor uses police and area politicians to frustrate the function.

He says that last year the current Emorimor used the area RDC to disband the election of a new Emorimor which was to take place in Lukikho hall, in Soroti. Edimu however vows that the current Emorimori will be replaced by February this year. By Moureen Nakyanzi
