uwopa-logoThe Uganda Women’s Parliamentary Association (UWOPA) has unveiled their strategy for the next two and a half years of their term of office. Monicah Amoding  who is Kumi district Woman MP and the Chairperson of UWOPA revealed to the Speaker, Rt. Hon. Rebecca Kadaga that the Marriage and Divorce Bill is top of their agenda as they start their campaign. She further informed the Speaker that the Marriage and Divorce Bill had a number of issues that cut across the board with a number of cultural restraints and this time round UWOPA has plans to hold talks with different groups to address their fears as one way of passing the a long wait waited bill into an act of Parliamen
Monicah further reveled that other areas which they will put much emphasis is Minimum Wage bill; Sexual Offences Bill; breastfeeding facilities at workplaces, as well as harassment of women by passing all the necessary laws as well implementing all laws that are in line with women rights in order to protect the rights of women that are being abuse

The Speaker Kadaga in her remarks commended the women for the right pass, and pledged that marriage and divorce bill will be given much attention in the 10th Parliament so that it’s passed into a law because it has been on the shelves for many years.

One of the clause in the Bill that requires a man and woman to share properties while separating, caused uproar especially among men who argued it was a ploy by women to grab their hard earned wealth.

Uwopa Strategic plan 2016/21 aims to increase women’s leadership and participation in decision making, economic empowerment and opportunities, improved women’s health and education among others.

UWOPA elections
The Uganda Women’s Parliamentarians Association (UWOPA), has elected Hon. Monicah Amoding, Woman Representative, Kumi, as Chairperson of the women’s body. The elections were part of the Annual General Meeting that was held Thursday, 14th July 2016 at Parliament. Hon. Monicah Amoding beat Hon. Spellanza Baguma, Woman Representative, Kyenjojo, in a tightly contested election garnering 33 votes against her closest competitor’s 30 votes.
Other contenders to the position included Hon. Elizabeth Karungi, Woman Representative, Kanungu who got 12 votes and Hon. Susan Amero, Woman Representative, Amuria with 6 votes.
“As I assured you in my campaigns, we shall see to it that we do an excellent job. My appeal to you colleagues on the Executive is for us to take UWOPA to greater heights,” Hon. Amoding said.
The other Executive Members elected include:
1.    Vice Chairperson: Hon. Norah Bigirwa, Woman Representative, Buliisa;
2.    Treasurer: Hon Dorothy Nshaija, Woman Representative, Kamwenge;
3.    Secretary General: Hon. Joy Atim Ongom, Woman Representative, Lira;
4.    Publicity Secretary: Hon, Pamela Kamugo, Woman Representative, Budaka.
Regional representatives designated to the Association include:
•    Hon. Florence Namayanja, Bukoto County, Central Region;
•    Hon. Rose Kabagyenyi, Woman Representative Kisoro, Western Region;
•    Hon. Agnes Kunihira, representing workers;
•    Hon. Margaret Baba Diri, Woman Representative, Koboko representing Persons With Disabilities,
•    Hon. Flavia Byekwaso representing the UPDF;
•    Hon. Sara Babirye Kityo representing Youth;
The representatives of Eastern and Northern regions were yet to be designated. The objective of UWOPA is to build capacity of its members to effectively ensure gender sensitive legislation. In networking with national and local government, it hopes to support the protection and promotion of women and girl’s rights in Uganda.
UWOPA was established during the National Resistance Council (NRC) in the 5th Parliament of Uganda (1989-1994) with the aim of engendering the legislative process, creating awareness campaigns and encouraging lobbying as well as advocacy, resource mobilization and information dissemination.

A number of Women organizations have today come out strongly to defend what they termed as the good record of Parliament Speaker Rebecca Kadaga which they say is being soiled by politicians unhappy about the independent way she is handling parliamentary debates.

Led y the Uganda Women’s Network, the women organsitions said the recent attacks on the speaker of parliament Rebecca Kadaga that she is corrupt are just diversionary and intended to divert the country from serious issues being handled by parliament under the leadership of Kadaga.

The women were reacting to media reports that millions of donor funds were diverted at the time   Kadaga was chairperson of FIDA Uganda.

The Chief Executive Officer FIDA Dr Maria Nassali told journalists at Parliament that the allegations that her organization lost money is not true and  such allegations were just  malicious to  tarnish the name of Kadaga.

The chairperson of Uganda Women Parliamentary Association Betty Amongi says as women of Uganda they will not allow anyone to derail Kadaga from the cause she has started.

She says it’s surprising for anyone to question the integrity of the Speaker at this time when she is objectively steering parliament and the public has big hope in her to lead the country.

Women MP under the umbrella of the Uganda women parliamentary association (UWOPA) have committed themselves to make sure that the long pending marriage and divorce Bill is passed into an act.

Addressing journalist at the common wealth resort beach  Munyonyo, the Uganda women parliamentary association chairperson Betty Amongi said that women MPs have been advocating for the passing of marriage and divorce Bill since last parliament but with the availability of a woman speaker in the 9th parliament, they will do all possibilities to make the Bill returns to parliament.

Amongi said that MPs were willing to -pass the bill in the last parliament but due to time they were unable.

She however says that this time it will be passed into law in order to provide for what she termed as fairer family relations in the country.

The Speaker of Parliament Rebecca Kadaga has cautioned women Parliamentarians to be focused as they transact their legislative roles so as to benefit their electorate.

Speaking shortly after the elections of new Uganda Women Parliamentary Association (UWOPA) executive at Parliament, Kadaga said a lot is in place to be handled by during this 9th Parliament which will only be possible with clear focus.

She pledged to allocate space to enable women speak on several issues affecting especially children and women but warned legislators against scoring points at the expense of others.

UPC’s Betty Amongi (Oyam south) was elected thee new UWOPA chairperson after she beat MP Rosemary Nyakikongoro (Sheema district) by only one vote.

Nyakikongoro was however unanimously voted as vice chairperson, Franca Akello is the new general secretary, and Grace Freedom Kwiyucwiny is publicity secretary while Margret Komuhangi was voted Treasurer.

Others are Connie Nakayenze, Emma Boona, Juliana Auma and Grace Namara as regional representatives for East, West, North and Central respectively.
