Uganda Taxi Operators and Drivers Association (UTODA) have started investigating circumstances under which a tax driver in New Taxi Park gave keys of a commuter taxi to a mentally ill man, identified as Robert Mukiga on Monday evening.

Police arrested a madman while driving a taxi registration number UAN 686A along Portbell road in Kampala.

The madman reportedly left Butabika hospital in March 2010.

The National chairperson of UTODA, John Ndyomugenyi says their association will punish both the driver and the owner of the taxi.

The driver who gave out the car to a madman says he had no skills and capacity to asses the mental health of his fellow driver.
