Members Parliament on the  Committee of National Economy have grilled the ministry of works officials led by their State Minister for Transport, Aggrey Bagiire, over construction of roads with short life span which they say gets  worn  out before the projected life span.

While meeting the works officials, the committee chaired by Nakaseke North MP,Syda Bumba together with her team comprising the MP for  Busongola North, William Nzoughu and Amuria  district Woman MP Suzan Amero, expressed their disappointment over the high unit cost of road construction in the country when the projected  roads life span  is questionable.

Nzoughu explained that roads which were constructed in 60s and 70s still existing yet the new ones are already in a poor state.

MP Amero on her part attributed this short road life span to corruption where funds are diverted to personal use and such individuals have become richer than government.

In her observation, Bumba also complained of delayed works on budgeted roads which give false hope to beneficiaries in different areas.

However, while responding to the MP’s concerns, Bagiire said that in the past roads lasted for long because the number of vehicles used on the roads at that time was fewer compared to today.

Bagiire noted that heavy trucks lead the roads to be destroyed easily nowdays.

Officials say they are failing to get capable road contractors for road works which link Uganda to Kenya from Karamoja region.

State Minister for Transport, Aggrey Bagiire, cited the perceived insecurity in Karamoja as scaring contractors to take up contracts for roads in this area

He says that when government calls for the construction companies to apply for bidding, they do not find any firm qualifying for road works since only incompetent contractors are mostly submitting their bidding documents for the road works.

He says that for gravel roads, the region has enough local contractors for such road works but that the problem comes while searching for firms to take over works for the tarmacking of roads.

He says that the ministry plans to engage the ministry of defence to guarantee security for a contractor who will then tarmac the road as the major concern for firms has been the fear of insecurity in the areas where the road is to pass.

Bagiire added that there is need for publicity to assure firms that Uganda is secure in all parts of the country.

Members of Parliament on the Parliamentary Committee on National Economy on Wednesday grilled the Minister of State for Transport, Aggrey Bagiire, over failure to address road construction back log across the country.

MPs on the Committee Chaired by Nakaseke North MP,Syda Bumba were interfacing with the ministry of works officials over many pending roads requiring government works.

MPs who included; for Dodoth East, Samson Lokeris,Hoima Municipality, Lawrence  Bategeka ,Ruhinda North, Thomas Tayebwa  and the Amudat district Woman MP, Rose Mary Nauwat complained that many roads were promised by government for construction but are taking long to be worked upon.

Bagiire, later admitted that indeed there has been a delay to work on many roads in the country and but cited inadequate funding to the ministry of works as one of the major reasons that are causing road backlog.

He explained that the ministry of works requires government to a triple its budget so as it clears the existing road backlog in the country.
