Kijura town council has passed budget estimates of 383,199,853 shillings for the financial year 2010/2012 under the theme improved service delivery and sustainable development.

Presenting the budget before council yesterday the mayor kijura town council William Manyindo Nayera said that shillings 39,412,350 will be locally raised while Uganda shillings 343,787,503 will be got from the central government transfers.

The mayor disclosed that unlike the previous financial year, the town council will not have start up fund and the graduated tax compensation which he says will greatly impact on the town council operations.

He explained that the 2011/2012 budget has introduced a monthly facilitation allowance for the town council speaker and deputy mayor of shillings 40,000 and 30,000 respectively because of their day today supplementary activities to the office of the mayor.

The budget also set aside 3 million shilling for gazzeting and grading creating a taxi park and boda boda stages that will thereafter be sources of local revenue.

Uganda’s district chairpersons want government to increase their salaries for better performance and effective service delivery.

During the Local Government Annual general meeting held at Kalya Courts Maguru in Fort Portal Municipality the district chairpersons under their umbrella of Uganda Local government Association, asked the Local Government Minister Adolf Mwesige to cater for increment of their salaries because they have lager constituencies compared to members of parliament.

Richard Rwabuhinga the Kabarole district chairperson said their monthly emoluments don’t rhyme with their responsibilities and that many of them use personal cars on official duties and journeys.

Local Government leaders in Uganda are paid between 200,000 to 5 million shillings a month while MPs earn between 9-16 million shillings.

Norbert Mao the former Gulu district chairperson who also attended the extra ordinary meeting called on the ruling National Resistance Government to fulfil the chairpersons’ need if service delivery is to be realized.

Meanwhile the Local Government Minister Adolf Mwesige welcomed the idea and pledged to table it before parliament.

The one year old Kijura town council in Burahya county Kabarole district has fulfilled the dreams of its inhabitants Manyindo William the town council mayor has said.

Manyindo says that through the government program of community driven development, more people have been mobilized and encouraged on how to form SACCOs to access easy credit for their income generating activities.

Kijura town council became operation in July last year after it was curved from Hakibale Sub County.

Manyindo explains that 400 farmers benefited from the NAADS phase two program of food security and that a bigger number of farmers are to benefit after the harvest.

The Mayor adds that the town council prioritized the opening of feeder roads to enable farmers easily access markets citing Kyajumba-Nsorro road, Kamusanga-Mubali road and Nsorro-Katego road.

Manyindo says that with the help of an American company AYA, the town council has finished the construction of three wells to cab typhoid fever which had claimed a number of lives in the area.

The Kabarole district Resident District Commissioner Elijah Biryabarema has condemned the widespread shoddy works in the district which he says have undermined the District’s progress.

Biryabarema’s remarks were in disapproval of work on the Kyairumba Primary School’s playground which he inspected in Hakibale Sub County.

The RDC says the 8.5 million shillings spent on the playground does not reflect value for money since the work seems to be incomplete.

Biryabalema wants the contractor who is Maguru Construction Company to immediately repeat the work at their expense or else risk being arrested.

Stephen Kagwera the Burahya County Member of Parliament who also visited the site said that as government representatives, they are determined to fight all kinds of corruption.

Kagwera warned all contractors not to risk if they are not capable of finishing the contracted work.

Preparations ahead of the extra ordinary general assembly of the Uganda local authorities’ association to be held in Kabarole district are in high gear according to the district chair person Rwabuhinga Richard.

Rwabuhinga says that the extra ordinary meeting is to take place at Kalya courts hotel in Maguru south division in fort portal municipality.

He explains that the meeting is to be attended by all district chair persons from all 112 districts of Uganda who will be accompanied by their district speakers, chief administrative officers.

He says that the meeting will be chaired by the local government minister Adolf Mwesige who will fore see the election of new association leaders.

The south division Chairperson Herbert Mugisa has vowed to crash down all corrupt officials in the division.

Speaking during a council session yesterday, Mugisa said that his five year government will not provide room for corrupt officials and lazy fellows.

The chair person urged all councillors and technical staff to work hard towards developing south division.
Mugisa revealed that the division has a task to pay over 50 million shillings debt which was left behind by the old division government, and to solve most much needed social services to the people.

He revealed that his office has for example discovered that most water sources in the division are in a sorry state.

The Minister of Local Government, Adolf Mwesige has revealed that the government has started making exgratia payments to Local Council chairmen in different parts of the country.

He says the government has relased over 5billion shillings to district Chief Administrative officers to effect the payment to local council (LC1) chairpersons in appreciation for their work.

VILLAGE and parish chairpersons countrywide have started getting a share of the sh5b the government released early this month for their exgratia payments.

The LC1 chairpersons advise on planning and implementation of government programmes at the village level; assist in the resolution of disputes, monitor the delivery of services and assist in the maintenance of law and order in their areas.

The ministers all the 57,364 LC1 chairpersons will receive 120, 000 Uganda shillings annually in exgratia payments as appreciation and not salary. He says plans are underway to see how government can facilitate the 7,000 LC2 chairpersons in the country.

But many people have criticised the government move as likely to result in the demoralisation of other local council members who are not being given money. Each local council has nine members, at least three of them are supposed to be women in line with the country’s affirmative action guidelines.
