Uganda ElectionsThe Citizens’ Coalition for Electoral Democracy in Uganda (CCEDU) has    all legible voters not to boycott the 2016 polls and vote for the leaders of their choice.
Speaking at the launch of the new voter campaign dubbed Votability, at Imperial Royale Hotel in Kampala the Executive Director Foundation for Human Rights Initiative who doubles as the head CEDDU Livingstone Ssewanyana asked Ugandans to always participate in all electoral processes give that such processes shape the nation’s destiny.
The chairperson of the Parliamentary Commitee on Human rights who is also the Mitooma District Woman Member of Parliment Jovah Kamateka called on all Ugandans to respect the electoral rules and guidelines if the process is to be fair and democratic.
The head of voter education in the Electoral Commission, Charles Mashate cautioned NGOs  that will be accredited to oversee the election process not to overstep their mandate but instead work as per the agreed upon rules of monitoring elections.

He is suave and debonair. Sam Rwakoojo is the Secretary to the Uganda Electoral Commission. Rwakoojo is widely learnt. He is a graduate of BA Accounting Business Admin and Economics at Mc Pherson College, Kansas United States of America (USA).

Sam Rwakoojo is also the Accounting Officer of the Electoral Commission inUganda. The secretary has served Uganda and the world at large in various organizations and capacities.

Some time back Rwakoojo was an Accountant at the following intuitions: Hope International Foundation Pasadena in USA, LACUSC Medical CenterinLos Angeles, California.

He also served as a Fiscal Analyst at LACUSC Medical Center in Los Angeles and later joined the Joint Clinical Research Center in Uganda. Sam Rwakoojo was a Member of Parliament for Rwemiyaga Countyan area currently represented by MP Theodore Sekikubo.

Opposition supporters in Jinja have this evening started celebrating after the Forum for Democratic Change candidate Paul Mwiru achieved an un assailable lead in the Jinja Municipality East by-elections.

Mwiru beat his closest rival Nathan Igeme Nabeta of the National Resistance Movement and finally wrestled the seat from Nabeta who has represented the areas for two terms.

According to results declared by the Electoral Commission, Mwiru polled 7,758 against Nabeta’s 6,057 votes, beating him with 1,701 votes.

Mwiru was last night declared winner by the returning officer, Ms Flavia Mujulizi, in the presence of Electoral Commission Chairman Dr. Badru Kiggundu and leading opposition leaders.

The other candidates in the race Waiswa Mufumbiro (DP), Osire Osinde (UPC) and Cranmer Dhikusooka (independent) got minimal votes in the voting that was largely described as peaceful.

The by-elections followed the nullification of Nabeta’s victory in the February 2011 elections after Mwiru convinced court about Nabeta’s questionable academic papers and bribing voters.

The Kampala Lord Mayor Elias Lukwago has informed court that the vote recount for the Lubaga North Parliamentary election was in total contravention of the law which renders its outcome null and void.

During cross examination, Lukwago has told the high court session presided over by Justice Kibuuka Musoke that the Electoral Commision contravened the law when it conducted the recount since the chief magistrate’s court was the only lawful entity to do the same.

Lukwago says that both the court and the EC defied and refused receipt of the high court order that had stopped the recount.

He has also said that there must have been collusion of the EC and Singh saying that the EC could not have justified the recount on the basis of irregularities it claims were committed by its own officials.

The hearing continues tomorrow.

Abdallah Kiwanuka has today represented Kasibante the petitioner while Enos Tumusiime has appeared for the EC. Simon Kabenge Tendo and Dr James Akampumuza have represented Singh.

Kasibante sued Singh Pamindah Marwahah and the EC challenging the vote recount which the high court had stopped.

The EC has declared Kasibante winner but the recount over turned the result in favour of Singh.

Kasibante now wants court to set aside Singh’s election and also compel the EC conduct fresh elections.

Former Lubaga North Parliamentary candidate Moses Kasibante has today implicated the Electoral commission for conniving with NRM’s Singh Pamindah Marwahah to overturn the outcome of the elections.

Kasibante has told the high court session presoided over by Justice Kibuuka Musoke that the actions of the duo violating the high court order together that had stopped the vote recount is a clear evidence of connivance.

Kasibante has completed two days in the dock being cross examined by the lawyers of the EC and Singh.

Enos Tumusiime represented the EC while Dr James Akamoumuza, Simon Tendo Kabenge and Fox Odoi represented Singh.

Medard Lubega Sseggona and Abdallah Kiwanuka appeared for Kasibante.

Kaibante sued Singh and the EC challenging a vote recount that over turned the earlier declared results that showed Kasibante as a winner.

Kampala High court has asked the Electoral Commission to avail the former Lubaga North Parliamentary candidate Moses Kasibante with the two sets of tally sheets used in declaring election results for the post.

This was after Kasibante’s lawyer Elias Lukwago informed court that his client had asked for the same in the two letters dated 29th March and 4th April of this year but in vain to date.

Lukwago said he needed the tally sheets the EC based on to declare the victory of Kasibante and those it premised on to declare Singh winner so that he can be able to file the necessary affidavits after examining the various polling stations where results changed.

Justice Kibuuka Musoke has adjourned the case till the 3rd to be heard expeditiously up to 17th June.

Lukwago has appeared together Abdullah Kiwanuka while Simon Tendo Kabenge represented Singh.

Enos Tumusiime and Tom Magezi represented the EC.

Kasibante sued NRM’s Singh Marwahah Pamindah and the EC seeking for court orders to declare the election of Singh null and void and also compel the EC conduct fresh elections.

In the petition, Kasibante contends that the vote recount by the EC was illegal due to the high court order that had stopped the same.

The EC has declared Kasibante winner but after the vote recount, Singh was declared winner and Kasibante’s victory annulled.

Kasibante also wants the EC and Katongole to pay costs of the petition and any other relief court may deem fit and proper in the circumstances.

The executive members of the Uganda Inter-Religious Council (IRCU) have asked the Parliament of Uganda to reinstate the presidential term limits as they were in the original 1995 Uganda constitution.

The Secretary General of IRCU, Joshua Kitakule says that for the people to respect the leadership of the government, Presidents should be leaving power before the citizens are tired of them.

 

The 8th parliament voted in 2005 to lift the two term limit for President, allowing anyone to rule Uganda for life or as long as one wants, which has in effect seen President Museveni continue to be president now reading for his 4th elected term.

 

Kitakule also say that the Electoral Commission should be reorganized to streamline the conduct of elections in Uganda. He says the Electoral Commission was put in place before the country went into political party dispensation therefore the way it conducts elections does not rhyme well with multiparty political system.

 

He says the constitution should be revised to ensure all political stakeholders are involved in the formation of the Electoral Commission so that people get confidence in elections.

 

Although the just ended 2011 general elections in Uganda were peaceful, the opposition has refused to accept the results claiming the EC works to favour the ruling party NRM and President Museveni who appoint the Electoral Commission.

The Kampala city mayoral candidate Emanuel Tumusiime has called for police to arrest the perpetrators of fraud in yesterday’s failed elections.

Tumusiime, who had cast his vote yesterday morning, says he was surprised to hear the announcement from the Electoral Commission that elections in Kampala had been cancelled due to elections irregularities and ballot boxes stuffing.

 

Tumusiime says police should investigate the matter immediately and arrest the perpetrators and the Electoral Commission disband the candidates who the pre-ticked ballots were in favor.

 

Tumusiime has also threatened to withdraw from the race if the Electoral Commission does not revise the way it is conducting elections.

 

Tumusiime a candidate from the Forum for Integrity in Leadership wonders how the ballot boxes and ballot papers which were made from abroad could have been stolen from the Electoral Commission’s custody. He says that the Electoral Commission should be investigated.

 

Peter Sematimba of the National Resistance Movement (NRM) party who the pre-ticked ballot papers were in favour has said that they are the opposition candidates who did it to tarnish his image and that of NRM. He has also asked police to arrest the perpetrators of the ballot boxes stuffing.

The flag bearer of the National Resistance Movement, President Yoweri Museveni has won the 2011 presidential election with a convincing majority.

The Electoral Commission Chairman, Dr. Badru Kiggundu will shortly this Sunday announce the full official results, but preliminary results indicate Museveni is leading with more than 68%.

The Electoral Commission says President Museveni has 68.28 per cent of the total votes  with only 550 polling stations remaining out of a total of 23,968 across the country. Dr Kizza Besigye of the Inter Party Cooperation/ Forum for Democratic Change has 26.12 per cent of the total votes so far announced. Dr. Kiggundu says 81 districts have submitted full results while 31 have submitted partial results.

Museveni must now be writing his victory speech after a hectic campaign period although all Presidential candidates have said the elections were not free and fair and witnessed massive rigging.

But The Chairperson of the Commonwealth observer’s group Dame Billie Miller who addressed journalists at Serena Hotel on Sunday said the voting and counting at the polling station levels were conducted in a largely calm and orderly manner.

She said however, there were reports of localized disturbances, such as in Sironko near Mbale, but generally the election was conducted in a calm manner. Their teams reported that many polling stations opened late, several hours late in some instances.

Museveni campaigning

In what should be a plus to the EC, Miller said that the 2011 elections were better organized than those of 2006, although voting opened late at many polling stations, an d severe disturbances were reported in parts like Sironko district where  FDC’s Nadala Mafabi was battling with Minister for the Presidency, Beatrice Wabudeya. Mafabi has beaten the NRM candidate.

Some of the people who will be smiling at this result will no doubt be the Afrobarometer research company, whose two opinion polls gave Musevenin 65percent and 64 percent respectively. Despite criticisms from the opposition that the polls were biased, the research firm maintained their poll results were professional and the voting outcome has vindicated them beyond reasonable doubt.

Of course FDC’s Besigye doesn’t agree with this, as he believes the result Musevenin was to get was orchestrated long before, with a source in government telling him before polling day that Museveni would get 67.2%.

The Uganda Electoral Commission on Monday started dispatching voting materials to different parties of Uganda as the country prepares for the Friday Presidential Parliamentary elections.

EC Chairman, Eng. Badru Kiggundu signalled off the first consignment to over 30 districts, assuring the country that the elections body was ready to hold the elections.

Kiggundu said the voting kits have been sent with heavy security and strict orders to the drivers not to stop in order to ensure they are well delivered to the respective District Returning officers and District Police Commanders who will be in charge of the voting materials till voting day.

He said a monitoring team from different political parties will be present at dispatch and arrival of the voting materials.

Kiggundu said the EC will have distributed voting materials to all Uganda’s 112 districts by Wednesday in time for the Returning officer and the District Police Commander to distribute them to different voting centres on Friday.
