The Uganda Red Cross Society has distributed essential household items to 312 households displaced by floods in Ntoroko District, Western Uganda.

The distribution through URCS Bundibugyo branch followed a vulnerability capacity assessment in the affected sub counties of Butungama and Bweramule.

According to the spokesperson Uganda red cross Catherine Ntabade 19 households remain camped at Masaka Primary School and five at Budiba .

She adds that accessibility to Bweramule Sub County is still by a canoe.

More than two years after Aswa MP Reagan Okumu raised the issue of top UPDF officers being from one region, western Uganda on the floor of Parliament, the top leadership of the Uganda People’s Defence Forces as well as the Special Forces Group, formerly the presidential guard brigade, remains dominated by officers from western Uganda.
The Army leadership previously explained that the top command of the UPDF – of whom five out of six generals, four out of six lieutenant generals and 12 out of 19 major generals all come from westernUganda – is an accident of history, which brought together like-minded people to join the National Resistance Army in 1981.
However, the command of more recent structures in the army continues to show the same pattern, despite the officers being younger recruits who joined the UPDF long after it took power in 1986. For instance, the Special Forces Group has none from Karamoja among its 64 top leadership, who include commanders, directors, operations, intelligence, and others.

Of the 64, only two come from north (includingWest Nile), three from the east and four from central region. The other 55 all come from westernUganda. The SFG is mainly responsible for the protection of the President. The Constitution requires the UPDF to be national in character, meaning recruitment; training, promotion and placement should reflect diversity ofUganda’s tribes.

Although recruitment is done openly countrywide, analysis shows the need for reforms and deliberate efforts to ensure that the army’s top positions reflect a national character. In an e-mail response on regional imbalance in SFG, Capt. Edson Kwesiga, the spokesperson, said: “UPDF recruits into the army basing on set standards such as age, level of education, fitness, among others.” But his explanation left many people wondering whether the people from westernUganda are fitter than those from Northern, Eastern or centralUganda. To be sincere, the people from northern and EasternUganda are more energetic than any other people inUganda.

Hundreds of people in Kampala have called in radio talk shows wondering how the former Kampala Capital City Authority (KCCA) director; George Agaba, a person facing murder charges could be released on bail pending trial and his co accused, and a guard Santos Makmot remains in the prison.

Some of the callers wondered whether Agaba is out because he is a son of Sam Kutesa, the minister of Uganda for Foreign Affairs or it’s because Agaba is a member of NRM and comes from western Uganda. Most of the callers requested the court to take back Agaba to Luzira prison.

The Nakawa High Court Judge Faith Mwondha granted Agaba bail on Thursday two months since he was remanded in Luzira prison over murder. Agaba is supposed to report to the Chief Magistrates Court every two weeks. Justice Mwondha gave Agaba bail on grounds of ill-health in connection to spinal sickness and his former body guard, Makmot Santos remained on remand.

Agaba was remanded to Luzira prison on January 31 in connection with the botched demolition exercise in Kampala in which one person was killed and scores injured.

Jobs are scarce in most parts of the world. In countries like Uganda, South Africa and some parts of Europe getting a job is as hard as passing through the hole of a needle. Our reporters to day bring you the problems job seekers in Uganda go through. For purposes of being accurate, we have allowed job seekers to tell you their own experience.

John Lwanyaaga: I have a degree in mass communication from Makerere University, but one day I applied for a job in European Union (Uganda) and I merged out the best.  I was promised to start the work a week after. But in the mid of the week I received a call that instructed me to give it two more weeks. At the end of two weeks, I received no reply and I decided to go there. I got the shock of the day when another person from the ruling tribe was working in my place.

Jane Nakazibwe: I hold a degree in community psychology from Makerere University.  Some employers/interviewers demand sex before they give us the jobs. This happened to me when one day I applied for a job in one of the companies owned by Indians in Kampala. An Indian told me that I qualify for the job but I had to first fall in love with him if I needed the job. I told him that I was, married the man refused. And I needed the job so…

Grace Nabagulanyi: I have a degree in business administration from Nkumba University. I had to bribe to get a job. I am working in one of the beverage companies in Uganda. The people who were on the interview panel told me that the job would be there for me only when I gave them one million shillings-my dad sold his two cows and I got the job.

Robert Musiime: I don’t have a job yet I am a graduate of Social Work and Social Administration from Makerere University. I have failed to get a work because to get a job in Uganda one needs to have links with the ruling government or to be from western Uganda where president Museveni comes from.

Members of the opposition Activists for Change pressure group are planning to take their walk–to- work protests and anti government rallies to Rwakitura, the district where Museveni’s upcountry home is located.

Intelligence reports indicate that A4C is to spread anti government crusades in westernUgandain a bid to discredit Museveni’s government.

The A4C coordinator, Matthias Mpuuga confirms that they are preparing to storm western Uganda starting with Rwakitura and Mbararar sensitizing the masses there on the economic situation and their rights.

However we have been told by a source in government that statehouse has directed police to ensure that such rallies don’t take place in Mbarara.

In our first news report we told you that FDC has branded some of its MPs in the Uganda ninth parliament as rebels. The rebel MPs in FDC we are told are those FDC members who criticise the party president Col. Kiiza Besigye whenever he goes wrong. Like in NRM, Besigye doesn’t want people to challenge him even when he makes an open mistake. In our first issue we told you that some of the rebel MPs in FDC are Reagan Okumu, Nabillah Sempala and Geofrey Ekanya of Tororo Municipality.

Besigye’s camp in FDC reportedly started witch-hunting Okumu and group in February last year after the general elections.  The problem of FDC rebel MPs started when they asked Besigye to quit politics after he lost the presidential bid thrice.

Okumu and group reportedly told Besigye to step down and get replaced by a person who doesn’t come from western Uganda where Besigye and Museveni hails from. In what looks like a punishment, Okumu was dropped as chairperson of the committee on Commissions, Statutory Authorities and State Enterprises. He was also dropped from the shadow cabinet.

Ekanya was also dropped from the post of chairperson of the Local Government Accounts Committee, a post he held in the 8th Parliament. Nabillah too is witch-hunted because she supported Okumu’s proposal to have Besigye out. In retaliation the FDC rebel MPs have also vowed not to support party activities.

The government of Uganda has awarded  to Tullow Oil Company an oil production license for 400 million barrel kingfisher oil well found in western Uganda worth 1.5 billion US dollars.

The long waited move will see a resumption of production activities in the Abertine Graben that had halted due to the expiry of Heritage Oil and Gas’s (which sold to Tullow) prospecting license and failure to apply for a production license.

The government and Tullow oil have signed the production sharing agreements for  kanywataba and pakwach basin oil wells  in Lake Albert rift Basin.

The oil production sharing agreements were signed by the minister of Energy and Mineral Development Irane Muloni on half of government and Tullow Oil Company General Counsel Graham Martin at the ministry of Energy and mineral Development.

Muloni said that in this new agreement Tullow will partner with Total and CNOOC  each having share holding of 33.3%to avoid monopoly of Tullow in oil Uganda’s production.

The move might not go well with some MPs and civil society organisations who had wanted the government to delay the signing of the oil production license until investigations into the oil sector are complete and a new oil and gas law is enacted.

Muloni however says that she will table the new oil and gas bill before parliament when it resumes its work next week so as oil laws are in place to apply them to open up competition in the oil industry.

The government of Uganda hired Swiss Engineering and Construction company Foster Wheeler Energy Limited (FWEL) in early 2011 to undertake a study of Uganda’s oil potential. The key goal of the assignment was to advise the government on whether to strategise on constructing a refinery or an oil pipeline to export crude oil.

According to the Ministry of Energy and Mineral Development, the study was is in line with the objective four of the National Oil and Gas Policy for Uganda of promoting valuable utilisation of the country’s resources.

The aim of the study, among other things, was to recommend the optimum size, configuration, location, cost and financing options of the refinery, the attendant infrastructure and market for the refined products, as well as preliminary environmental assessment of the possible impacts of refinery development.

Foster Wheeler successfully completed the study and presented a report to the Ministry of Energy and Mineral Development in August 2010.

It is by now no secret that the study recommended that it would be more viable for Uganda to build an oil refinery, with a 150 000-bl/d refinery facility in Uganda suggested.

The study followed pressure from many oil companies preferring Uganda to use the Kenyan refinery in Mombasa to process the oil from western Uganda.

Other than the technical benefits of avoiding transporting heated crude over such a long distance from western Uganda to Mombasa, the consultants pointed at the direct employment opportunities that will accrue from the refinery, saying it will boost Uganda’s economy by saving over $1bn annually.

The study report weighing the different options as well as the investment opportunities in either options is the key document on Uganda’s oil industry. No wonder the government is selling a copy of the report at more than $150,000 and you have to sign an agreement not to divulge the contents there in.

The era of each LCI village council across the country to print its own stamp or stamps is soon coming to an end. This is because many LCI executives have been abusing the right given to them to make their own stamps.

Many LCI executives especially chairpersons, vice chairpersons, and secretaries have been holding different stamps for the same village council. This has made them to sell property for more than once.

The habit of LCI chairpersons or members to sell plots of land more than once is so rampant in Buganda region and some parts of western Uganda .

However the issue of LCI executives of the same council holding different stamps has reached the ministry of local government. So the local government minister, Adolf Mwesigye says that the ministry is planning to use sub counties, divisions, town councils and municipalities each to print official stamps for LCI executives.

Being in power, the ruling government is not taking Col. Kiiza Besigye and his FDC activities and support lightly.

We have been told that the National Resistance Movement (NRM) working hand in hand with intelligence networks have embarked on conventions in Ntungamo and western Uganda in general aiming at sensitizing the people there not to join riots and anti government activities organised by FDC. This comes after a CIM report indicated that some FDC members were secretly mobilizing the people of western Ugandan to rise up and vividly oppose Museveni’s 26 year old rule.

We hear that the conventions organisers have been fully facilitated and the attendance wherever they go is promising. A source in CIM has told this journalist that NRM has already mobilized the people of Rukungiri, Bushenyi, Ntungamo and Kanungu districts among others not to oppose the government.

Another source at the NRM head offices in Kampala tells us that they have mainly targeted LCI chairpersons, NRM mobilizers and opinion leaders to help the ruling party curb the anti government influence being spearheaded by Besigye and his FDC activists in western region.
