CP Fred Enanga has on Wednesday been handed his office by the outgoing Police Spokesperson Emilian Kayima.

The Inspector General of Police Mr Okoth Ochola announced the changes on January 12 asserting that Kayima is dropped to the post of office of Political Commissar.

Commissioner of Police Fred Enanga will be deputized by SSP Polly Namaye. SP Onyango will now act as the Kampala Metro Politan Police Spokesperson.He will be assisted by Luke Owesigiire.

New Police spokesperson Enanga served in the same post before being dropped with his deputy in 2016 by former IGP Kale Kayihura replaced with the late AIGP, Andrew Felix.

The minister for Trade and Industry Amelia Kyambadde says that government is considering Airlifting Ugandans from South Sudan following the latest conflict that has left nearly 272 people killed, including Ugandans. Kyambadde says that government is consulting South Sudan to find a way of rescuing Ugandans from the renewed fighting in this country which has claimed hundreds of lives.

She however says that some traders in the country have been reported hiding so as they are not rescued from the conflict. She says that the traders who don’t  want to return from South Sudan claim that its within such situation where they can make much money. She also said that the Ugandan government should find ways of stopping such fighting in South Sudan since this young country is one of Uganda’s export market.

The fresh fighting between South Sudan’s biggest ethnic groups – the Dinka, led by President  Salva  Kiir, and the Nuer, under the first Vice-President Riek Machar  comes at a time when the East African Community  was contemplating to send its team of officials to assess the level of readiness of the conflict-torn country to integrate with EAC after its admission into East African Community on March 2rd  and signing of an Accession Protocol by President Salva Kiir in Dar es Salaam in April this year.

Furthermore Ugandan businessmen intending to travel to South Sudan have been urged by Police to wait until the current crisis is past. Addressing the media at the police headquarters in Naguru this afternoon, police spokesperson Fred Enanga revealed that the situation is very unstable and unsafe for Ugandans intending to travel.

Enanga also revealed that they have so far recovered two bodies Dr. Ben Kyandika a pharmacist and Batele Ceaser a UN driver. He says that they are patrolling the Nimule –Elegu border and not allowing vehicles to cross to South Sudan.

Uganda, Kenya and Sudan are some of the biggest trading partners with South Sudan.

Five terror suspects, who were earlier acquitted by Kampala High Court, have been re-charged with terrorism and related conspiracies at the Chief Magistrate’s Court in Jinja.

According to a police statement, which forms basis of the charge, the suspects Omar Awadhi Omar,Muhammad Hamid Suleiman alas Abu Zainab, Abibaker Batemtyo, Dr. Ismail Kalule and Yaya Suleiman Mbuthia created  documents and materials connected with preparations to facilitate, assist or engage conspirators to undertake terrorist acts.

Police said the acts were commited while in Luzira prison

Police spokesperson Fred Enanga, said the five were charged in relation to a re-investigation that began immediately after handwritten documents and related materials were seized at the time of their detention in Luzira.

He said in the materials, the suspects asked members to conduct hostile reconnaissance around security facilities and other vital installations, in preparation for violence.

Enange said this acted as fresh evidence of a new plot that connected the suspects to the materials, recovered.

He said police and its sister security agencies continue to maintain vigilance on terrorism.

On 11 July 2010 twin bombs ripped through busy bars in Kampala, killing 76 people watching the football world cup final game.  In the days following the bombings, hundreds of people were rounded up and detained by Ugandan security forces.

Enanga has also encouraged the public to always be on the alert by reporting any suspicious activity to the police, other security personel or local council officials for immediate action.

Uganda police transferred by plane, Forum for Democratic Change’s (FDC) Dr Kizza Besigye to a detention facility in the northern district of  Moroto, over 400 kilometers from Kampala where he was arrested.

Besigye was arrested after he escaped a ’24-hour’ security surveillance at his Kasangati home in Wakiso District. He unexpectedly emerged in the city’s Central Business District (CBD) attracting frenzied crowds.

Police spokesperson, Fred Enanga, declined to talk about the specifics of Besigye’s where about and he’s detention. “What I know he is in lawful custody,” Enanga said.

An Opposition team led by Sam Nangilo, FDC chairman for Moroto District, visited Dr Besigye at the detention facility. Nangilo said Besigye was being detained without recording a statement or being informed of his offences.

“He hasn’t recorded any statement. He was given a mattress, but he told me he has a cough,” Nangilo said.

Besigye has repeatedly asked police to indict him formally and remand him to a proper gazetted place instead of turning his own home into a prison.

His family said that they did not know his whereabouts.

Earlier,FDC had released a video on YouTube of Besigye “swearing-in” as president of Uganda as he and his party.

Government is to establish a CD manufacturing factory to help the film industry growth. This was revealed by the RegIstrar General Bemanya Twebaze while meeting the film makers at the National Theatre in Kampala.

The project is to cost 3.5 million dollars. Bemanya says that this factory will cut the cost of filmmaking and enable film makers earn some good profits. The police spokesman Fred Enanga asked the film makers and musicians to report to police any problems met.

Enanga called on the film makers to add their effort to marketing the film industry with quality pictures so as they move at the same level with musicians.

No TerrorismPolice has arrested members of a gang believed to have been terrorizing people in greater Kampala. The gang specializes in contract killing as well as armed robbery.

Police spokesperson Fred Enanga says that in the subsequent operations, they have been able to apprehend 11 of the Gang members and recovered a gun and 110 rounds of ammunitions. The group moves in a Ipsum car registration number UAN 290S. He explained that between January and February, the group carried out 7 shootings that left 2 people dead in Kawempe and Bukoto.

Enanga says preliminary findings indicate that members of this gang belonged to the former Uganda National Rescue Front- UNRF rebel group in West Nile.

Police has  transferred to the Director of public prosecutions six case files of suspects alleged to be trafficking Ugandan girls to Saudi Arabia. Currently police is holding Halima Abdullah who is said to be running supreme security agency, one of the companies that export labor.

The police spokesperson Fred Enanga said that this group has been working for an Arab man identified as Mutab Pasha al Sumeri who sexually harasses the girls before selling them off. Enanga explains that upon investigation, police has learnt that 40 Ugandan girls have so far been taken to Saudi Arabia under this very company and 100 passports have been recovered from their offices.
Police continues the hunt for two other people who have been working for at the company to engage in human trafficking.

Police in Kanungu have started investigating allegations that the Democratic Forces for the Liberation of Rwanda rebel group based in Congo is abducting Ugandans and demanding for a ransom. According to the information, these rebels usually abduct Ugandans who cross to Congo for business and farming and later they send information demanding for money before their release.
Now the police spokesperson Fred Enanga said that Ugandans must be cautious while crossing to Congo as they work with their Congolese counterparts. He added that those abducted must also refrain from dealing with the rebels before informing police.

The Police and its sister security agencies have boosted security in the Western districts of Kasese, Bundibugyo and Ntoroko following the terrorist threats there.

 

Kasese, Bundibugyo and Ntoroko comprises the Mountain Rwenzori National Park has significant Safari attractions that draw an increase in the number of visitors in the area. Police spokesman Fred Enanga has informed Ugandans and international tourists that the combined forces of the Uganda Peoples Defence Force (UPDF) and the Uganda Police countered the attackers who were linked to the Rwenzururu Kingdom and arrested several of them.
He says now calm has been restored in the area and recreation centers opened by the Government in the districts of Bundibugyo and Kasese that has led to the recovery of several guns and ammunitions as well as accommodating people seeking shelter and protection.

The local leaders and elders managing these centers have taken the lead for the immediate restoration of calm by dialoguing and engaging the locals and all other stakeholders in the area to solve the current issues.

Enanga says the deployment of appropriate Police and Military assets and supporting infrastructure has created safety for visitors selecting the Rwenzori region as a holiday destination. He further says that the Tourism Police that is tasked with the primary mandate of ensuring the safety and security of both international and domestic tourists, tourist attractions and facilities in Uganda is fully deployed covering all facilities in and around both the Queen Elizabeth and Mountain Rwenzori National Parks.

The Report by the UN office of the higher commissioner for human rights shows that out of the 909 complaints received by the office, from January 2012 to December 2013, 590 were against security agencies, with the police of Uganda topping the charts with 287 complaints.

The complaints against the Uganda police include torture, detention without trial, trial of civilians by the Court Martial, and violations of the rights to freedoms of expression, assembly, and association.

The Uganda police spokesman Fred Enanga says that many of the complaints are beyond the police control. He says police detains suspects beyond 48 hours because some suspects refuse to make statements without their lawyers.

He says that there are cases where a doctor’s examination report is needed before the police go to next step and doctors are not readily available.

But Samuel Herbert Nsubuga, the chief executive officer African Centre for Treatment and Rehabilitation of Torture Victims (ACTV) says over 1500 people are tortured by Uganda police every year.
