Global Pulse is an innovation initiative of the United Nations Secretary-General on Big Data. Its vision is a future in which big data is harnessed safely and responsibly as a public good. Its mission is to accelerate discovery, development and scaled adoption of big data innovation for sustainable development and humanitarian action. Global Pulse is building a catalytic network of in-country innovation centers, which will test new tools, data and analysis, share what lessons with the global community, mainstream successful approaches for real-time impact monitoring into policymaking. The first Lab has been established in New York (Pulse Lab New York) followed by Jakarta, Indonesia and Kampala, Uganda. Pulse Lab Kampala is an inter-agency initiative of the United Nations under the leadership of the UN Resident Coordinator in Uganda. The first of its kind in Africa, it brings together researchers from Government, the UN, non-governmental organizations and private sector to explore the utility of new sources of digital “Big Data” (such as social media, mobile data, online information) and real-time analysis techniques for sustainable development and humanitarian assistance.

Key Duties and Responsibilities:  

Ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Develop and maintains the content of Pulse Lab Kampala’s communications materials;
  • Support the development of best practices and lessons learned directly linked to Pulse Lab Kampala’s goals and activities;
  • Significantly contribute to knowledge networks and communities of practice including communications repositories;
  • Manage the Pulse Lab Kampala’s email database
  • Participates in brainstorming sessions in the Lab to define activities under Track 1 and track 2.

Provides support to the monitoring of trends and latest developments relevant to data innovation and Pulse Lab Kampala’s research activities focusing on achievement of the following results:

  • Identify issues and trends of significance to Pulse Lab Kampala;
  • Actively keep track of events and conferences and statements of interest to Global Pulse and Pulse Lab Kampala;
  • Keep Pulse Lab Kampala team abreast of activities in the innovation community in Uganda.

Devise and follow a social media plan for promoting the activities of Pulse Lab Kampala focusing on the achievement of the following results:

  • Manage digital engagement with key audiences via Pulse Lab Kampala’s social media channels;
  • Develop blog posts and news content for the Global Pulse/Pulse Lab Kampala website, ensuring consistency of materials and messages;
  • Regularly monitor references to Global Pulse and Pulse Lab Kampala online including daily Twitter, reports in Government and UN documents and public news outlets;
  • Regularly monitor, analyse and share the latest developments in areas of relevance to the Global Pulse initiative, including emerging technologies for social change, mobile data collection and advocacy.

Provides support to the planning, design and implementation of internal and external strategies for communications and outreach focusing on achievement of the following results:

  • The jobholder will contribute to the implementation of Pulse Lab Kampala’s communications strategy and work plan;
  • Provide inputs for communications materials in aligment with UN Global Pulse guidelines;
  • Ensure that all Pulse Lab Kampala’s external communications have a consistent style;

Qualifications, Skills and Experience:

Job Summary: The Student Volunteer will support ongoing research projects. The position offers an opportunity to gain first-hand field management experience in an organization undertaking cutting-edge development research. The selected candidates will be based in Kampala (Uganda) and will work closely with research and field staff as well as scholars from the world’s top universities.

Key Duties and Responsibilities:  

  • Carry out literature review
  • Provide support in survey design, programming for digital data collection and oversight of field teams
  • Recruit and train field officers
  • Provide support in fieldwork implementation and oversee data collection in the field
  • Supervise the data flow to ensure quality of the data through high frequency checks
  • Support in the writing of project results for reporting purposes
  • Prepare policy briefs and coordinate policy dissemination events 

Qualifications, Skills and Experience: 

  • The applicants for the Student Volunteer jobs should hold Bachelor’s degrees (completed or enrolled) in economics, social sciences, public policy, or a related field
  • Background in quantitative research methods

  • Familiarity with impact evaluation methodologies, particularly with randomized controlled trials

Key Duties and Responsibilities:   

  • Regularly monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
  • Routinely monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
  • Carry out regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
  • Keep regular contacts with local authorities and implementing partners as requested by supervisor.
  • Serve as an interpreter when required.
  • Significantly contribute to the preparation of status and progress reports by providing info, preparing tables, etc.

  • UNHCR policies, standards and procedures are constantly and coherently applied in the area of responsibility (AoR).
  • The needs of persons of concern in the AoR are assessed and analysed in a Participatory manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UNHCR Field Associate job opportunity should have completed Secondary Education with post-secondary training/certificate in Business Administration, Law, Political Science or related field.

  • Offer support in the implementation of registration strategies and methodologies for populations of concern.
  • Carry out registration interviews when required in accordance with registration standards and guidance.

UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning issues of statelessness, as it is given a designated role under Article 11 of the 1961 Convention on the Reduction of Statelessness.

Job Summary: The Senior Protection Assistant will work in close coordination with other UNHCR staff, government, NGO partners and other stakeholders to work directly with communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. The incumbent will have direct supervisory responsibility for part of the protection and/or support staff and supports the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level. To fulfil this role the Protection Associate (Community-Based) will be required to spend a substantial percentage of her/his time working outside the office, building and maintaining networks within communities of persons of concern. The development and maintenance of constructive relationships with persons of concern that measurably impact and enhance protection planning, programming and results forms the core of the work of the Protection Associate (Community-Based). The incumbent will also support the designing of a community-based protection strategy by ensuring that it is based on consultation with persons of concern.

Key Duties and Responsibilities:  

  • Assist functional units, the Multi-Functional Team (MFT) and senior management to integrate participatory and community-based approaches in the overall protection delivery strategy and operational procedures.
  • Through relationships with persons of concern and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to the protection team. Understand the perspectives, capacities, needs and resources of the persons of concern and advise the protection team accordingly, highlighting the specific protection needs of women and men, children, youth and older persons, persons with disabilities, marginalized groups.
  • Work closely with host communities to identify opportunities for national civil society involvement in improving the protection of persons of concern.
  • Work with implementing and operational partners as well as with displaced and local communities to develop community-owned activities to address, where applicable, the social, educational, psycho-social, cultural, health, organisational and livelihood concerns as well as child protection and prevention and response to SGBV.
  • Offer support in the analysis that identifies the capacities of communities of concern and risks they face.
  • Support participatory assessments by multifunctional teams and ongoing consultation with persons of concern.
  • Offer support in planning and monitoring of programmes and budgets, with an AGD perspective.
  • Build office capacity for community-based protection through training and establishing systems for community mobilization and participation of persons of concern.
  • Support communities in establishing representation and coordination structures.
  • Ensure community understanding of UNHCR’s commitment to deliver on accountability and quality assurance in its response.
  • Serve as an interpreter in exchange of routine information, contribute to related liaison activities and respond directly to routine queries.
  • Perform other relevant duties as required.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UNHCR Senior Protection Assistant job opportunity should have completed secondary school. Additional Training courses in protection related issues.
  • At least four years’ experience
  • Computer skills (MS Office, including Excel, Word, PowerPoint, Access).
  • Fluency in English and working knowledge of another relevant UN language or local language
