The Kyadondo East Member of Parliament, Robert Kyagulanyi Ssentamu, alias Bobi Wine has refuted the claims that his “people power” struggles have presidential intentions.

Bobi Wine said that the main issue is to liberate Ugandans from the political bondage before talking about the 2021 presidential elections is somehow ‘premature’

“When I was in the ghetto, my colleagues asked me to be the ghetto president. Some people have now started asking about whether I will contest for presidency or not. I do not want to speak about presidency for now if we have not built cohesion among ourselves,” Mr Kyagulanyi said.

In a press conference at his home in Magere, Wakiso District, Bobi Wine rectified that people power is just an ideology but not a political party.

“I strongly believe that anybody can structure themselves if they are organised and regain their liberty. Ugandans must know that this is not a Bobi Wine struggle but that of the whole country and that is why we are inspiring hope among those who feel pressed that we have the power to gain our freedom,

“I want you [Mr Museveni] to know that there is time when you are in power, and there will be time when you are out of power. You should therefore treat people the way you want to be treated when you leave power,

“A politician cares for the next elections but a statesman cares for the next generation. Be a statesman, Mr President.” Hon. Kyagulanyi remarked.

However, Mr Don Wanyama, the senior presidential press secretary, in a telephone interview with Daily Monitor described Mr Kyagulanyi’s remarks as an “empty rhetoric”.

“His remark needs to be dismissed with the contempt it deserves, and Bobi Wine should know that the decision whether Mr Museveni stays is made by Ugandans and not any other person,” he said.
Asked about the recent assassination of former Buyende District Police Commander, Muhammad Kirumira, Mr Kyagulanyi said such murders show how government has failed to plug security gaps.

“We long one day to sit on a global table as a conscious and credible nation and that is why we relate with the international community. But it is disturbing for the regime to call me a sell-out to the West,” Bobi Wine stated.

General Court Martial Lt Gen Andrew Gutti  has granted bail to Former Inspector General of Police (IGP), Gen Kale Kayihura in a court sitting in Makindye, Kampala.

However,Lt Gen Gutti, restricted him not travel beyond Kampala and Wakiso districts.

According to the chairman of the court,Lt Gen Gutti, the bail was based upon the bail application arguments by Gen Kayihura’s lawyers, that he is a serving soldier, of advanced age, he presented substantial sureties, and required urgent medical attention.

Kayihura will report to the court every first Monday of every month and not supposed to travel abroad without the permission of court and the army leadership.

Gen Kayihura is charged with aiding and abetting the kidnapping by commission, repatriating Rwandan exile and refugees and Ugandan citizens to Rwanda between 2012 and 2016.

He is also faced with charges of failing to protect war material by issuing arms to unauthorised persons including Boda Boda 2010 members led by jailed Abdallah Kitatta between 2010 and 2018.

LC 1 Elections in Nansana Municipality in Wakiso district yesterday afternoon turned into chaos and voting at many polling centers was cancelled until further notice. In several villages, voters turned rowdy, accusing some of the candidates of ferrying voters from outside villages.

The Mayor of Nansana Municipality, Regina Bakite confirmed these allegations and accused the area LC 3 Chairman, of being behind the plot. The LC3 chairman Maseruka was said to have sponsored a number of candidates in almost all the villages in the division.

“This chaos here is registered even in other villages; Maseruka (NRM) thinks he will bring hooligans to lead the people; he has disorganized these elections  right from the start by involving himself in faking voters’ registers,” Bakite said.

Police trying to cool the situation

The contest at this village was majorly between four candidates, the incumbent Harriet Galiwango, Alex Kamya, Mashudi Matovu Juma and Yonnah Sabiiti.

The genesis of the chaos began when Kamya who was allegedly sponsored by Maseruka ferried voters from the nearby villages and arrived at the polling station in coasters.

“These were from Kawanda, Nakyesanja, Kagoma and all lined up behind Kamya; we couldn’t allow such ridging of the highest degree,” said one of the voters. This annoyed voters and began beating up the electoral officials who were rescued from the venue by police.

A team of Natural Resource Conservation Network (NRCN) officials and the Police have seized 6 African Grey parrots from Entebbe at Kigungu landing site in Wakiso district.

A joint team of Police, NRCN, in collaboration with UWA, mounted an operation on Saturday 5th , following a tip off that some wildlife traders  from Kalangala are holding parrots destined to Kigungu landing site with the intention of exchanging them for money. Two suspects identified as Ssekaja Jonathan and John Kabuye were arrested and are currently detained at CPS Entebbe waiting to appear in court for prosecution. Parrots are listed under Appendix 2 of the Convention on International Trade in Endangered Species of wild flora and fauna.

According to Muhindo Labana, the media officer NRCN, the birds were found in such poor shape and condition that they had to be taken for rehabilitation at the former Zoo now known as the Uganda Wildlife Educational Center – UWEC as they carry out investigations to have the culprits apprehended.

A new project has been initiated to enable citizens in Uganda and Zambia to report suspected corruption and misuse of public funds using web and mobile tools.

The Action for Transparency (A4T) Project has built an app and website that gives the opportunity for anyone who can connect to the Internet to report on suspected corruption or mismanagement of public funds. The app/web displays financial information on how much primary schools and health centres are supposed to receive from government and provides the possibility to report any suspected misuse of public funds.

Action for Transparency is funded by Sida, the Swedish International Development Agency and is being piloted in Wakiso district of Uganda and the Lusaka province of Zambia.

Lars Tallert, the Team Leader of Action for Transparency says the Action for Transparency project combines resources from all sectors to ensure that citizens are provided with the best tools and data to report on suspected corruption and misuse of public funds.

“In order to succeed there must be a close cooperation between civil society, government and media, IT-experts and anti-corruption experts,” he told journalists on Friday at a press conference in Kampala.

“We have received much support from the Monitoring Unit of the Uganda Ministry of Finance, who are assisting us with data. We have contracted a consultant to verify the data and to make a reality check in the districts-comparing the official data with what is on ground,” Tallert adds.

The project is being implemented by Fojo Media Institute (part of Linnaues University in Sweden), Transparency International Uganda (TIU), Uganda Media Development Foundation (UMDF) and the African Center for Media Excellence (ACME).

“We have developed a website and mobile app with a database of budget allocations to schools and health centers. We are also going to carry out trainings of over 2,000 journalists, human rights activists and local government leaders for them to be able to use mobile and web tools to access, assess and communicate about budget allocations and spending in order to minimize corruption and capture of public funds,” says Peter Wandera, the Executive Director of TIU.

Wandera adds that if the concept is successful as they expect, there is a possibility to scale up the project in other districts, and in other countries.

James Kigozi, the Executive of UMDF says that the people trained will be part of our public awareness campaign planned to be launched in March 2014 and be able to track government expenditures and act as whistle-blowers by reporting any findings on the mobile app, website and on the project’s facebook page, as well by sms to 0755582134 or calling 0412532083.

The ministry of health has often explained that its only working with that of defence to upgrade the hospital in Wakiso district.

However, the local leaders in Wakiso district are opposed to the move which they say will greatly affect health service delivery.

The group led by Wakiso district chairman had insisted on staging a peaceful demonstration to draw government’s attention to the matter, but they have been dispersed by police at Leisure park in Kitoro.

Earilier the police commanded by the Regional Police Commander Kampala South Micheal Mugabi  advised organisers of a demonstration asking them to postpone the event to a date after November 2.

The police said the protest would clash with National Water and Sewerage Corporation activities to mark 40 years of service.

They have now arrested the leaders of the group who include the Wakiso district Chairman Lwanga Bwanika.

The hospital, which borders State House Entebbe gate, however remains open to the public with business going on normally.  Calm is slowly returning to the town.

The Police is to deploy 200 police officers in the areas of Kakiri, masulita Namayumba and kikandwa  in Wakiso district where there have been gruesome murders.

The Kampala metropolitan police commander Andrew Felix kaweesi while addressing residents and local leaders in these areas  says, that the officers   will help in investigating  the ongoing crime in  Wakiso  district and  the surround areas.

He adds that  other  officers will be working with  local communities to identify  the   suspected criminals  in the areas.

Just last week , three people were killed in  kakairi by un identified people .

Mean while the residents have   asked  the commander to  elevate the  kakiri police  post  to  a police station and  ensure that security is beefed up in the area.

Local leaders in Wakiso district have vowed to block the planned take over of the Entebbe Grade A hospital by State House.

The leaders led by the Wakiso district chairman Matia Lwanga Bwanika have threatened to mobilise residents to demonstrate on Monday next week if govt does not reverse its plans.

Bwanika says the planned take over of the hospital will greatly affect health service delivery.

The hospital, which serves an estimated 6,000 people, in the districts of Wakiso, Kalangala, Masaka and some parts of Kampala borders State House Entebbe gate, which according to State House could compromise security.

The government reportedly plans to take over the hospital on November 1st and turn it into a health facility for State House staff and security personnel.

The leaders are demanding that the gov’t makes a commitmnet to construct a fully fledged hospital to ensure continued service delivery before Grade A hospial is taken over.

It is however not yet clear if another hospital is going to be built in Entebbe to provide the health services to the residents.

Deep sorrow and shock fell on the members of Wakiso district council as two members of the district council, a male and a female collapsed and died under mysterious circumstances on the same day over.

The members were Dorris Nalwadda, a youth councilor and Emanuel Bukenya, an LC5 councilor representing Mutundwe and Bunamwaya parishes to Wakiso district councilor. What surprised people most is that one of the councilors was a member of the Democratic Party (DP) and the other one, a female was from the National Resistance Movement.

The doctors are yet to establish what killed the two members of the district council. But we have been told that Nalwadda Dorris will be buried in Lwengo district while Bukenya in Mitala Maria on Kampala Masaka road.

The Uganda government chemists stationed in Wandegeya Kampala have established that the blood-stationed clothes police recovered in Busabala shrines in Central Uganda district of Wakiso were for human beings.

The Uganda police discovered blood stained clothes, marijuana, herbs and fetishes during the search of traditional shrines in Busabala, Wakiso district. The search was led by the Inspector General of Uganda Police, Kale Kayihura.

The doctors in Wandegeya say the blood on clothes is for human beings although the witchdoctors police arrested during the operation still insist that it was for animals.

The development comes at a time when Uganda police have suspended the activities of traditional healers in Busabala and other areas of Kampala Metropolitan Region because of increasing incidents of human sacrifice.

Recently, Uganda Police discovered a mutilated body of unidentified man in Wakiso district. Police arrested suspected witchdoctors which the Uganda Police chief Kale Kayihura says will be charged with murder.

People in Uganda are increasingly consulting the services of traditional doctors to look for wealth, solve family problems and heal diseases among others. Sometimes the traditional doctor’s demand for bodies of human beings leading to increased cases of Human sacrifice in the country.

Uganda police chief recently formed an Anti-Human sacrifice department in the Uganda police force to reduce the practice.
