Uganda Communications Commission (UCC) says it recently started a five-year plan that will ensure that all people in Uganda access cheap modern communication services.
The UCC plan is dubbed; ‘Rural Communications Development Fund II (RCDF II). The chairperson of RCDF II, Dorothy Okello says the UCC plan started in 2010 and will end in 2014.

Okello says under RCDF II programme, UCC will install over 2,500 public pay phones annually in rural areas for the period of five years running.

She says UCC targets that at least 500 people will be using one public pay phone in all the rural villages of Uganda by the end of 2014.
Okello says UCC under RCDF II programme will put at least one community information centre (CIC) in each Sub County in Uganda.

She says the CIC programme will work as a profit making business for UCC providing Information and Communication Technologies (ICT) services like postal, e-mail and internet services to Ugandans.

UCC budgeted to use 175 billion shillings for the RCDF II programme through out the period of five years.
