After more than 29 years of service in this post, Aeneas Tandekwire has handed over the office of Clerk to parliament to Jane Lubowa Kibirge who was appointed recently.

Kibirige who received the instruments of office from outgoing Clerk Mr.Aeneas Tandekwire Thursday February 9, becomes the 6th Clerk to Parliament since Uganda attained independence in 1962.

The Speaker of Parliament,  Rebecca Kadaga, and the Head of Public Service,  John Mitala, presided over the brief function held at Parliament Building.
Jane Lubowa Kibirge while swearing in  she pleges to have maximum cooperation from all staff and seek guidance from whoever I come across

Kibirige, formerly a Senior Deputy Registrar at Mbarara University of Science and Technology, replaces Mr. Aeneas Tandekwire, who retired in October last year.

The Speaker of Parliament Rebecca Kadaga welcomed her into office and urged her to work with mps and staff of parliament Since Parliament is a unique institution with both politicians and civil servants.

Former Clerk to parliament Aeneas Tandekwire has been replaced by the parliamentary deputy clerk in charge of administration and services Mr. Chris Kajja and his second deputy Paul Wabwire.

The two will run the parliamentary affairs in an acting capacity as the house awaits the official appointment of a substantive clerk to parliament by president Museveni.

Kajja and Wabwire are now the new accounting officers of Uganda parliament. Article 87 of the Uganda constitution provides that it is the president who appoints the Clerk to parliament in consultation with the public service commission.

Tandekwire retired public service last week. Tandekwire has been the clerk to parliament since 1986.

The speaker of parliament, Ms Rebecca Kadaga has confrmed that Chris Kijja and Paul Wabwire are the new parliament accounting officers working in an acting capacity.

The Swearing in Ceremony for MPS of the 9th Parliament has ended today seeing over 118 MPS administering oath before the clerk to Parliament Aeneas Tandekwire.

This brought the total number of new members to 374 with only one member of Parliament for Gomba County Rose Najemba who is said to be outside the Country on state duties.

Among those who have sworn in today include Budadiri west mp Nandala Mafabi, Alur county mp Samuel Odonga otto, west budama MP Fox Odoi,  jocob Oualanya all vying for the seat of deputy speaker and speaker of parliament. The former speaker of parliament Edward Sekandi was also among those who have been sworn in today to uphold and protect the constitution of the republic of Uganda. He said that his main challenge as speaker was that mps failed to distinguish between individual merit and operating under a multiparty system.

After taking oath Nandala Mafabi vying for the post of the speaker appealed to the chief justice Benjamin Odochi who will preside over the election of the speaker tomorrow to follow the rules and not allow any manipulation from any side. He says the parliamentary rules of procedure should not be changed from secret voting to open voting. Track

Aluur county mp Odonga otto also vying for the position of deputy speaker says if elected the first thing he will do is to lobby fellow members to restore the presidential term limit that was removed by the 7th parliament.
