The new Forum for Democratic Change (FDC) party president Patrick Oboi Amuriat has made changes within the party in which  Winnie Kizza has been sidelined as leader of opposition in Parliament.After Kizza’s two year service, the president has resolved to replace her with Gulu Woman MP Betty Aol Ochan.

In a Press conference convened at the FDC party headquarters in Najjanankumbi, Oboi said that the changes should not be treated as political persecution for those who did not support his party presidency against Gen Mugisha Muntu but for the wellbeing of the party and the well being of their struggle to rid the country of the dictatorship that continues to torment Ugandans.(The Observer, August 4, 2018)

He added that the reshuffle is not in anyway connected to a reaction to the party’s dismal performance in the recent municipal elections.

New leader of opposition, Betty Aol Ochan

Similar changes were also made in other positions like the Kawempe South MP Mubarak Munyagwa replaced Abdu Katuntu as the new chairperson of the Committee on Commissions, Statutory Authorities and State Enterprises (Cosase) while Rubaga North MP Moses Kasibante is the new Cosase vice chairperson, replacing Bukedea Woman MP Anita Among.

However, the Kiira municipality MP Ibrahim Ssemujju Nganda was retained as the opposition whip in parliament. He will be deputised by Bukonzo East MP Harold Tonny Muhindo who takes over a post hitherto held by Rukungiri municipality MP Roland Mugume Kaginda who has been nominated as a member of the Inter-Parliamentary Union (IPU).

Francis Mwijukye was positioned as a parliament commissioner, dropping Dokolo Woman MP Cecilia Ogwal and nominated Mukono municipality MP Betty Nambooze as a representative at the Commonwealth Parliamentary Association (CPA), Busongora North MP William Nzoghu as a Pan African Parliament (PAP) representative while Mbale Municipality MP Jack Wamai Wamanga is sent to represent FDC at the African Caribbean and Pacific Parliament (ACP).

Further, Amuriat appointed Budadiri West MP Nathan Nandala Mafabi as the new chairperson of the Public Accounts Committee (PAC) and Chwa West MP Okin P.P Ojara as his deputy.

These now replace Soroti Woman MP Angelline Osegge and Ntungamo Municipality MP Gerald Karuhanga who have been serving as PAC chairperson and vice chairperson respectively.

Agago Woman MP Franca Judith Akello is appointed new chairperson of the Local Government Accounts Committee replacing Aswa County MP Ronald Reagan Okumu. She will be deputized By Kilak County MP Gilbert Olanya, who is replacing Chwa West MP Okin P.P Ojara.

Obongi County MP Hassan Kaps Fungaroo is maintained as chairperson of the Government Assurance Committee deputized by Nakawa county MP Michael Kabaziguruka who is replacing Kawempe North MP Latif Ssebaggala.

Members of Parliament from Kasese have warned government against splitting the district to create three proposed additional districts saying the move could further escalate the existing insecurity in the area.

The latest development comes at a time when elders from Kasese are reportedly spearheading the split of the district into three new districts namely; Bwera ,Hima and Kikolongo.

However, Kasese Woman MP Winnie Kiiza together with others ; MP  for Busongola North  William Nzoughu ,Bukonzo West MP Atkins Katusabe ,Kasese Municipality MP Centenary Robert ,MP for Bukonzo East Harold Muhindo and Busongola South MP Jackson Mbajju say that accepting the split of kasese district will  escalated insecurity in the area.

The MPs expressed their dissatisfaction about the plan during a meeting that they held at Parliament last week and vowed to fight the people planning for such a move.

According to the MPs, the proposal to have more new districts in Kasese is being fronted by the haters of Obusinga bwa Rwenzururu.

Kiiza who is also the Leader of Opposition in Parliament (LOP)said that people advocating for the new district are enemies of peaceful co-existence because this move will make the area suffer more tribal clashes.

William Nzoughu attacked the Resident District Commissioner of Nakasongola district, David Mutahunga and one Bamusedde Bwambale both from Kasese for posing as the elders spearheading the curving out of new districts.

He said such individuals harbor selfish interests for the politicians who lost in the last general elections.

Nzoughu charged that no one will make Kasese split without a resolution of a district council.

The parliament of Uganda has agreed to set up a select committee to investigate operations of the national energy sector.

The committee whose members are yet to be named will among others investigate the funding of the thermal power generation project.

Kampala Central MP Muhammad Nsereko tabled before Parliament the motion seeking parliamentary approval to probe the energy sector.

He told fellow legislators that the underhand dealings in the energy sector require a comprehensive probe by a committee of Parliament.

With support from MPs Katooto Hatwib, Cerenah Nebandah and Opposition Chief Whip Winnie Kiiza, the legislator highlighted the need for proper accountability on funds spent by government on subsidies to the energy sector.

In April 2011, Parliament approved 92 billion Uganda shillings as supplementary expenditure for the energy sector.

MPs are enraged by the current power rates and the rampant load shedding that has grossly affected the economy.

The probe follows a standoff between Parliament and the joint Finance and Energy Ministries over a 61 billion shillings subsidy for the thermal power subsidy.

The funds earlier blocked on the floor of Parliament have been blocked by the Parliament joint committees on budget and natural resources.

A report of the Parliament Budget committee noted that the funds would enable government partially offset outstanding arrears amounting to 207 billion Uganda shillings.

Tim Lwanga the chairperson of the budget Committee told Parliament that it would be irregular for Parliament to approve the expenditure of 61billion Uganda shillings over and above the funds provided for in the ministry budget.

State Minister for Finance Aston Kajara told Parliament that government requires 455 billion Uganda shillings to offset the total power subsidy for the 2011/2012 financial year.

The funds he said are urgently required  to subsidize thermal power generation until Bujagali hydro electricity power plant whose operations have been  pushed to October 2011 becomes operational
