According to the statement from the ministry of public service, the shortlisted candidates will be subjected to tests on 2rd and 3rd October 2.

“The following applicants have been shortlisted for competence-based written tests for the position of permanent secretary at Audit House, Office of the Auditor General, Conference Hall,” a notice signed by Dr John Geoffrey Mbabazi, the secretary to PSC, read.

Mr Patrick Ocailap, the deputy secretary to the Treasury, Mr Joseph Oriono Eyatu, commissioner in charge of rural water at the ministry of Water and Environment, Mr Moses Watasa, a commissioner at the ministry of ICT, and Mr Samson Bagonza, an employee of ministry of Works, are among those shortlisted for the positions.

It has been President Yoweri Museveni‘s duty to appoint and reshuffle the permanent secretaries across ministries, with the last mass transfers and appointments done in 2016.

Job Title:     Senior Programme Officer TB/HIV

About US:

The Ministry of Health (MoH) has received funds to support a five year Cooperative Agreement (CoAg) with the United States of America Centers for Disease Control and Prevention (CDC). The Cooperative Agreement will support HIV prevention, care and treatment policy development, strategic information and the current National Laboratory Strategic Plan. The MOH intends to use some of the resources under this assistance to support several technical positions in the AIDS Control Program (ACP), Central Public Health Laboratories (CPHL), Resource Center, and National TB and Leprosy Program (NTLP) to execute the function of policy formulation and monitoring implementation. The staff to be recruited under this support will be contracted by the MOH under the support received from CDC through the CoAg. The contracts are initially for one year with a provision for annual renewal up to four years subject to availability of funds and satisfactory performance of the staff.

Job Summary: The Senior Programme Officer TB/HIV will provide technical leadership and strategic direction in the development and implementation of HIV&AIDS Care and Treatment Program

Key Duties and Responsibilities:  

  • Managing the development, review and ensuring compliance to policies, plans, strategies, guidelines and standards for HIV&AIDS Care and Treatment Program
  • Providing technical guidance and leadership in business and operational planning and budgeting for HIV&AIDS Care and Treatment Program activities
  • Coordinating and providing technical support to a broad portfolio of implementing partners, districts and facilities that provide for HIV&AIDS Care and Treatment Program services.
  • In charge of promoting and enhancing Public Private Partnerships and collaborative linkages between the local Governments, Non-government Organizations and communities.
  • Offering technical support to research initiatives for HIV&AIDS Care and Treatment Program
  • Coordinating capacity building and development activities targeting districts, facilities, and other health workers at various levels.
  • In charge of monitoring and evaluation of program implementation.
  • Managing staff performance and ensuring achievement of set targets
  • Oversee the development of periodic reports and submission to relevant authorities

Qualifications, Skills and Experience: 

  • The ideal candidate for the CDC Senior Programme Officer TB/HIV job placement must hold an MBChB degree or equivalent from a recognized University
  • Possess a Master’s Degree in Medicine or Public Health or Epidemiology from a recognized university
  • Possession of a post graduate qualification in management, project planning and management would be an added advantage
  • Possession of a fellowship in HIV&AIDS or infectious diseases is an added advantage
  • A minimum of nine years relevant working experience managing HIV&AIDS programs at national or regional level.
  • Demonstrable knowledge and skills in managing HIV&AIDS programs
  • Broad knowledge and understanding of current national and global trends for HIV&AIDS policies and practices.
  • Demonstrated leadership and supervision, team work, networking, communication & writing skills
  • Familiarity with commonly used computer packages e.g. Microsoft Word, Excel, Power Point and Internet
  • Demonstrated knowledge of strategic planning and understanding of the strategic direction of MoH and of PEPFAR programmes.

The United Nations Development Programme (UNDP) in collaboration with the Ministry of Gender, Labour and Social Development (Responsible Party), Ministry of Water and Environment (Lead Implementing Partner) and other Stakeholders are implementing Inclusive Green Growth for Poverty Reduction Programme, 2016 to 2020.

Job Summary: The Project Finance and Administration Officer will provide administrative and finance support to the project implementation and Project Focal Contact Manager to ensure effective running of the project management unit. The incumbent is responsible for all administrative (contractual, organizational and logistical) matters under the project and provides necessary assistance to Project Management Unit in the implementation of day-to-day project activities. The jobholder provides all necessary support to the Project Team in the implementation of the project in accordance with the UNDP procedures, including financial-administrative aspects of the Project implementation.

Key Duties and Responsibilities:  

  • Provide support in administrative issues to ensure the effective running of the project management unit;
  • Drafting project correspondence and documents;
  • Preparing draft job descriptions, vacancy announcements, compiling matrixes in consultation with UNDP Project Team, Implementing Partner and Responsible Parties;
  • Under Project Manager’s coordination providing services for performance evaluation review of project personnel.
  • Providing administrative and financial consultations to the recipients of funds supporting local initiatives for timely submitting of good quality financial reports, required by UNDP rules and procedures
  • Undertake timely preparation of accountabilities with supporting documents on project funds advanced to MGLSD.
  • Provide proper accounting to the project by controlling the supporting documents for payments and reviewing financial reports from Local Task Coordinators in Brest and Grodno regions, Grant manager, Ecotourism Advisor, sub-contractors and sub-recipients;
  • Prepare and submit payment requests with proper support documentation to UNDP
  • Provide necessary financial and logistical support to the PM and project consultants in conducting different project activities.
  • Collect and keep files of project documents, expert reports and ensure general circulation of documents;
  • Maintain the project’s disbursement ledger and journal;
  • Provide financial monitoring and reporting focusing on achievement of the following results:
  • Offer financial support to ensure an effective running of the project management unit in compliance with UNDP rules, regulations and policies of financial activities, financial recording/reporting system;
  • Provide follow-up on audit recommendations (including GoU Audit recommendations);
  • Implement effective internal controls and ensure proper functioning of a client-oriented financial resources management system due to the UNDP and GoU procedures;
  • Contribute to preparation of periodic financial reports required by relevant national and/or donor procedures for project, donors, government and other parties involved in implementation and funding of activities clue to the UNDP and GoU procedures;
  • Interact with UNDP to request funds transfer, verify financial reports, budget revisions;
  • Provide financial monitoring over project commitments and expenditures, and assist the PM in assuring proper project delivery;
  • Regularly interact with sub-recipient organizations in facilitation and preparation of the financial reports and other related documentation, directing and consulting of sub-recipients on proper reporting tools;
  • Draft documents for comprehensive evaluations in line with relevant UNDP/GoU and national procedures;
  • Draft project budget revisions;
  • Assist in procurement of services and goods under the project. 

Qualifications, Skills and Experience: 

  • The applicant must hold an Honor’s Bachelor’s Degree in Business Administration, Social Science, Social Work and Social Administration Development Studies BBA and B Com (Management)
  • Post-graduate Qualification in Project Planning, Business Administration or Finance is an added advantage
  • A minimum of four years of relevant Project Planning and Management experience;
  • Excellent finance and budgeting skills;
  • Working knowledge of UNDP rules and regulations is an advantage;
  • Self-development, initiative-taking;
  • Acts as a team player and facilitating team work;
  • Outstanding analytical, organizational and administrative skills;
  • Remains calm, in control and good humoured even under pressure;
  • Demonstrates strong oral and written communication skills.

MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:

Applicants should be Ugandans holding an Honours Bachelor’s Degree in either Social Work and Social Administration or (Arts or Social Sciences with Personnel Management as one of the subject) plus a minimum of a Post Graduate Diploma in Occupational/Organizational Psychology from a recognized University/ Institution.
OR
An Honours-Bachelor’s Degree in Psychology or Occupational/Organizational Psychology plus a minimum of a Post Graduate Diploma in Human Resource Management/Development from a recognized University/Institution.

Applicants should at least have nine [9] years relevant working experience, three [3] of which should have been gained at the level of Principal Officer or equivalent relevant level of experience from a reputable organization.

He/she should have working experience in developing examination databank, designing administering and managing selection examinations and tests.

DUTIES:
The incumbent shall be responsible to the Commissioner/Boards and Examinations for performing the following duties:-

• Designing and administering selection and promotional instruments.

• Developing and issuing schemes of examinations/selection instruments for Health Service.
• Developing and managing examination databank.
• Training and retraining examination panel when need arises.
• Providing technical support and guidance to District Service Commissions whenever required to do so.
• Liaising and collaborating with other examination/selection and professional registering associations/Boards.
• Supervising, coordinating and developing the staff of the examination section
• Any other duties as may be assigned from time to time.

• Heading the Virology Section of the Laboratories.
• Supervising and handling the diagnosis of plant virus problems on plant/plant products and imports.
• Supervising the green house attendants to manage the plants.
• Supervising the safe disposal of virus infected plants.
• Cataloguing the virus infections infecting plants in Uganda to be used to compile a crop production handbook.

• Advising on the types of antibodies to be assembled in the laboratory for use in different virus detection systems.
• Being part of the National Task Force that provides technical back-up in control of pest epidemics in Uganda.
• Conducting pest, viruses, weeds and disease surveillance with emphasis on virus plant problems.
• Liaising with national and international research organizations to harness techniques that work in Uganda.
• Linking with research system on control of weeds.
• Any other duties as may be assigned from time to time.

Role Assisting in the formulating and reviewing of national policies and strategies for the water sector and sanitation sub-sector in relation to ground water.

MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:

Applicants should be Ugandans holding an Honours Bachelor’s Degree in Geology plus a minimum of a Post Graduate Diploma in Geology from a recognized University/Institution.

Applicants should have a minimum six (6) years working experience in the field of Ground Water Development in Government or equivalent relevant level of experience from a reputable organization. Experience in working with Local Governments is an added advantage.

He/she should possess well developed communication and interpersonal skills, leadership and management qualities.

DUTIES:
The incumbent will be responsible to the Assistant Commissioner for performing the following duties:-

• Assisting in the formulating and reviewing of national policies and strategies for the water sector and sanitation sub-sector in relation to ground water.
• Assisting in the formulation of national plans and project proposals for water sanitation.
• Providing technical advise and support to local governments and private sector actors engaged in the management of ground water resources and provision of water and sanitation services. • Analyzing, compiling and consolidating of data and reports on ground water development for the water and sanitation sub-sector and preparing quarterly, half-yearly and annual report for the sub-sector. • Coordinating the development and management of information system (MIS) for ground water development and sanitation sub sector and ensuring that it is properly maintained and is in operational at all time. • Facilitating the development of materials for recommendation, promotion and public awareness campaign and dissemination of ground water development activities. • Participating in preparation and consolidation of the water and sanitation annual and quarterly plans and budgets. • Collaborating with the sector social scientists to ensure that gender concerns are incorporated in all ground water development activities. • Fulfilling of the administrative role of the lead of section which may include but not limited performance appraisal of staff and coaching, mentoring and training of sub-coordinate staff. • Any other duties as may be assigned from time to time.
