Teachers under their umbrella association, Uganda National Teachers Union (UNATU) maintain that their industrial action still stands until the government meets their demands.

The teachers today released four conditions for the government to follow if they are to get back on duty.

Ammong the guidelines include, withdrawal of agents of intimidation and harassment towards teachers, refrain from threatening teachers with dismissal, desist from blocking practical proposals from parliament and designate a particular employment agency to act as a clearing house for teachers.

According to UNATU general secretary, Teopista Birungi Mayanja, teachers are disappointed that the government has not been able to manage the on-going negotiations with UNATU even when they knew that the new school term is starting.

 

Speaking to some of the teachers’ representatives from Lwengo, Manafa among other districts, Birungi maintains that the strike is still on as announced by the union secretary general. Teachers say many of them have reported to school but are not teaching.

The Democratic Party has threatened to sue the government if it expels teachers who don’t report for duty, due to the ongoing threat by teachers to strike.

The Prime Minister Amama Mbabazi over the weekend threatened to punish teachers who don’t report for duty at the opening of the third term.

Last term the Uganda National Teachers Union (UNATU) called for the strike asking the Government to increase their salaries by 100%.

DP president Norbert Mao says the teachers “complaints are genuine and therefore deserve thorough attention.

Mao says the matter requires diplomatic solutions like dialogue instead of threatening the teachers, the way the Government is doing.

He says the party will sue the government if it dares dismiss any teacher for failing to report on the day of term opening. Mao says that DP will trounce the Government in court like it has previously been.

The teachers who have been on strike called off the strike for a month  to give time to the committee to come up with solutions to their grievances.

The parliamentary social service committee had earlier threatened to withhold budgetary allocations until last solution is reached concerning the issue of teachers.

In a meeting between the committee and ministry, Chairperson Sam Lyomoki said the ministry’s budget will not be approved until the repository for increment for teachers’ salaries is presented.

On the other hand, minister for education and sports Jessica Alupo told the committee that her ministry alone can’t present solutions to the teachers’ grievances.

Alupo said her ministry is still in discussion with the teacher on how best to solve their issues. Alupo also noted that an inter-ministerial committee comprising the minister of education, minister of public service and minister of gender has been constituted to address teachers’ problems.
