Uganda’s Minister of Trade, Industry and Co-operatives, Amelia Kyambadde has protested to Kenya’s ministries of Trade and Industry threatening retaliatory measures against Kenyan imports to Ugandaif the recent cash bond regulation issued is not withdrawn.

“I have been informed by theUganda business community that Kenya Revenue Authority (KRA), under notice CUS/L&A/LEG/1, has unilaterally decided on a requirement for a cash bond/bank guarantee on transit sugar and motor vehicles of 2000cc and above,” she says.

Kyambadde’s protest letter copied to the Uganda High Commission in Nairobi, warned that Kenya’s action constitutes non-tariff barrier imposed by Kenyan authorities on its transit cargo.

She says that the directive contravenes East African Community Customs Union protocol and decisions reached by the Council of Ministers in March 2012, on removal of non-trade barriers in the community.

“If Kenya needs an instrument to regulate regional trade in sugar and other products, a cash bond is not the instrument to apply,” said Kyambadde.

Uganda Revenue Authority (URA) held closed-door meetings with KRA in Nairobi last week but a mutual solution was not found.

Kyambadde says that most traders inUganda are not able to meet KRA’s new conditions especially the cash bond.

The Kampala central business district is calm, hours after traders staged demonstrations in different parts.

The protests were brought about following several days without power.

Several traders accused power distributor, UMEME of switching off power for days without any explanation on the matter.

The traders began their strike at Nasser Road; thereafter it spread to busy streets of Kikuubo, Luwum and William streets, among others.

Anti riot police was heavily deployed in the areas where the demonstrations were held, as traders held placards, protesting over the 24 hour load shedding schedule.

It has emerged that representatives of donors in Uganda secretly visited the FDC leader, Col. Kiiza Besigye on Monday night at his home in Kasangati.

Dr. Kizza Besigye at a press conference

The donors according to sources in FDC wanted to discuss with Besigye the effects of walk to work protests on the economy, government and the country in general.

The representatives of donors according to sources included those from Norway, USA, Canada, England, and Germany among other super power countries.

Besigye told the donors that he is not the one leading the strikes. He told them that the strike are being ran by a pressure group called Activists for Change and that all people who are suffering under the NRM regime are freely participating in them.

Besigye further said that the constitution of Uganda provides that citizens are free to peacefully demonstrate as long as they don’t harm people who are not participating.

Besigye narrated to the donors all the harassment the NRM government has been reportedly inflicting on opposition supporters around the country. The donors who arrived at Besigye’s home at around 5:00pm left at around 8pm.

If you thought that the man who initiated Activists for Change (A4C) is Col. Kiiza Besigye or Forum for Democratic change better read this. By the way it is not even MP Mathias Mpuuga, Norbert Mao of DP, Salaamu Musumba or members of Suubi, a pressure group from Buganda kingdom.

Muwanga Kivumbi

The real man behind the formation of A4C is Muwanga Kivumbi, the former parliamentary candidate in Butambala. We are informed that Kivumbi in the initial stages ‘invented’ A4C and sold it to UYD.

However other members of UYD/Nkobazambogo such as Busiro East MP Medard Lubega, Kampala lord mayor Erias Lukwago, and Mathias Mpuuga advised him to involve in Col.  Kiiza Besigye and other opposition parties.

Medard Lubega and Lukwago also confirm that it was Muwanga Kivumbi who initiated A4C programmes through the formation of the popular walk work protests. And the walk to work protests which started in April this year have resumed with the usual controversy.

Activists for change (A4C) has today officially announced the launch of its second phase of the walk to work campaign slated to start on Monday 17th and Thursday October 2011.

The leaders of the pressure group said today that the week long walk to work exercise will end in a massive rally at Kololo on Saturday next week.

Speaking at the launch of the campaign, A4C national coordinator, Hon. Mathius Mpuga states that this time the campaign is changed to walk for change seeking to high light issues to do with poverty, rampant corruption, economic crisis, unemployment among others.

Mpuga says that currently peasant Ugandans cannot afford two meals a day yet a small group of Ugandans in power are wasting tax payers’ money.

He also warns police not to disrupt this campaign saying the ‘walkers’ will not be holding processions. Mpuga says the exercise will be carried in different parts of the country.

Relatives of people who were killed during the April walk to work protest are demanding compensation from government.

The people who were this evening meeting the Security minister Muruli Mukasa says the children and family members who were depending on those who died are helpless because they dont have any source of income.

One of relatives Augustine Kabanda says they need to meet the president so that he fulfills the promise he made after the riots that the victims will be compensated.

Kabanda says  that they want government to take care of the widows and facilitates the education of the children who were orphaned.

They also alleged that the opposition leaders  have been calling  requesting them to take them to places where the victims were buried.

The minister promised to organize for them a meeting with President  Museveni but cautioned them not to be confused by the opposition requests.

Muluri Mukasa has also promised the nation that security agencies will be restrained from using excessive force in case of any riot to stop further deaths.

One of the relatives blamed the organizers of the protests, but also blamed the government security agencies for using excessive force that led to the death of their relatives.

The opposition Forum for Democratic Change (FDC) says it is going to revive the walk to work campaign, which rocked the country early this year.

The walk to work campaign was held in April to protest against the increasing food and fuel prices.

FDC spokesperson Wafula Oguttu says the walk to work protest had been put on hold because of the president’s State of Nation address and the reading of the national budget.

Oguttu says since the address and budget didn’t tackle the problems raised in the earlier protests, they will revive the walk to work campaign this Wednesday.

He says the Government has failed to address the concerns much as they gave it ample time to do so, thereby prompting them to re-launch the walk to work protests.

Oguttu appeals to the public to join them in this phase of the campaign against the current economic situation in the country.

The protests turned ugly as some people lost their lives, and hundreds including several opposition leaders, were arrested and charged.

The Forum for Democratic Change (FDC) President, Col. Dr. Kiiza Besigye has commended the Kasangati Grade One Magistrate, George Watyekere for acquitting him of the walk to work charges.

Kizza Besigye being arrested

Besigye was arrested in April 2011 while walking to office and charged with rioting after proclamation, incitement to violence, and disobeying lawful orders of a traffic police officer.

In his judgment today, Wetyekere acquitted the walk to work cases against the FDC boss saying that according to his assessment of the case the accused has no case to answer.

The magistrate said the prosecution led by Gladys Nyanzi had failed to adduce enough evidence to warrant Besigye to even defend himself against the accusations.

Besigye says that the rulling Watyekere made is a rear one because members of the judiciary work in influence of the government.

He has thanked Watyekere for his boldness of calling a spade a spade and dismissing what Besigye calls trumped up charges aimed at only wasting his time.

The Uganda consumers’ protection awareness association (UCPAA) has threatened to stage a national wide demonstration in protest against the increasing cost f living in the country.

Food stuffs in Nakasero Market Kampala Uganda

Addressing a news conference in Kampala, the group’s chairman Mulwanyi Taminwa said the demonstrations that will kick off on Thursday next week is meant to show their discontent over government alleged failure to address key issues affecting their economy.

Taminwa says the high cost of commodity and fuel prices, the depreciation of the shillings against the US dollar and increased power load shading which he says affecting production by local manufactures.

He says they intend to carry on with the social and civil disobedience demonstrations until government takes appropriate action.

However the police deputy spokes person Vincent Sekate says they are not aware of such plans advising them to seek police clearance for any of their planned activities.

The Bank of Uganda has in the past made several innervations before to help to strengthen the shillings against the major foreign currencies but the impact of such action have so far been minimal.
