Job Title: Senior Internal Auditor; (1 position- Tenure: Up to 3 years)

Reporting to: Head of Internal Audit

Scope

The Senior Internal Auditor will be responsible for conducting individually, or as part of a team, operational, financial and credit audit engagements as well as leading the Bank’s effort in investigating allegations and suspicions of fraud and corruption in the Bank and its activities, to ensure that all the Bank’s activities are conducted to the highest standards of ethical conduct, good practice and transparency.

In particular the Senior Internal Auditor will:

• Plan, Manage, and execute operational, financial and credit audit reviews in accordance with the approved annual Risk Based Internal Audit plan as approved by the Audit Committee of the Board of Directors.

• Prepare audit reports containing all significant findings for communication to line managers, executive management and Audit Committee.

• Participate in the annual audit risk profiling of the Bank.

• Lead all audit and investigation engagements relating to fraud and corruption in the Bank’s activities and its dealings with external parties.

• Periodically review the adequacy of Bank Policies and Operational Procedures in place across all Bank functions, systems and processes to prevent or mitigate the risk of fraud and irregularities in the Bank’s dealings with its internal and external customers.

• Review the integrity and effectiveness of internal controls such as whistle blowing mechanisms and confidential hotlines to be used for the confidential reporting of suspicions or acts of fraud and malpractice.

• Maintaining high quality evidence and documentation from investigations to support the work of internal tribunals and external law enforcement agencies and support successful prosecution of cases of malpractice.

• Ensure prompt communication of key learning outcomes from investigations and timely implementation by line management of recommendations made following investigations.

• Manage relationships with providers of outsourced technical expertise on investigative engagements.

Minimum Qualifications and Experience

We wish to discuss this position with nationals of the Member States of the East African Development Bank who are self-driven strategic thinkers with a track record of success in auditing and forensic investigations. You must be of high integrity, have proven leadership qualities, as well as strong interpersonal and communication skills.

Other requirements include:

• A Bachelors degree in Accounting, Commerce, Law, Engineering, Forensic Science, Information Systems degree or other relevant discipline.

• Professional accounting and audit certifications including CIA, CPA, ACCA, CISA, QiCA or the equivalent.

• Professional fraud investigation certifications such as CFE, CFCE, CEECS or the equivalent and relevant post graduate academic qualifications (MBA/ Msc / M.A) will be an added advantage.

• Thorough knowledge and experience of forensic investigations including investigations in an information system based environment.

• Ability to undertake and supervise complex investigations that may involve more than one country.

• Good research, and analytical skills, able to synthesise voluminous documents.

• Ability to prepare detailed and factual written reports, and communicate or present complex data or information effectively.

• Have technical skills in the assessment of engineering and equipment supply contracts.

• 8+ years of post qualification experience in auditing and fraud or forensic investigations preferably in a Bank or busy consulting practice with financial services clients.

Job Title: Communications and Public Relations Officer (1 position- Tenure: Up to 3 years)

Reporting to: Director General

Scope

Reporting to the Director General, the Communications and Public Relations Officer will be responsible for planning, preparing and implementing public relations and corporate communication programmes to publicize the work of the East African Development Bank (EADB) to all stakeholders; The Communication and Public Relations Officer will be the focal point for all authorized communication and will coordinate the development of the Bank’s communication strategy.

In particular the Communications and Public Relations Officer will:

• Act as the Bank’s liaison for authorised communication;

• Advise Management on communication and public relations within and outside the Bank;

• Plan, prepare and implement information programmes to keep the public and specific groups (government services, business, NGO’s international organizations, the general public, etc ) informed of the Bank’s programmes;

• Design and implement communication programmes to mobilize public opinion in favour of the cause for the economic and social development of East Africa, regional integration and the Bank’s activities in this area through the publication of articles and preparation of speeches, press releases, dissemination of films, organization of exhibitions, visits, debates, etc;

• Prepare, organize and conduct conferences and seminars to present the Bank’s views on major economic, political, social and financial initiatives in East Africa;

• Conduct regular research to enhance knowledge of the attitudes, opinions, and aspirations of the Bank’s major stakeholders;

• Produce bulletins, information circulars, as well as other publications on Bank activities;

• Pro-active media outreach efforts, proposing/arranging conferences, media coverage, dissemination of information materials, undertake appropriate follow-up action and analysis and reporting on the impact of coverage;

• Prepare communication budget and monitor costs;

• organize meetings and conferences sponsored by the Bank, manage all recording equipment, and communication and reporting of the outcome (s)of the meeting;

• Act as Liaison person between the media and EADB to organise press conferences and branding press conference venues, preparing press releases and holding formal and informal meetings with journalists;

• Manage specific aspects of the EADB website to ensure it is updated and interactive. Prepare and edit information for the site;

• Monitor the media on a daily basis, identify issues and trends and advise management on the appropriate action. Circulate topical media reports to management. Prepare weekly and monthly reports;

• Monitor media service providers performance in order to ensure timeliness, value for money, contractual appliance, partnership and integrity e.g. Newspapers, Radios, TVs and agencies;

• Respond to public views and information needs regarding the Bank. Draft press releases in response to issues arising in the media to protect and promote the image of EADB. This also involves developing articles or publications to inform the public of EADB’s activities or initiatives and;

• Plan, coordinate and implement the Bank’s Corporate Responsibility Programmes and other public relations related activities. Ensure appropriate publicity and media coverage of all official functions.

Minimum Qualifications and Experience

• Bachelors Degree in Communication or related fields;

• Relevant postgraduate degree in Communication, Journalism, Business or related fields;

• Minimum of five years (5) experience in public information, journalism, or communications in the financial sector at senior level and possess demonstrable capacity for leadership;

• Diploma in international relations and experience in public relations will be added advantages;

• Experience in a financial institution, multilateral organization writing on economic development, business or financial matters;

• Research and analytical skills and ability to rapidly analyze and integrate diverse information from various sources;

• Excellent writing skills and ability to prepare comprehensive and accurate papers, speeches and other presentation material;

• Up-to-date knowledge of current topics and issues and ability to identify communication opportunities and risks in a changing and complex economic, social and political environment;

• Must possess advanced technical knowledge, practical hands-on experience, highly developed technical skills to pre-empt, and to solve and manage complex issues effectively;

• IT skills to develop web–based interactive communications;

• Good presentation and public speaking skills;

• Excellent drafting and editing skills in English; and

• A good command of Kiswahili will be an added advantage.

Job Title: Head, Information and Communications Technology advertised as Manager, Information Technology (1 position – Regional Role based in Kampala- Tenure: Up to 3 years)

Reporting to: Director General

Scope

The Head of Information and Communications Technology has the overall responsibility for the effective management of the ICT function within the East African Development Bank (EADB) and for ensuring high quality ICT support in the Bank offices in East Africa. He/She will be responsible for providing technical infrastructure to support the Bank’s regional ICT structure. The Head, ICT will be responsible for supporting the determination of the Banks’ ICT requirements, systems and vendor selection, implementation and management. He/She will ensure that the Bank’s ICT resources are used optimally and that all Bank staff has the skills required to use such resources.

In particular the IT Manager will:

• Prepare strategic ICT plans , that are aligned to the overall strategic plans of the Bank, ensuring that the ICT plans reflect developments and best practice in the ICT field and enable the Bank to enhance operational efficiency and to access quality information at all times;

• Provide guidance and participate effectively in the development of ICT related strategies, policies, procedures and guidelines for the bank;

• Prepare annual work plans in line with the long term ICT strategic plans, respond to the Bank’s business plan, and draw up supportive budgets. Communicate the plan to business wide work teams and ensure the timely execution of the work plan;

• Support heads of departments, identify and articulate ICT systems requirements and integrates such requirements into the Banks’ work plans and long term ICT strategies;

• Analyse ICT requirements and develop functional specifications. Conducts comparative analysis and competitive bidding;

• Responsible for routine maintenance of software applications, photocopies, telephones and other technologies;

• Responsible for pre-empting, troubleshooting and documentation of information technology lapses and risks;

• Develop LAN/WAN infrastructure and establish a maintenance schedule;

• Identify requirements and plans for the implementation of additions, deletions and major modifications to the regional network infrastructure. Specifies security standards and ensures that they are implemented;

• Serve as Project Manager on ICT procurement and implementation projects and ensure that projects are planned and executed efficiently and that all parameters including timelines, budgets and final outcomes meet the specified standards.

• Develop, implement a business continuity and disaster recovery strategy and ensure that this is enforced. Oversee systems troubleshooting, backups, archiving, and disaster recovery and provides expert support when necessary;

• Develop specifications for bespoke systems that are developed internally or by external suppliers. Engages user departments fully to ensure that the final outcomes meet user needs fully;

• Coordinate the work of hardware/software suppliers, consultants, trainers and other ICT service providers. Ensures that appropriate contracts, service levels agreements, etc are in place and are complied with. Maintain positive relationships with the suppliers so as to ensure speedy and quality responses from them;

• Ensure that Bank’s databases, domain and website are fully operational, accessible and secured;

• Maintain all software licences in a secure and valid state;

• Plan, schedule and coordinate and review the work of support staff to ensure that they deliver quality outputs at all times. Encourages staff to remain up to date with the latest developments in the ICT field and that they apply such skills on an ongoing basis;

• Develop appropriate ICT training plans for staff and enable staff use the availed ICT resources in an optimal manner;

• Monitor the usage of ICT resources across the Bank to ensure optimal use. Isolate problem areas, design and implement timely remedial action;

• Identify areas for improvement in internal processes and propose solutions. Participate in process development exercises and ensure that all approved processes are in harmony with the existing ICT systems;

• Undertake feasibility studies for areas of computerization and provide recommendations on the same;

• Propose solutions that will address new business processes and enable the Bank to provide the new opportunities;

• Coordinate the review projects deliverables, determine technical adequacy and applications systems requirements;

• Provide technical expertise in the interpretation, implementation, operation and maintenance of the Bank software applications;

• Perform analysis, design, and technical activities, user group facilitation, internal unit testing, structured walk throughs, and compilation of design and system documentation on easily accessible media;

• Resolve technical conflicts to keep projects on schedule and in conformity with Bank’s and industry technology requirements; and

• Provide technical input for the automation, implementation, and maintenance of decision support and predictive models that support financial analysis and forecasting and applications systems of the Bank.

Minimum Qualifications and Experience

• Bachelor of Computer Science degree, ICT, Engineering or related fields;

• Possession of a relevant postgraduate degree and professional certificates such as MCSE, MCSD, CCNA, CISCO;

• Membership of a professional ICT body;

• In depth practical knowledge of operating system administration (Windows NT, Windows 2000, Windows 98, 2000, ME, XP est.), LAN/WAN infrastructure to ensure connectivity throughout the region;

• Proficiency in Microsoft Office Suit programs, common software applications, Document Management Systems as well as Oracle ERP, Oracle Financials;

• Hands-on experience with Flex Cube, PABX systems will be required;

• Familiarity with SAP and VSAT systems will be an added advantage;

• Minimum of eight (8) years experience in a professional ICT environment, four (4) of which should have been in the role of IT Manager in a busy ICT environment;

• Extensive Knowledge of banking software, working experience in a large bank and experience in systems development and analysis, change management, and process design will be definite advantages;

• Proven track record and strong Project Management experience and skills; and

• Strong innovative and analytical skills.
