The Uganda Revenue Authority (URA) is to start collecting all the tuition and other fees paid by students in public Universities in abid to curb misuse of funds by management.

The directive was given by the Ministry of Finance and a single account which will be run by URA is yet to be opened on which students will send-in all their dues.

Acoording to the ministry of finance spokesperson, Mr Jim Mugunga, said that the new strategy will help fight the vice of ghost students, bureaucracy and costs in public universities.

“We realised that there was abuse of funds in our institutions of learning because some of the tuition is being collected but not used. Some tuition is stolen while some money just disappears. So, let URA collect this money, let this money come as government revenue and let it be budgeted for and appropriated,” Mr Mugunga told Daily Monitor by telephone yesterday.

He decried the current system that makes it difficult for government to do followups on complaints of money laundering and fraud.

“Once we get to know how much each institution is collecting, we shall facilitate timely release of money back to the universities to take care of students, staff and institutional support,

“Tuition is actually government revenue and not money that belongs to universities. Historically, when revenue collection was not streamlined, the ministry had allowed institutions to collect on its behalf as we built internal capacities and get most institutions networked and strengthened. URA is, therefore, ready and the most suitable agency to handle this task,” ” he added.

Both fund are open for international and dutch students for pursuing  MA program in Development Studies. ISS Scholarship Fund is awarding a total of 20 scholarships covering 40% of the tuition fee while ISS Hardship Fund provide a fee discount of up to 30% of the tuition fee. For applying these scholarships, the Applicants should send in their request to the ISS student office before closing dates i.e. 15 May 2013 for ISS Scholarship Fund and 15 June 2013 for ISS Hardship Fund.

Study Subject(s): Scholarships are provided for MA program in Development Studies.
Course Level: This scholarship is available for pursuing master degree at ISS, Netherlands.

Eligibility: For ISS Scholarship Fund: The following candidates can apply:
People with relevant work experience, a degree in one of the social sciences (upper second or first class) and a strong motivation to study at ISS, or
Recent graduates with a first class degree in one of the social sciences and a strong motivation to study at ISS.
For ISS Hardship Fund: Students who do not comply with the criteria for the scholarship fund for excellent students but do not have sufficient means to pay the entire tuition fee can apply to the ISS Hardship Fund.

Scholarship Open for International Students: International and Dutch students can apply for this scholarship.

Scholarship Description: The ISS has established two funds i.e. ISS Scholarship Fund for Excellent Students and ISS Hardship Fund to support students without any other form of scholarship. Both funds are open to Dutch as well as international students who wish to enroll in the MA in Development Studies.

Number of award(s): ISS Scholarship Fund for Excellent StudentsA total of 20 scholarships will awarded.

What does it cover? ISS Scholarship Fund: Each scholarship is worth 40% of the tuition fee (for the MA 2013-2014: €5400). ISS Hardship Fund: This fund can provide a fee discount of up to 30% of the tuition fee (for the MA 2013-2014: €4050).

Notification: ISS Scholarship Fund: The decision will be taken in early June. Students selected for the scholarship bursaries will be informed by the student office. ). ISS Hardship Fund: The decision will be taken in early July. Students selected for the scholarship bursaries will be informed by the student office.

How to Apply: Applicants should send in their request to the ISS student office before closing dates.  Requests should include detailed financial information (including supporting bank statements) to prove your ability to support yourself for the remaining tuition fee, the living expenses and health insurance.

Scholarship Application Deadline: ISS Scholarship Fund: The application deadline is 15 May 2013. ISS Hardship Fund: 15 June 2013 is closing date.

Notification: Candidates will be informed about the results of the competition by e-mail on 17th May 2013.

How to Apply: Projects in digital format must be sent by e-mail to competitions-at-domusacademy.it. Paper works must be sent by post. Participants can choose the presentation technique that better express their skills (they can use hand sketches, digital illustrations, 3D renderings, etc): maximum 5 A3 boards in .PDF or .TIFF files.

-Curriculum vitae of the participant: maximum 1 A4 page
-Statement of purpose: maximum 5 lines on an A4 page.
