CP Fred Enanga has on Wednesday been handed his office by the outgoing Police Spokesperson Emilian Kayima.

The Inspector General of Police Mr Okoth Ochola announced the changes on January 12 asserting that Kayima is dropped to the post of office of Political Commissar.

Commissioner of Police Fred Enanga will be deputized by SSP Polly Namaye. SP Onyango will now act as the Kampala Metro Politan Police Spokesperson.He will be assisted by Luke Owesigiire.

New Police spokesperson Enanga served in the same post before being dropped with his deputy in 2016 by former IGP Kale Kayihura replaced with the late AIGP, Andrew Felix.

President Yoweri Museveni has called on the warring factions in the South Sudan Conflict to reconcile and unite saying the people of South Sudan were suffering and the neighboring countries have been let down by these conflicts.

“If you continue you will be called mistake makers and these mistakes are costing your people and the neighboring countries.
We must liberate the people of South Sudan and address all other upcoming conflicts like the borders issues,” he said.

The President who invited the two teams separately for the meeting said ever since the conflict begun he didn’t get involved because there were other leaders like the Prime Minister of Ethiopia, Hailemariam Desalegn and President Uhuru Kenyata of Kenya who were already involved.
“We don’t want South Sudanese to finish themselves. What is most important is not to continue with these mistakes. South Sudan had become a big support for East Africa, we must support you.
If you continue like this you will lose the freedom of making wise decisions, Khartoum and people interested in grabbing your wealth want to prove that you can’t manage your own affairs.
The President said he was compelled to call for the meeting after information emerged that Khartoum was celebrating because they heard that the South Sudanese where fighting and had failed to manage themselves.
“I shared that information with President Salva Kiir and after crosschecking we found that this information is accurate. I thought my brothers should know what was happening and I got in touch with both President Salva Kiir and Rebbeca Garang.
The meeting comes at the heels of a resolution issued at the end of IGAD Assembly on November 7, 2014 to grant a request by the warring parties in South Sudan a grace period of 15 days to complete consultations on the outstanding issues. IGAD also directed the two sides to commit to an unconditional, complete and immediate end to hostilities among other things.
President Salva Kiir commended President Museveni for making the meeting happen. “Today in this meeting I hope everyone can be ready to frankly express themselves because people are ignorant of what is happening in South Sudan. When the crisis broke out many people died. Same regional leaders became mediators including President Uhuru and Ethiopia’s Hailemariam Desalegn.
They were willing to support South Sudan and also pushed for the release of the rebels,” he said.
Kiir said the message Museveni got from Sudan and UN is no secret.
“My friends think when this government is overthrown by foreign powers, power will be handed over to them. Your Excellency, we believe this meeting will solve some, if not all our problems,” he said.
President Kiir led a 23 man delegation including Hon. Gen. Mark Nyipouc deputy Speaker NLA, Hon. Nhial Deng Nhial Minister Defence and Veteran Affairs, Dr. Barnaba Maria B. Minister Foreign Affairs, Awan Guol Riak Minister office of the President, Micheal Makuei Lueth Minister for Information and Broadcasting, Dr. John Gai Yoah Minister Education, Science and Technology, Jeema Nunu Kumba Minister of Electricity and Dams and Awut Deng Achuli Minister for Gender and Child welfare among others.
Maama Rebecca Nyandeng Garang led a high-level delegation of the former SPLM detainees, also known as G-11 including Oyay Deng Ajak, Pagan Amum Okiech, Majok D’Agot Atem, Cirino Hiteng, Chol Tong Mayai, John Luk, Kosti Manibe, Deng Alor, Gier Choung.
The Uganda peace support team was lead by General Caleb A Salim Saleh who is also the patron of the team, Sagal Abraham Emong whon is the Chairman, Ambassador. Busho Ndinyenka the Vice Chairman and Mr. Ndiwalana Herbert as the coordinator/Emissary.
The team was set up to support the peace talks in the current conflicts in South Sudan with the vision of seeing that peace and harmony is restored in South Sudan and all problems are resolved agreeably by the stake holders in South Sudan.
President Salva Kiiri was received on arrival at Entebbe International Air port by the State Minister for foreign affairs Mr. Okello Oryem and the Head of Public Service John Mitala.
Others at the Airport to receive him included the Commander Air force Gen. Sam Turyegenda, Deputy Inspector General of Police Okoth Ochola and Commissioner General of Prisons Dr. Johnson Byaibashaija.
