The Inspector General of Police Gen. Kale Kayihura has issued a statement in denial of receiveing a communicaton from Activists for Change in relation to the planned rally in Makindye tomorrow.

The denial follows A4C’s pronouncement this week at their Katonga road headquarters in Kampala that they had launched a fresh move to walk to work again as a means of holding the Government accountable by holding rallies nationwide beginning with the one in Makindye west constituency.

The Police spokesperson Asuman Mugyenyi says the IGP wants the force to be informed as the normal procedure ahead of time if any proposed demonstration is to take place so that there is sufficient security to the organizers.

He also says the Police are ready to work in cooperation with anyone who wants to exercise their constitutional rights without any hindrance.

Pressure group Activists for Change have vowed to continue with their activities until Government finds solutions to people’s grievances.

The A4C coordinator Mathias Mpuuga says that apart from the walk to work campaigns, they will continue several activities including sensitising the public about ways of forcing the Government to find possible solutions to the country’s problems.

The development comes at a time when 3 members of the forum are in custody in Luzira over their walk to work on charges of treason.

Mpuuga says they will not retreat until there is an achievement.

He urges the public to be optimistic instead of losing hope and push harder to change the country’s situation economically.

The current country’s inflationary rating today stands at 30% as by October in records issues by the Bureau of Statistics.

Intelligence reports indicate that many rich people in Kampala are secretly funding the activities of A4C.

The latest CID report our writer has seen indicates that the organisers of A4C are using the money they collect from donors and tycoons in town to recruit hooligans who participate in riots.

According to security sources, the people who will be arrested will be charged in courts of law. Recently the inspector general of police Maj. Gen. Kale Kayihura said that many thugs hide under the umbrella of A4C and snatch peoples property and phones.

Security sources say that they have heard that A4C has recruited many people who they pay 50,000 shillings every month on assignment of spreading information about the intentions of A4C.

Police have intercepted letters which members of Activists for Change (A4C) had written to UTODA and boda boda riders in Kampala. The letters had been signed by MP for Masaka Municipality, Mathias Mpuuga, according to police.

Uganda Police Chief, Maj. Gen. Kale Kayihura

Uganda Police Chief, Maj. Gen. Kale Kayihura

The CIDs have shown these letters to this our journalist and they read as follows: We (A4C) are writing to ask for your support during the next campaign against rising cost of living, inflation, and wastage of public resources. The peaceful protests that we will engage in with your support, will address the two most pressing news issues these days: the economic crisis and corruption. The economy is in crisis, the annual inflation rate is now at 28.3%, unemployment is rising, fuel prices have continuously  soared and it is becoming harder and harder for Ugandans to feed our children and provide for their good health and education. This month A4C from across the country will be working together to focus the attention of policy markers on the harsh economic realities and on the wastage of public resources.

In April this year, thousands of Ugandans joined us in the walk to work campaign to highlight the economic strife faced by the common man. Our initiative was aimed at redirecting government’s priorities to start initiatives to address these issues and create an efficient society that fights corruption and supports economic justice through interventions like reducing taxes and opening opportunities for employment…

The inspector General of police, Maj. Gen. Kale Kayihura says that the contents in this letter were so harmful to the security of Uganda and that the police had already arrested the people who were found circulating it to UTODA drivers.

Kayihura says that A4C wanted drivers and boda bodas to park their cars during the days of walk to work such that they mobilize enough people and use them to over throw the government.

Here is the real information that Ingrid Turinawe, the FDC woman leader passed on to Activists for change supporters in what has turned out to be a treasonable case according to Maj. Gen. Kale Kayihura.

Ingrid Turinawe of FDC. She heads the party's WOmen's League

Turinawe says that dictators across the world uses tear gas to intimidate people striking to achieve democratic leadership. She says that tear gas is packed in either metallic or plastic canisters. The good news, according to Ingrid is that tear gas effects are temporary and don’t kill.

She says that experts from USA have taught A4C how to protect themselves from tear gas. Ingrid urges all people taking part in demonstrations not to smear their bodies with oils, lotions or detergents because they can trap the chemicals thefore prolonging the exposure.

She says that people caught up in tear gas should move with a bottle of water, soak a bandana, a scarf or a handkerchief into lemmon juice and go with it. She says that a person can move with several as multiple uses will render it as gassy as the air around you. You can also keep it soaking in polythene until you need it. Move with onion, a lemon or tomato.

What to do when tear gassed or pepper sprayed
Don’t panic, stay calm, don’t run, remember that the effects are temporary. Blow your nose, cough and spit. Use your bandana soaked in lemon juice, to tightly cover your nose and mouth. Use swim goggles to cover your eyes (if you have them). Sniff onions close to your eyes. Use thick gloves to throw back the metallic tear gas away. Using bear hands is not safe. Though with a plastic canister, bear hands can work. Turinawe says that it is not advised to wash your face with water against pepper spray.

President Yoweri Museveni has warned Action for Change activists against their planned resumption of walk to work protests which he says are aimed at disruption senior four and senior six exams which are set to begin on Monday October 17th.

This follows an announcement by A4C coordinator Mathias Mpuga that they are resuming their wal to work protests against what he termed biting economic times.

But Museveni told journalists at a press conference on Sunday that those protesting against the economic situation are saboteurs and are behind the worsening economic times.

He says politicians who project a bad image of the country and organize protesters and media houses who promote their activities are the reason behind worsening economic times.

At the same press conference, Finance Minister Maria Kiwanuka and Bank of Uganda Governor Emmanuel Mutebile assured Ugandans that Uganda’s economy is doing well on most indicators, with the bad effects like inflation and high prices resulting from other foreign struggling economies where Uganda mostly imports from.

Museveni said his NRM government is fully in charge and will starting Monday chair meetings of NRM leaders in Kyankwanzi to discuss the way forward on the economy and pressing political issues.

Police yesterday fired teargas to disperse a crowd that had gathered in Nyendo, Masaka where FDC President, Rtd. Col Kizza Besigye and other opposition leaders addressed them.

Speaking to the media at Parliament today, A4C coordinator and Masaka Municipality MP, Matthias Mpuuga criticized the police for using unwarranted force against innocent civilians.

The police yesterday violently dispersed an opposition rally in Nyendo Masaka meant to launch the second phase of the walk to work protests.

Security Minister Muruli Mukasa earlier on Thursday issued a stern warning against the opposition not to hold the protests saying they will disrupt trade and peace in different parts of Uganda.

Mpuuga however says that the opposition will continue to hold the protests until government responds to the cries of the population to work on rising cost of living in the country.

Activists for change have launched a series of new campaigns to follow the walk to work, walk to pray campaign which was launched earlier geared at informing the government of the issues affecting Ugandans.

Speaking at a press conference today in Kampala, the national coordinator of A4C, Mathius Mpuga says they are starting with prayers on Friday to pray for Dr. Kizza Besigye and the nation.

He says starting Monday next week, they are appealing to all drivers and riders across the country to hoot for five minutes at 5pm as a symbol of dissatisfaction with the prevailing situation.

Mpuga also says that they are planning a call for funds that will be used to pay for medical services of all those laying in hospitals as a result of the walk to work protests as well as meet the legal bills of those who were arrested and languishing in jail.

Meanwhile, the defense secretary in FDC, Maj. John Kazoora is blaming the government for harassing officers who execute their duties professionally and raising those unlawfully executing duties to higher ranks.

Kazoora makes the comments in reference to Thursday last week unprofessional conduct of the army which mercilessly beat up Besigye supporters who had gone to welcome him from Nairobi along Entebbe road.

The activists want police to exhume the dead bodies who were shot at last Thursday and give them to their respective relatives for a decent burial.

The A4C National Co-coordinator Mathias Mpuuga has hailed the campaign saying it has borne fruits including the International Recognition set for an agenda and the public have not been taken fro granted by the Government.

He says they are not ready to engage in meetings with the Government in search for a solution because it is the Gov’t’s obligation.

He notes that they are going to launch more campaigns in addition to the on-going walk to work campaign but warns Police and security organisations against the brutal ways of handling the protesters.

Meanwhile ,with the country’s health centers lacking blood to support victims,A4C has announced efforts to champion the blood donation event that will be held in different parts of the country.

The national coordinator of the campaign, Mathius Mpuga says this has been done to support life saving in hospitals where injured victims are taken.

However, Muwanga Kivumbi urges the police commander, Maj.Gen. Kare Kayihura not to interfere with their event since its not politically driven step.
