The former managing director of the Uganda National Security Fund (NSSF), David Chandi Jamwa has been arrested by Uganda border police for trying to escape out of the country.

According to the Uganda Eastern region Police Commander Joel Agume, Jamwa was arrested today (22nd June 2010) at 3am with three other people at Eastern Uganda Malaba border post driving out of the country to Kenya. He was brought straight to Uganda Parliament amidst tight security.

Jamwa will face the parliamentary committee on of Commissions and Statutory Enteprises on tommorrow (Wednesday 23rd June 2010)

This comes after the Uganda Parliamentary Committee on Commissions and Statutory Enterprises ordered Jamwa and his former deputy Mondo Kagonyera not to get out of the country to enable the smooth start of new investigations into the mismanagement of NSSF fund.

This follows wide acts of mismanagement of the fund unearthed by President Yoweri Museveni audit probe between 2005 to 2008.

The auditors on the Museveni audit probe queried issues of the procurement of integrated management system, misuse of credit cards, procurement of stockbrokers, purchase of the controversial Temangalo land, status of Nsimbe holdings, sale of immature bonds, mismanagement of salary allowances and advances and investments of fixed deposits among others.

According to the current fund’s acting managing director, Grace Isabirye the President probe audit report has been released to Uganda Directorate of Public Prosecutions for further action

In 2008, NSSF was in the spotlight for purchasing Temangalo land belonging to a Kampala businessman Amos Nzeyi and Security minister Amama Mbabazi. The deal caused a lot of public outcry with some members of the public calling for the sacking of Security minister Amama Mbabazi.
