The Prime Minister Dr Ruhakana Rugunda has called upon investors and other stakeholders in the oil and gas sector to continue working together closely to expedite the development of the oil and gas sector in the country. The Premier made the remarks at the joint meeting of the policy coordination committee and the oil and gas technical working group to review progress on the implementation of the Presidential Investors’ round table phase four at the office of the President.

The Prime Minister Dr Rugunda called the meeting to discuss key issues that emerged from the review meeting held at State House Entebbe in March this year. Some of these issues include issuance of petroleum production licences to licenced oil companies as well as the legal and policy framework on local content for the oil and gas sector.

The oil companies argue that they are entitled to full blocks not less than five minutes by five minutes grids wherever they have made a petroleum discovery. They also want areas crossing exploration boundaries into unlicensed areas to be licenced as one unit by adding them to the discovery made. A total of 8 applications for issuance of production licences by Total and Tullow have been submitted to government.

According to the Minister for Energy and Mineral Development, Eng. Irene Muloni, the Attorney General has guided that part of a block will be issued to cover extent of discovery as defined by appraisal.

Also discoveries crossing exploration boundaries where there is pressure communication between discoveries made by two licenced companies on either side will be licenced to the two parties through unitization. Four sets of regulations under general, health safety and environment, metering of petroleum and national content have been developed under the Petroleum Exploration, Development and Production Act 2013.

The Chairman of the oil and gas technical working group, Herman Kasekende thanked Government for resolving the issue of value added tax on investments and also applauded Government for addressing the issue of infrastructure in the Albertine graben.

Over-consumption of alcohol linked is to cancer. Almost 10% of all cancers in men and 3% in women in Western Europe are caused by people drinking too much alcohol.

The scientist in German analyzed  this data from France, Italy, Spain, Greece, Denmark, Netherlands, Britain  and found 50,400 out of a total of 79,100 cases of certain types of cancers including bowel and throat tumors were caused by people over drinking.

It is also good to note that alcohol and drugs misuse weakens the fight against TB and Malaria.

The World Health Organisation (WHO) says that the misuse of alcohol and drugs and irrational use of antibiotics has undermined the global fight against TB and Malaria.

An estimated 440.000 new cases of multidrug-resistant TB were reported last year in nearly 6o countries across the world.

Jomo Kenyatta Foundation Scholarships: The Jomo Kenyatta Foundation (JKF) scholarship scheme is an educational fund set up by the Foundation to assist bright but needy secondary school students in the public secondary schools in Kenya.

The Jomo Kenyatta Foundation (JKF) scholarship programme has to date assisted more than 10,000 Kenyan students pursue secondary school education. This translates to an expenditure of over Kshs.

400 million in the last 40 years. Jomo Kenyatta Foundation (JKF) is currently supporting a total of 1,280 beneficiaries in various public secondary schools across the country.

Scholarship Eligibility Applicants for the scholarship must meet the following requirements;

Be a Kenyan citizen

  • Must have sat for KCPE in the previous year
  • Must obtain the minimum set KCPE marks (this varies every year depending on the number of mandatory examinable subjects)
  • Be an orphan or from a family suffering extreme poverty
  • Be of good discipline
  • Be admitted in a public secondary school
  • Priority is given to applicants from public primary schools.

Scholarship Application

  • In order for an application to be considered the following documents must be submitted;
  • A certified copy of the KCPE result slip.
  • A copy of form one admission letter/joining instructions
  • Evidence of being an orphan or suffering from extreme poverty where applicable.

The Uganda Prisons has registered an improvement in the performance of prisoners in the just released Primary Leaving Examinations results.

The Prisons’ publicist, Frank Beine says out of the 69 candidates who sat for PLE last year, 7 got first grade; 31 got 2nd grade while 13 were in 3rd division 3.

In division 4, 6 inmates got 4th grade, 3 were in Division U while 9 missed the examinations.

Beine says Semakula Frank was the best student with a total of Aggregate 8, having scored 2 aggregates in English, Social Studies, Mathematics and Science.

Those who got aggregate 9 include Abele Asuman, Okello Vincent John and Ziraba Daniel.

Solomon Ahimbisibwe got Aggregate 11, having scored 3 in English, 3 in Science, 2 in Social Studies and 3 in Mathematics.

Kizza David Willington and Abubaker Hassan both scored 12 aggregates.

Among those in Division X, having not sat any of the examinations are Opolot John Stephen, Sam Drichi Edema, Justus Andrew Tukamushaba, Ibrahim Ruhweza and Stephen Opus.

Others are Moses Musisi, Peter Kiiza, Alaali Jackson and Agaba Richard.

Beine says the Upper Prisons School garnered a 95% success rate in the 2011 examinations.

UPDF is set to recruit a total of 300 youth from Karamoja region as top up to Local Defense Unit personnel. The 300 will be recruited from the 4 districts that are part of 3rd Division i.e Moroto, Napak, Nakapiripirit and Amudat while Kaboong and Kotido will be considered under 5 Division.

The exercise is to keep the 2000 LDU force in Karamoja region as was directed by the Commander in Chief President Yoweri Museveni to boost the efforts of the UPDF as a force multiplier in the disarmament exercise way back in 2010. All terms and modalities have been agreed on and all is set for the recruitment to start on 2nd January 2012.

The 3rd Division Operations and Training Officer, Col Francis Chemo will lead the exercise . On the side of local leaders from LC 5, 3,2 an1, the GISOs, DISOs, RDCs we require their full support and involvement.

Extra caution will be taken to avoid recruiting wrong elements.

Local leaders have been accordingly warned against forging papers or recommending criminals/foreigners for recruitment into the force, as they would be acting contrary to the national interest.

The new recruits are to fill the gaps of those LDUs who could have deserted, failed to finish training or left the force under different circumstances that befall forces.

The new recruits will join their colleagues after three months trainining and each of them will be paid 130, 000 shillings, half a salary of a UPDF private.

As UPDF operating in Karamoja we have confidence in the performance of the LDUs in the region on disarmament exercise. The mission of their recruitment so far has been attained well over 70% according to the appraisal we did recently.

The exercise will be conducted on these dates as indicated against the districts.

The Uganda National Examination Board has today released the 2011 nurses’ examination results indicating a general improvement in performance.

Announcing the results, the Executive Secretary of the Nurses Examinations Board, Helen Kataratambi said that a total of 2433 candidates sat for the exams with 49 passing with distinctions, and only 41 were ungraded.

She has decried the shortage of tutors in all the 37 nursing institutions across the country which she says is failing the operations of the institutions.

Receiving the results from the executive secretary, Education and Sports minister Jesica Alupo urged UNEB to always make use of the little available resources to produce good quality nurses if the health sector is to grow.

She also revealed that government has already approved the appointment of 80 tutors to be deployed in all the nursing institutions across the country effective next year.

Uganda is now set for the steady development of its oil sector following the entry of CNOOC and Total into the oil processing and production industry of the country.

Key oil prospecting firm Tullow Oil announce that it signed Sale and Purchase Agreements (SPAs) with CNOOC and Total in respect of the sale of a one third interest to each party of the interests Tullow holds in Exploration Areas 1, 2 and 3A in Uganda.

Tullow will retain a one third interest in a move the government of Uganda insisted would ensure there is no monopoly in Uganda’s oil sector. Tullow will be paid US$2.9 billion cash for 2/3 of its stake in the blocks in mid western Uganda that were declared ready for oil production.
Under the MoU, Tullow and its new Partners, CNOOC and Total, have been granted new licences over EA-1 and an onshore area of EA-3A and the partnership’s rights to develop the Kingfisher discovery.

According to a statement from Tullwo Oil, a clear plan for the resolution of tax disputes on the various asset sales has been agreed by the GoU, the URA and Tullow. “The next step is for Tullow to make certain tax related payments to the GoU, on receipt of which all relevant consents become final and the other provisions of the MoU become effective,” the statement reads in part.

Brain Glover the General Manager Tullow Oil Uganda  told journalists in Kampala today that with the signing of these SPAs, a key condition of the Memorandum of Understanding (MoU) agreed between Tullow, the Government of Uganda (GoU) and the Uganda Revenue Authority (URA) on 15 March 2011, has been satisfied.  He said the SPA with CNOOC and Total will allow the companies to jointly construct the $10billion oil refinery in Uganda.

“ Tullow, its partners and the Government of Uganda will now agree a development plan for the Lake Albert Rift Basin with a target of delivering production of at least 200,000 bopd and potentially much more as we continue to explore and appraise the basin. We are looking forward to working with CNOOC and Total, and continuing our strong relationship with the Government to bring the benefits of the oil to the people of Uganda,” Aidan Heavey, Chief Executive of Tullow Pls said yesterday.
